National Assembly holds second session to discuss Law on Teachers, North-South high-speed railway
This morning (November 20), the National Assembly held the second session of the 8th meeting, which will last until November 30. On the first morning of the second session, the National Assembly will discuss in the hall the draft Law on Teachers.
At the end of the discussion session, Minister of Education and Training Nguyen Kim Son will explain and clarify a number of issues raised by National Assembly delegates.
Previously in the bill, the Government proposed breakthrough policies on recruitment, employment, salary, incentives, attraction, and support for teachers.
For example, teachers' salaries are ranked highest in the administrative career salary scale system. Teachers who are recruited and ranked for the first time are ranked one salary level higher in the administrative career salary scale system...
In the afternoon, the National Assembly will hear a presentation on the draft Law amending and supplementing a number of articles of the Law on Supervisory Activities of the National Assembly and People's Councils.
Then, the investment policy for the high-speed railway project on the North-South axis was discussed. This is the largest project ever with a total capital of more than 67 billion USD. The railway line starts in Hanoi (Ngoc Hoi station) and ends in Ho Chi Minh City (Thu Thiem station), passing through 20 provinces and cities, with a length of about 1,541km.
Regarding investment scale, the construction of a new high-speed railway on the North-South axis is a double-track, 1,435mm gauge, electrified, designed speed of 350km/h, load capacity of 22.5 tons/axle.
The government plans to start construction in 2027 and strive to basically complete the entire route by 2037.
Along with that, the National Assembly also discussed adjusting the investment policy of Long Thanh airport project.
Nearly 3,000 billion VND invested in construction and infrastructure business of Dong Van VI Industrial Park
On November 19, Deputy Prime Minister Tran Hong Ha signed Decision 1426 on the investment policy for the project to invest in construction and business of infrastructure of Dong Van VI Industrial Park, Ha Nam province.
Accordingly, Ha Nam International Port Joint Stock Company is the project investor. The project is implemented in Tien Ngoai, Yen Nam and Tien Son communes, Duy Tien town, Ha Nam province with an area of 250 hectares, with a total investment capital of nearly VND 2,976 billion.

The Deputy Prime Minister requested the Ministry of Planning and Investment to be responsible for assigned contents, appraise project investment policies and perform state management of industrial parks in accordance with the provisions of the law on investment and relevant laws.
The People's Committee of Ha Nam province is responsible for the truthfulness and accuracy of the information, reported data and appraisal contents according to the provisions of law; receiving opinions from ministries; organizing the development and implementation of plans for land recovery, compensation, support, resettlement, conversion of land use purposes, land lease, and project implementation in accordance with documents approved by competent authorities on the scale, area, location and progress of project implementation;
Ensure that there are no disputes or complaints regarding the right to use the project site; supplement the lost area of land for rice cultivation or increase the efficiency of rice land use according to the provisions of Point b, Clause 4, Article 182 of the Land Law.
More than 700 doctors registered to practice at the hospital attached to the medical station

According to the Ho Chi Minh City Department of Health , a practical training course at hospitals attached to health stations in 2025 has been introduced at Pham Ngoc Thach University of Medicine and Ho Chi Minh City University of Medicine and Pharmacy. So far, 728 doctors have registered to participate.
Registered physicians must commit to the full 18-month program, including 12 months of clinical practice at a hospital and 6 months of primary care practice at a health station.
Doctors will be assigned to practice at health stations that are facing difficulties in human resources. According to the Department of Health, doctors participating in the program will have their practical training supported by 100% of their tuition fees by the hospital.
During the time the doctor practices at the medical station, he/she will be paid living expenses. Each month, the doctor practicing at the medical station will receive a support of 10 million VND.
The Ho Chi Minh City Department of Health hopes that doctors who register to participate in the program will truly experience a training program with careful preparation by hospitals providing practical guidance. Doctors will work together to dedicate themselves to effectively contribute to primary health care activities at grassroots health facilities.
Ho Chi Minh City continues to strengthen measles prevention

The Ho Chi Minh City People's Committee has just sent a document to departments, districts and Thu Duc City requesting to strengthen measles prevention work.
Accordingly, the Chairman of the Ho Chi Minh City People's Committee assigned the Department of Education and Training to strengthen inspection, monitoring, early detection and reporting of suspected cases of infectious diseases for control measures. Continue communication measures to parents and students to proactively contact the local health station or school to know the vaccination schedule and take their children for vaccination immediately.
Localities need to direct kindergartens and primary schools to continue reviewing children's measles vaccination history and immediately vaccinate children who have not been vaccinated or have missed measles vaccination doses.
Direct the medical center to urgently vaccinate children from 6 months to under 9 months old against measles and coordinate with the education department to review the progress of measles vaccination at schools.
The People's Committees of wards, communes and towns maintain updates on the situation of displaced children, promote the role of sectors, unions and community health collaborators in measles prevention.
