The National Power System Dispatch Center (EVNNLDC, also known as A0) has just sent an open letter to power generation units and power corporations about coordination to ensure continuous and stable power supply and ensure power quality during Tet holidays .
In the open letter, EVNNLDC stated that during this Tet holiday, the country's electricity consumption will decrease according to the annual rule. According to EVNNLDC's forecast, the national load capacity during off-peak hours (0:00 to 6:00 and 9:00 to 14:00) during the Tet holiday will decrease to about 14,600MW, much lower than the load on normal days (only about 30% to 40%). The low load and large difference between off-peak and peak will cause many difficulties in operating the power system.
To ensure safe, stable, continuous and reliable electricity supply, serving political, economic, social and cultural activities across the country, the national power system is required to maintain operation according to the minimum configuration of a number of hydroelectric, coal-fired thermal power and gas turbine units.
This, according to EVNNLDC's explanation, is to ensure technical aspects, supply water downstream and stabilize the power system of Vietnam and Cambodia as well as continue to retain water in hydroelectric reservoirs in the North and Central regions to ensure the ability to supply electricity for the dry season of 2024 in accordance with the direction of the Government Standing Committee and the Prime Minister's telegram. At the same time, it meets the load at peak time on Tet afternoon (from 5:00 p.m. to 8:00 p.m.), when there is completely no more than 17,000 MW of solar power at this time.
With the low load situation, when traditional power sources have reduced generation to the minimum limit according to the technical conditions of the generators but the total generation capacity still exceeds the load demand, it is inevitable that the capacity cannot be fully mobilized from all types of power sources, including renewable energy sources (such as small hydropower, biomass power, solar power plants, rooftop solar power and wind power).
The National Power System Control Center has calculated and established a method of operating the national power system during the Giap Thin Lunar New Year in accordance with regulations to ensure safe, continuous, and stable power supply, as well as exploiting all possible power sources. The control of renewable energy sources according to grid limits during the Giap Thin Lunar New Year will be implemented by the Center in coordination with units in the power system in a fair and transparent manner under the direction of the Ministry of Industry and Trade and EVN for all types of power sources.
The National Power System Control Center requests that power generation units absolutely comply with the power plant control and dispatch orders when there is excess power or congestion to ensure the stability of the power system (frequency, voltage, etc.).
