On May 9th, Comrade Truong Thi Mai, Member of the Political Bureau, Standing Member of the Secretariat, and Head of the Central Organization Department, on behalf of the Secretariat, signed and issued Conclusion No. 54-KL/TW on continuing to implement Decision No. 99-QĐ/TW, dated October 3, 2017, of the Secretariat on continuing to promote the role of the people in the struggle to prevent and repel degradation, "self-evolution," and "self-transformation" within the Party.

According to the Conclusion of the Party Central Committee, after 5 years of implementing Decision No. 99-QD/TW, dated October 3, 2017, of the Party Central Committee, which issued the framework guidelines for Party committees and organizations directly under the Central Committee to continue promoting the role of the people in the struggle to prevent and repel degradation, "self-evolution," and "self-transformation" within the Party (hereinafter referred to as Decision No. 99-QD/TW), positive results have been achieved.
The awareness and responsibility of Party committees, Party organizations, government agencies, cadres, Party members, and the people regarding promoting the people's right to self-governance and their role in the struggle to prevent and combat degradation have been enhanced; leadership and guidance have been strengthened, concretized, and implemented, and working methods have been reformed towards expanding democracy and transparency so that the people know, discuss, inspect, and supervise; the process of listening to, receiving, and resolving people's feedback has improved significantly; and the people's rights and responsibilities in participating in building the Party and the political system have been increasingly promoted.
The people have become more confident, proactive, and active in participating in the struggle to prevent and repel the decline in political ideology, morality, and lifestyle, as well as "self-evolution" and "self-transformation," making a significant contribution to the work of building and rectifying the Party.
However, the concretization and implementation of Decision No. 99-QD/TW by some Party committees and organizations have not been timely, complete, or practical, and remain largely superficial. There is still hesitation or abuse of democracy in directly reflecting on and offering suggestions to Party committees and organizations regarding manifestations of ideological and political degradation, moral decay, and lifestyle issues among cadres and Party members, especially among leading and managerial cadres and heads of organizations; some reflections and suggestions from the people have not been considered promptly and thoroughly. The monitoring activities of the Vietnam Fatherland Front and other political and social organizations regarding the moral cultivation and lifestyle of cadres and Party members are still limited and do not meet the requirements of Party building work.
The main reasons for the aforementioned limitations are primarily due to the fact that some Party committees, Party organizations, and leaders have not yet deeply understood and underestimated the importance of promoting the role of the people in the work of building and rectifying the Party and the political system; they have not truly paid attention to leading, directing, inspecting, and urging the implementation of Decision No. 99-QĐ/TW; they have not promptly supplemented and perfected regulations on information transparency, procedures, and responsibilities for responding to and resolving recommendations after supervision by the Vietnam Fatherland Front, political and social organizations, and feedback and recommendations from the people, especially those issues of public concern and frustration; a segment of the population has an incomplete understanding of their right to self-governance; and the results of participation in building the Party and the political system at the grassroots level are still limited.
To continue effectively implementing Decision No. 99-QD/TW in conjunction with the implementation of the Resolution of the 13th National Congress of the Party, and Conclusion No. 21-KL/TW dated October 25, 2021, of the 13th Central Committee of the Party on strengthening Party building and rectification and the political system; resolutely preventing, repelling, and strictly handling cadres and Party members who have degenerated in political ideology, morality, and lifestyle, and exhibiting "self-evolution" and "self-transformation," the Secretariat of the Central Committee requests Party committees and organizations at all levels to lead and direct the effective implementation of the following tasks:
1. Strengthen the institutionalization, concretization, and strict and effective implementation of Decision No. 99-QD/TW, in conjunction with Regulation No. 124-QD/TW dated February 2, 2018, of the Party Central Committee on the supervision by the Vietnam Fatherland Front, political and social organizations, and the people of the moral cultivation and lifestyle of leaders, key officials, and Party members, as well as relevant Party regulations, especially the grassroots democracy regulations; creating positive changes in awareness and responsibility within the political system and the entire society. Regularly provide information, propaganda, guidance, and create favorable conditions for the people to contribute opinions, reflect, and supervise manifestations of ideological and political degradation, moral decay, lifestyle degradation, "self-evolution," and "self-transformation" among cadres and Party members, especially leading and managerial cadres and leaders.
2. Review, supplement, and improve relevant laws, further concretizing the motto "The people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit" in line with reality; effectively implement laws on grassroots democracy, access to information, and regulations related to the people's right to self-governance. Enhance the effectiveness of mass mobilization work of the political system, especially the mass mobilization work of state agencies and governments at all levels. Emphasize the pioneering responsibility, exemplary conduct, innovative spirit, and willingness to act and take responsibility for the common good of cadres and Party members, especially leaders and cadres at the grassroots level. Strengthen the close relationship between cadres and Party members with Party organizations and the people in their places of residence.
3. Effectively carry out the work of receiving citizens, strengthening contact and dialogue between the heads of Party committees and government with the people; promptly receive, respond to, and resolve legitimate and lawful feedback, suggestions, complaints, and denunciations from citizens, as well as issues of public concern and public dissatisfaction. Continue to improve and enhance the effectiveness of mechanisms to protect and encourage citizens to detect, denounce, and fight against corruption, waste, negative phenomena, ideological and political degradation, moral decay, and "self-evolution" and "self-transformation".
4. Promote the core role of the Vietnam Fatherland Front and political-social organizations in mobilizing the people to actively participate in the struggle to prevent and repel the decline, "self-evolution," and "self-transformation" within the Party. Innovate and improve the quality and effectiveness of the supervision activities of the Vietnam Fatherland Front and political-social organizations over leaders, managers, and Party members in cultivating and improving their ethics, lifestyle, and responsibility in performing their duties. Pay attention to and promptly address feedback and recommendations from the Vietnam Fatherland Front and other political-social organizations and mass organizations.
5. Strengthen inspection and supervision of the implementation of Decision No. 99-QD/TW; guide information, protect the Party's ideological foundation, and combat erroneous and hostile viewpoints; strictly and promptly handle cadres and Party members who have degenerated in terms of political ideology, morality, and lifestyle, and who are undergoing "self-evolution" and "self-transformation"; promptly inform the public of the results of handling cadres who violate regulations based on feedback and suggestions from the people. Identify, commend, and reward organizations and individuals with innovative and effective approaches; and replicate good models in the implementation of Decision No. 99-QD/TW.
6. Implementation
- Provincial and city Party committees, Party committees at all levels, Party committees at all levels, Party groups, and Party committees directly under the Central Committee shall organize the study and thorough understanding of the Conclusion; continue to lead, direct, and organize the effective implementation of Decision No. 99-QĐ/TW and this Conclusion according to their assigned functions and tasks; regularly monitor, inspect, and supervise, and periodically report the results of implementation to the Secretariat (through the Central Committee's Mass Mobilization Department).
- The Party Committee of the Vietnam Fatherland Front leads, directs, and coordinates with relevant agencies to research and develop mechanisms for the people to directly participate in giving feedback and reporting to the Party on manifestations of ideological and political degradation, moral decay, lifestyle deviations, "self-evolution," and "self-transformation" among cadres and Party members.
- The Central Committee's Department of Mass Mobilization shall preside over and coordinate with relevant agencies to urge, inspect, supervise, conduct preliminary and final reviews of the implementation of Decision No. 99-QĐ/TW and this Conclusion, and periodically report to the Secretariat of the Central Committee.
This conclusion was disseminated to the Party branch and made public so that the people could know and monitor it.
