Humanitarian credit – the key to opening the door to reform in Phong Dien

(PLVN) - After 2 years of implementing a credit policy for people who have completed their prison sentences in Phong Dien town (Hue city), many people with past mistakes have rebuilt their lives, integrated into the community and gained more faith in life.

Borrow capital to rebuild life

During the April days in the Central region, the transaction office of the Vietnam Bank for Social Policies (VBSP) in Phong Dien town continued to actively coordinate with the Commune Police and socio-political organizations entrusted to focus on reviewing and evaluating subjects in need to complete the documents and promptly disburse loans to people who have completed their prison sentences.

Mr. Dong Huu V. (Khanh My residential group, Phong Thu ward), returned to his hometown after 2 years of serving a prison sentence - emotionally said:

“I paid for my mistake while transporting goods with years in prison. When I returned, I was almost penniless, no one dared to hire me, no one trusted me. However, thanks to the loan from the Social Policy Bank, I felt like I was reborn again.”


That money comes from the trust fund of the Ward Women's Union, disbursed after a careful appraisal and approval process. Every penny is filled with love.

In another situation, Mr. Nguyen Quang P. (Dong Thai village, Phong My commune) was once convicted for gambling. After being released from prison, he hesitated to approach the policy because he felt "guilty". However, with the sincerity and perseverance of credit officer Nguyen Trung, and the support of the commune's Farmers' Association, Mr. P. boldly presented his laundry business plan.

“I asked, who would lend money to someone like me? The officer immediately replied: “Policy and people’s hearts. They don’t ask about the past, they only care about what I want to do in the present,” Mr. P. shared.

Now, his shop is getting more and more customers, life is gradually stabilizing, and his smile has returned.


From policy to heart

As of March 31, 2025, the capital that Phong Dien Town Social Policy Bank had disbursed for loans to people who had completed their prison sentences was 910 million VND, with outstanding loans reaching 825 million VND with 10 customers still in debt. The effective implementation of Decision No. 22/2023/QD-TTg has concretized the humane and humanitarian policies of the Party and State. Thereby, raising awareness, roles and responsibilities of departments, branches and localities in organizing and implementing to help people who have completed their prison sentences reintegrate into the community, stabilize their lives, proactively prevent recidivism and violations of the law, contributing to stabilizing the security and order situation in the town.

Mr. Truong Cong Huy - Director of the Phong Dien Town Social Policy Bank Transaction Office shared: “No one is born to make mistakes. But if they have paid the price and have good awareness, society will not turn its back. We do not only lend capital but also give trust. What reformed people need most is not money, but recognition, a chance to start over.”


Mr. Hoang Van Thai (Vice Chairman of Phong Dien Town People's Committee) shared: The credit program for people who have completed their prison sentences is a new policy, which is meaningful for the work of ensuring security and order, economic development and social stability in the locality. This policy has created conditions for people who have completed their prison sentences to access preferential capital from the Vietnam Bank for Social Policies to invest in production and business, helping them to have jobs, income for themselves and contribute to their families and society. Thereby, creating a strong change in awareness, spreading positive messages, eliminating stigma so that society can welcome and support people with a wrongful past to reintegrate into the community".
