Optimistic signals from Quang Nam Green Index

Providing infrastructure according to coastal erosion prevention programs, creating safe conditions for businesses in Quang Nam is highly appreciated.

The Vietnam Federation of Commerce and Industry (VCCI) announced that Quang Nam's PGI Index in 2023 ranked 16th out of 63 provinces and cities (25th out of 63 in 2022) and maintained its 3rd place out of 14 provinces and cities in the Central Coast region.

According to the analysis, the component index "Minimizing pollution and natural disasters, climate change", Quang Nam achieved 6.71 points, ranked 35/63 provinces and cities; 9/15 indicators are in the top 20/63 provinces and cities.

The highest score belongs to the index "Ensuring compliance with environmental regulations" with 7.72 points, ranking 2nd/63 provinces and cities and leading 14 provinces and cities in the Central Coast region.

The component index “Role of provincial government in promoting green practices in enterprises” reached 3.91 points, ranking 40/63 provinces and cities. According to this index, Quang Nam has 2/11 indicators in the top 20/63 provinces and cities.

The component index “Encouraging policies and support services for enterprises to “green” their production and business models” scored 4.95 points, ranking 43rd out of 63 provinces and cities. Of the 6 indicators of this index, Quang Nam has 2 indicators in the top 20 out of 63 provinces and cities.

This result is not surprising or surprising. Over the past 10 years, hundreds of millions of foreign currencies from international sources have poured into local reconstruction. Official development assistance has helped Quang Nam implement projects to improve the urban environment, prevent coastal erosion, build e-government, improve dam safety, and protect water resources.

Many infrastructure investment projects on environmental development, urban infrastructure to respond to climate change, unblocking river flows, moving towards regional connectivity in the Central region or building smart cities, supporting the improvement of people's income through promoting investment in smart agriculture , conserving natural forests, biodiversity, forest ecosystems, mountainous landscapes... International financial resources, combined with the budget, have created a new look for Quang Nam...

Dam safety and disaster response are among the green index indicators of Quang Nam that are highly appreciated by businesses.

Quang Nam has rejected many investment projects that could generate revenue and bring great value but pose a risk of pollution. Since 2015, the locality has taken the closed ecosystem of THACO Group towards sustainable development, although there are many industrial and mechanical factories, but still ensure the environment, green, clean and scientific (linking and cooperating with other businesses also requires this criterion). Establishing order for mining gold, soil, sand...

Request to develop a roadmap for technological innovation, eliminating polluting mining technology through monitoring and handling violations. Quang Nam is one of the first localities in the country to innovate forest management and protection in a streamlined, efficient and effective manner, linking local authorities, minimizing large-scale deforestation cases.

Quang Nam is also the first locality to coordinate with international organizations to develop a set of green tourism criteria. Many businesses have registered to be granted green certification according to this set of criteria...

All the thinking and connotations of the “green index” have been clearly shown in the planning project. The process of restructuring economic activities (industry, construction, infrastructure, agriculture - forestry - fishery, trade and services...) must revolve around the idea of ​​green growth, sustainable development, and greening of economic sectors.

This is done through optimizing the efficiency of resource use; reducing greenhouse gas emissions, minimizing environmental pollution; minimizing negative impacts on nature, culture, and society; adapting to natural disasters, climate change...

The PGI 2023 results also pointed out limitations. Filling industrial parks and industrial clusters is still the number one priority, so the industry structure, technology and environmental factors of the project have not been focused on.

Investment projects in industrial parks are mainly small-scale, mostly in the fields of textiles, footwear, mechanics, auto parts, construction materials, wood processing, seafood... Enterprises operating in industrial parks and industrial clusters are fragmented and individual, so the transfer of modern technology and advanced management skills is limited (except for a few large enterprises such as Truong Hai...).

Because the land area is too small and fragmented, it is difficult to build high-tech agriculture. Production is threatened by weather and natural disasters more and farmers are not capable of doing high-tech agriculture... Industry is mainly processing and assembling. High technology and supporting industry are slow to develop.

More than 90% of small and medium enterprises lack competitiveness. Investment in research and application of science and technology in production accounts for only 0.56% of GRDP...

Mr. Dau Anh Tuan - Deputy General Secretary of VCCI said, when the score and ranking of PGI improve, it means the quality of the environment is better. The health and safety of the local community has been improved. Green development is the trend. This is the responsibility of businesses and people.

However, this roadmap is just beginning. Most provinces and cities across the country are in the early stages of the green transition and do not have much time to make big changes. Quang Nam is no exception.
