Policy credit capital through savings and loan groups has become a solid foundation for poor households in Son Duong district, Tuyen Quang province to overcome difficulties, escape poverty sustainably, and ensure social security in the revolutionary homeland.

A fulcrum for people to escape poverty
Following Mr. Nguyen Van Nang, Head of the Women's Union Loan Group of Ngai Thang Village, Tu Thinh Commune, Son Duong District, Tuyen Quang Province, we visited the house of Mr. Pham Huu Tuong - one of the households borrowing capital from the Vietnam Bank for Social Policies (VBSP) under the job creation loan program.
On the way, Mr. Nang shared with the delegation that Mr. Tuong's family is one of the typical examples of escaping poverty thanks to policy credit sources. 6-7 years ago, this family was one of the poor households in the village, life faced many difficulties, the couple worked hard, struggling to raise two children of school age.
But thanks to the favorable conditions for policy loans, along with diligence and hard work, Mr. Tuong's family has developed a model of raising cows combined with planting forests, at times the herd of cows reached dozens. Thanks to that, his two children have the conditions to go to university and now have stable jobs.

Mr. Tuong's family has now risen out of poverty and continues to seek support from policy capital to further develop the family economy. Leading the group to the family's rabbit farm, Mr. Tuong happily said that his family is currently raising 120 rabbits combined with afforestation, bringing in a relatively stable source of income. In the near future, he plans to expand the scale into a rabbit farm, not only bringing income to the family but also creating jobs and livelihoods for many households in the village who are following suit.
“My family is truly grateful for the preferential capital from the Party and the State that has helped us overcome the most difficult period, our children can study properly, and our family can escape poverty. My wife and I are also old and cannot do heavy labor. This capital has created jobs for us, helping my family develop the economy,” Mr. Tuong shared.
Talking further with us, Mr. Do Van Hung, Deputy Director of the Transaction Office of the People's Credit Fund of Son Duong district, said that Son Duong is the largest district in Tuyen Quang province with 31 communes, of which 25 communes are in Region III, Region II of ethnic minorities and mountainous areas, 72 villages are in particularly difficult areas, 14 communes in the ATK area, people's lives face many difficulties. In the past time, the Transaction Office of the People's Credit Fund has cooperated with 4 entrusted socio-political organizations, namely the Women's Union, the Farmers' Association, the Veterans' Association, and the Ho Chi Minh Communist Youth Union to establish a network of organizations and management of specific, effective and practical policy capital.
Son Duong district currently has 517 savings and loan groups, of which the Farmers' Association has 133 groups, the Women's Union has 148 groups, the Veterans' Association has 130 groups and the Youth Union has 106 groups. The savings and loan groups operate on the principle of voluntariness, organize public and democratic evaluation of those who are eligible for preferential loans; supervise group members in using loans for the right purposes; perform well the work of collecting interest and monthly savings as authorized by the bank. At the same time, the groups also regularly help each other in production and life and actively propagate people to commit to using loans for the right purposes, repaying debts and paying interest on time.
Coordinate to improve the efficiency of policy capital
Accompanying the local government and people in the journey to escape poverty and implement the new rural construction policy, the Son Duong District Social Policy Bank has made important contributions to helping people access capital and develop the economy. Specifically, as of December 25, 2023, the Son Duong District Social Policy Bank had a total outstanding credit balance of VND 831 billion 939 million. Of which, loans to poor households reached VND 253 billion 304 million, loans to near-poor households reached VND 160 billion 663 million and loans for students reached VND 3 billion 210 million, disbursement reached 100% of the assigned plan. The policy credit capital flow has become a bridge to support people to eliminate hunger and reduce poverty.
In addition to coordinating with entrusted organizations, Mr. Vu The Anh - Deputy Director of the People's Credit Fund of Tuyen Quang province said that the bank also actively implemented many propaganda activities through press agencies to help people not only access loans but also better understand effective economic development models.
“The Bank has coordinated with relevant departments to transfer scientific and technological advances so that when people have access to capital, they will use it for the right purposes, apply science and technology to create efficiency and increase income to help people escape poverty,” Mr. Vu The Anh added.
Thanks to that, the poverty rate in Tuyen Quang province in general and Son Duong district in particular has decreased significantly in recent times. According to the report, by the end of 2023, the number of poor households in Son Duong district had decreased by 3,206 households, reaching 185.96% of the plan, and the number of near-poor households had decreased by 1,291 households, reaching 287.53% of the plan. Thus, the total number of poor and near-poor households in Son Duong district accounted for only 17.73% of the total number of households.
In the coming time, according to Mr. Do Van Hung, the Social Policy Bank will continue to coordinate effectively with socio-political organizations entrusted from Party committees to grassroots levels, grasp and update each household to bring policy credit capital to the right subjects and use it most effectively, contributing to the cause of hunger eradication, poverty reduction of the people and local economic development.
According to the orientation of Tuyen Quang province, the set goal is that by 2025, Son Duong will reach the new rural finish line with 31/31 communes meeting the standards. By the end of 2022, Son Duong only has 13 communes meeting the new rural standards, so the road ahead is still very long to reach the set goal. However, the local government believes that with capital from the VBSP and the efforts of relevant agencies, and the people's efforts to rise up, Son Duong will complete the set goal, becoming a land not only rich in historical traditions but also typical in socio-economic development.
