On August 29, comrade Nguyen Van Thi, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Head of the Representative Board of the Social Policy Bank (SPB) organized a delegation to inspect and supervise social policy credit activities in Thuong Xuan and Ngoc Lac districts.
Comrade Nguyen Van Thi, Standing Vice Chairman of the Provincial People's Committee, Head of the Board of Directors of the Provincial Social Policy Bank, spoke at the working session with the Board of Directors of the Thuong Xuan District Social Policy Bank.
At the meeting, the Board of Directors of the Social Policy Bank of Thuong Xuan and Ngoc Lac districts reported to the working delegation on the social credit activities in the localities. Accordingly, the Board of Directors of the Social Policy Bank of the districts closely followed the provisions of the law, the leadership and direction of the superiors to direct the Social Policy Bank Transaction Office to promptly and effectively deploy social credit activities, contributing to the successful implementation of the National Target Program on sustainable poverty reduction and ensuring social security, stabilizing people's lives.
Comrade Cam Ba Dung, Permanent Vice Chairman, Head of the Board of Representatives of the Social Policy Bank of Thuong Xuan district reported on the situation of using social policy funds in the district.
In Thuong Xuan district, the District Social Policy Bank Transaction Office proactively advised the District Social Policy Bank Board of Directors in all aspects of its activities; proposed to the Party Committee and the government to direct departments, branches and organizations to coordinate in timely and effective implementation of social credit programs. By the end of August 2024, the Social Policy Bank Transaction Office was disbursing 14 social credit programs, with total outstanding loans reaching nearly VND 699 billion, an increase of VND 105 billion compared to the beginning of the year with 11,418 households still borrowing capital, with an average outstanding loan of VND 60.4 million/household.
Standing Vice Chairman of the Provincial People's Committee, Head of the Board of Representatives of the Vietnam Bank for Social Policies Nguyen Van Thi and the working delegation inspected the loan usage situation at the household of Ms. Vi Thi Hoai, Nhang village, Luan Khe commune (Thuong Xuan) who borrowed capital from the labor export program.
Borrowers mainly use the loan capital to raise buffaloes and cows for breeding, and purchase agricultural machinery and tools for agricultural production. In the first 8 months of 2024, the TDCSXH capital source has helped over 3,200 poor households and other policy beneficiaries to borrow capital, contributing to creating jobs for over 2,600 workers; helping 20 students in difficult circumstances to borrow capital for their studies; building and renovating nearly 1,200 clean water and rural sanitation works...

Director of the Ngoc Lac Social Policy Bank Transaction Office Ho Minh Hoan presented a report on the use of policy credit in Ngoc Lac district in the period 2021-2024.
In Ngoc Lac district, in 2023 and the first 8 months of 2024, the Board of Directors of the district's Social Policy Bank closely followed the direction of the District Party Committee, the District People's Committee, the Board of Directors of the provincial Social Policy Bank and Thanh Hoa Social Policy Bank to direct the implementation of social credit programs. At the same time, well implementing Directive No. 40-CT/TW, Conclusion No. 06-KL/TW of the Central Party Secretariat and Resolution No. 11/NQ-CP of the Government on the socio-economic recovery and development program, in which priority is given to balancing the local budget, nearly 6.5 billion VND of entrusted capital has been transferred to the Social Policy Bank for lending to poor households and other policy beneficiaries. As of the end of August 2024, the total outstanding debt of social credit programs in the area reached more than 610 billion VND with 11,676 customers still in debt. The average outstanding debt reached 52 million VND/household.

In addition to positive results, the activities of the People's Committee at the localities still have shortcomings and limitations that need to be overcome, such as: The inspection and supervision work of some members of the Board of Directors who are leaders of the district's departments and branches is not proactive and timely; some members who are Chairmen of the Commune People's Committee have not paid attention to directing village heads and commune-level socio-political organizations in the work of loan evaluation, so the effectiveness of capital has not been maximized. Associations and unions entrusted at the commune level in some places have not paid attention to the inspection and supervision work, the implementation of inspection and supervision work is still slow and formal; due attention has not been paid to the inspection of the use of loans after lending and the urging of debt collection due, especially periodic debt due, overdue debt; propaganda work on mobilizing deposits from residents at fixed monthly commune transaction points has not been done well.

At the monitoring session, delegates discussed and clarified the results achieved, difficulties and obstacles in the implementation of the social credit programs. At the same time, they proposed recommendations and solutions to improve the efficiency of capital mobilization and support for more capital sources so that people have more opportunities to access preferential capital sources for economic development.

Concluding the inspection and supervision sessions, the Standing Vice Chairman of the Provincial People's Committee, Head of the Board of Representatives of the Bank for Social Policies Nguyen Van Thi acknowledged the results achieved in effectively implementing social credit in Thuong Xuan and Ngoc Lac districts.
He requested the Board of Directors of the People's Credit Fund of the districts to continue to implement a number of key tasks such as: Effectively implementing Directive 40-CT/TW, Conclusion 06-KL/TW of the Central Party Secretariat; Decision 1630/QD-TTg dated September 28, 2021 of the Prime Minister and directive documents of the Provincial Party Committee and the Provincial People's Committee, focusing on improving credit quality, awareness of responsibility of policy implementing units and policy beneficiaries, effectively linking social credit activities with local socio-economic development programs and plans.

The district People's Credit Fund proactively advises the Board of Directors of the district People's Credit Fund in all aspects of its activities; proposes to the Party Committee and the government to direct departments, branches and organizations to coordinate in the timely and effective implementation of social credit programs. The members of the Board of Directors of the district People's Credit Fund perform well in inspection and supervision according to the assigned areas; regularly directs the consolidation and improvement of credit quality, thoroughly handling existing problems and limitations to best promote the effectiveness of social credit capital sources.

The entrusted associations at the district and commune levels complete the inspection program according to the plan. Coordinate to grasp the borrowers, guide the effective use of loans, and actively reduce overdue debts.
