According to the draft, there will be 5 forms of handling public assets, including retaining for continued use, recovery, transfer, transfer to local management, and temporary retention for continued use.
1. For houses and land with long-term use value, it is not necessary to reclaim or transfer. Agencies and organizations continue to manage and use these assets.
2. Applicable to houses and lands that are no longer suitable for their intended use or do not meet planning requirements, may cause waste or no longer serve work needs.
3. When public assets need to be transferred between agencies, organizations and units to ensure effective use and optimization of resources.
4. Housing and land facilities will be transferred to localities for management, exploitation and use, in accordance with the planning and development needs of each area.
5. In some cases, public assets may be temporarily retained for various purposes, and will be dealt with later.
One of the notable points is the elimination of the form of "selling public assets", helping to create a more solid legal foundation, protect public assets and ensure long-term interests for the state and the community.
