Continue to appraise and evaluate adjustment options for the cargo terminal project at Tan Thanh border gate - Lang Son Newspaper and Radio and Television Station

- On the morning of April 24, a working delegation of the Provincial People's Committee led by Mr. Luong Trong Quynh, Vice Chairman of the Provincial People's Committee, inspected the implementation of the project of the Import-Export Cargo Terminal at Tan Thanh Border Gate (Van Lang District). The delegation included leaders of a number of provincial departments, branches and sectors.

Comrade Luong Trong Quynh, Vice Chairman of the Provincial People's Committee, surveyed the actual plan to adjust the investment project of the Tan Thanh border gate import-export cargo station.

The Tan Thanh Border Gate Import-Export Cargo Terminal Project will be invested and built on an area of ​​about 18 hectares and divided into separate areas.

The project implementation location is in Na Han village and Na Nguom village, Tan Thanh commune, Van Lang district. The project area is located along two routes serving import and export of goods connecting Tan Thanh border gate with Kha Phong control area (China).

The total investment capital of the project is nearly 456.5 billion VND. Bao Nguyen Trading Transport Joint Stock Company is the investor.

According to the plan, from the first quarter of 2016 to the third quarter of 2020, investment and basic construction will be carried out; by the fourth quarter of 2022, the project will complete basic construction and be put into use.

As of April 9, 2025, the investor has completed compensation and site clearance for more than 10 hectares . The investor has also invested in the construction of a number of works including: two entrance gates to the bus station at both ends of the station; an executive office building (2 floors); offices of agencies (2 floors); parking lot; warehouse; inspection house and basic investment in the traffic system and internal technical infrastructure works...

During the investment implementation process, due to a number of factors, the investor requested to adjust the project regarding investor information, project scale, land use area, project implementation location, total investment capital, and implementation progress.

Leaders of Dong Dang - Lang Son Economic Zone Management Board reported on the appraisal of the proposed adjustment of the Tan Thanh Border Gate Import-Export Cargo Terminal project at the inspection session.

At the inspection, the leaders of the Dong Dang - Lang Son Border Gate Economic Zone Management Board reported on the appraisal of the proposed project adjustment.

Accordingly, regarding the adjustment of project scale and land use area, phase 1 (on an area of ​​10.4 hectares), the investor proposed to put all completed works into use and proposed to upgrade and expand additional works serving the smart border gate; phase 2 (expanded area of ​​53.3 hectares), the investor proposed to deploy additional works on the expanded area such as: works serving the smart border gate phase 2; a yard for gathering goods that do not meet import conditions; a general warehouse; a preliminary processing and packaging workshop; a parking lot for trucks and containers, etc.

Investor representative presented proposed project adjustment contents at the inspection session.

Regarding the adjustment of total investment capital, the investor proposed to increase the total investment capital from nearly 456.5 billion VND to 1,545.8 billion VND.

Regarding the adjustment of the project implementation schedule, the investor proposed the completion and putting into use of the 53.3 ha extension in 2 phases (in 2026, the works serving the smart border gate will be put into operation; in 2028, the entire project will be completed and put into operation).

The leaders of the Provincial Border Guard Command reported on the content related to the project adjustment proposal at the inspection session.

At the inspection, representatives of the provincial departments, branches and sectors, and the investor discussed and clarified the necessity of project adjustment; the conformity with the General Planning of the Economic Zone and related planning; the conformity with Conclusion No. 144-KL/TU dated June 29, 2017 of the Provincial Party Committee; the legal basis related to project expansion adjustment; related to forest land and national defense - security land in the border area; the balance between the Import-Export Cargo Terminal project at Tan Thanh border gate and other projects in the area...

Through a field inspection of the project implementation area and working with functional departments, investors, etc., speaking at the inspection session, Comrade Luong Trong Quynh, Vice Chairman of the Provincial People's Committee, stated: In order to meet the import and export needs of enterprises at Tan Thanh border gate, the proposed adjustment of the Import and Export Cargo Terminal project at Tan Thanh border gate is necessary and consistent with the Tan Thanh border gate planning.

However, to ensure the adjustment is in accordance with legal regulations, as well as consistent with other projects at Tan Thanh border gate, Vice Chairman of the Provincial People's Committee Luong Trong Quynh requested the Management Board of Dong Dang - Lang Son Economic Zone and relevant departments and branches of the province to continue to carefully appraise both adjustment options of the Import-Export Cargo Terminal project at Tan Thanh border gate to specifically assess each adjustment content before reporting and submitting to competent authorities for consideration and approval. In particular, pay attention to carefully appraising and evaluating the current land use status of the Tan Thanh Dry Port project.

Specifically, option 1 is to adjust according to the contents of the investor (Bao Nguyen Trading Transport Joint Stock Company) to expand the scale and total area of ​​the project to more than 63 hectares; option 2 is to adjust down 10 hectares (out of the total area of ​​63 hectares) to supplement the area for the Tan Thanh Dry Port project.

The Vice Chairman of the Provincial People's Committee also requested Bao Nguyen Commercial Transport Joint Stock Company to continue researching proposed locations for area expansion to ensure harmony in the area of ​​use for projects in the Tan Thanh border gate area.
