Respectfully offering incense and flowers at the Memorial House of Uncle Ho and the heroic martyrs in the Relic Site, the Prime Minister and the delegation commemorated and expressed their infinite gratitude for the great contributions of President Ho Chi Minh, the genius leader of our Party and people, the great teacher of the Vietnamese revolution and the international workers' movement, the national liberation hero, the world cultural celebrity, the exemplary communist soldier who devoted his whole life to the revolutionary cause of the Party and the Vietnamese people; and commemorated the great contributions of the heroic martyrs who sacrificed their blood and bones for the cause of national liberation and reunification.

Before the spirit of President Ho Chi Minh and the heroic martyrs, Prime Minister Pham Minh Chinh and the delegates vowed to follow the path chosen by the Party and Uncle Ho, unite, join hands, and strive to successfully implement the Resolution of the 13th National Party Congress, build a strong and prosperous country, and make the people increasingly prosperous and happy.

The Prime Minister stated that this meeting took place in the boundless sorrow of comrades and compatriots nationwide at the passing of General Secretary Nguyen Phu Trong, an exceptionally outstanding leader of our Party and State, who always paid special attention to taking care of the work of war invalids, martyrs and people with revolutionary contributions.

The Prime Minister stated that the war has ended, the country has become independent and unified; but there are still many pains and wounds that still ache day and night. Understanding and sharing those pains, over the past 77 years, our Party and State have always paid special attention, cared for and had many preferential policies for wounded soldiers, relatives of martyrs, families of policy beneficiaries, and people with meritorious services to the revolution, considering this an important and regular political task. The lives of people with meritorious services and their families have been constantly improved in both material and spiritual terms.

The movement “All people take care of families of war invalids, martyrs and people with revolutionary contributions”, the Funds “Repaying gratitude”, “Comradely affection” are increasingly developing. The construction, upgrading, and restoration of martyrs’ graves, martyrs’ cemeteries, and works honoring martyrs are given attention and investment; the work of searching, collecting, and identifying martyrs’ remains is actively and effectively implemented…

Despite many difficulties, Thai Nguyen province in general and Dai Tu district in particular have made great efforts to take care of people with revolutionary contributions. Through the report, the Prime Minister was moved to learn that Thai Nguyen province has over 130,000 people with revolutionary contributions, of which nearly 20,000 people are receiving monthly allowances with a total annual budget of over 600 billion VND. Dai Tu district alone has over 15,000 policy beneficiaries and people with revolutionary contributions. Of these, there are 1,516 martyrs, 106 Vietnamese Heroic Mothers, 838 wounded and sick soldiers; currently, 3,205 people are receiving monthly allowances.

The Prime Minister was particularly moved to learn that many veterans, wounded soldiers, and relatives of martyrs have made efforts to overcome pain and loss, overcome illness, rise up in life, and set an example in work, labor, and study; are dynamic, creative, and continue to contribute to the homeland and country. You are not only heroes in combat, but also pioneers in studying, laboring, and producing, making an important contribution to the cause of building and defending the Fatherland; you are truly shining examples for the younger generations to be proud of, learn from, and follow.

The Prime Minister expressed that although the Party, State and people always care and look after them with respect, deep gratitude and the highest responsibility, the lives of a number of wounded soldiers, relatives of martyrs and families of people with revolutionary contributions are still difficult. In that spirit, the Prime Minister requested all levels, sectors and localities, including Thai Nguyen province, to continue promoting the tradition of "When drinking water, remember its source", "When eating fruit, remember the person who planted the tree", thoroughly grasp and effectively implement the Resolution of the 13th National Party Congress, the Directive of the Secretariat on continuing to strengthen the Party's leadership over the work of people with revolutionary contributions, and the Ordinance on preferential treatment for people with revolutionary contributions.

Inheriting and promoting the achieved results, continuing to improve and well implement policies and laws for people with meritorious services, ensuring that people with meritorious services and their families have a living standard of average or higher in the area with the spirit that no person with meritorious services will not enjoy preferential policies of our Party and State. Continuing to research and implement the increase of social allowances and preferential allowances appropriately; increasing the attraction of social resources, promoting the movement of "Repaying gratitude"; contributing to compensating for the disadvantages of people with meritorious services and families with meritorious services to the revolution.

The Prime Minister hopes that the war invalids, sick soldiers, relatives of martyrs, and people with meritorious services to the revolution in Dai Tu district, Thai Nguyen province in general, and the 20 outstanding delegates present today in particular, will continue to uphold the tradition and good qualities of "Uncle Ho's soldiers", forever be shining examples, actively participating in building the homeland and the country to become more and more prosperous. With deep responsibility and affection, the Government and the Prime Minister will continue to care for and look after the material and spiritual life of people with meritorious services to become more and more complete and better in the best possible conditions. As a locality associated with the birth of War Invalids and Martyrs Day on July 27, the Prime Minister requested that Thai Nguyen province in general and Dai Tu district in particular continue to make efforts to overcome difficulties, overcome challenges, do better in caring for and implementing preferential policies for people with meritorious services, and further improve the lives of people with meritorious services in the area.

On this occasion, the Prime Minister requested localities, agencies and units to call on each organization and individual to take specific and practical actions with a high sense of responsibility to be proactive and creative in implementing more practical activities, considering this a duty, responsibility and also a sentiment to express deep gratitude to those who have devoted and sacrificed for the cause of national liberation, national reunification and firmly protecting the Fatherland.

The 27/7 National Historical Site is located in Ban Co residential group, Hung Son town, Dai Tu district, Thai Nguyen province. Located in the master plan of Hung Son town, which has been recognized as a type IV urban area since 2019, the 27/7 Historical Site has a beautiful landscape because it has been newly renovated and embellished. In the middle of the spacious campus of the Historical Site, there is a cylindrical white marble slab, inscribed: "Here, on July 27, 1947, 300 cadres, soldiers and representatives of local people gathered to listen to the announcement of Uncle Ho's letter, recognizing the birth of War Invalids and Martyrs Day in our country".

Going back in history, when the national resistance war broke out, on December 19, 1946, following Uncle Ho's call for national resistance, the people of the whole country were determined to rise up and fight with the spirit of "Determination to die for the Fatherland, determination to live". The number of people injured and sacrificed in combat increased. The issue of war invalids and martyrs became a major issue requiring direct attention and direction from the Party and the State.

From February to July 1947, the Party and the State decided on many important policies on the issue of war invalids and martyrs. According to the Directive and also the wish of President Ho Chi Minh, War Invalids Day "is an occasion for our people to show their filial piety, charity and love for war invalids". On the afternoon of July 27, 1947, at the banyan tree in Ban Co hamlet, Hung Son commune (now Hung Son town), a solemn but simple rally in accordance with the circumstances of the resistance war was held to commemorate the first anniversary of War Invalids Day.

Prime Minister Pham Minh Chinh and delegates respectfully observed a minute of silence to commemorate President Ho Chi Minh and heroic martyrs.

During the rally, the Organizing Committee solemnly announced President Ho Chi Minh’s letter naming July 27 as War Invalids Day. Attending the ceremony were about 300 delegates from the Party Central Committee, regional leaders, district resistance agencies, war invalids, soldiers and all the people. From July 1955, “War Invalids Day” was changed to “War Invalids and Martyrs Day”.

On February 3, 1997, the Ministry of Labor, War Invalids and Social Affairs in coordination with the People's Committee of Thai Nguyen province built and inaugurated the memorial site of President Ho Chi Minh and the heroic martyrs and erected a commemorative stele. In 2007, our Party and State brought incense sticks of heroic martyrs from cemeteries nationwide to the 27/7 relic site.

Currently, the relic site has an area of ​​about 3,000m2 with a large campus including a memorial house, a three-door gate, a ceremony yard, and under the banyan tree is a cone-shaped stone stele with white clouds, over 3m high, 3m wide, weighing nearly 7 tons, engraved with a line marking the birth of the National War Invalids and Martyrs Day.

Near the Uncle Ho Memorial House are two local religious and spiritual relics: On the right is Ong Temple - worshiping Doctor Dong Doan Khue (Dong Doan Giai) born in Ban Co village, Hung Son commune (now Hung Son town), Dai Tu district, passed the doctoral exam in Binh Thin year, Vinh Huu year 2 (1736) under King Le Y Tong; on the left is the Mother Temple - worshiping two princesses Mai Hoa and Que Hoa. According to tradition, on the 7th of January every year, the people here joyfully hold the Temple festival to pray for national peace, people's peace, favorable weather, and good crops.

Historical relic The place where "National War Invalids and Martyrs Day" was announced (July 27, 1947) at Ban Co residential group, Hung Son town was recognized as a national historical relic in Decision No. 2205-QD/VH dated July 17, 1997 of the Ministry of Culture and Information.
