On May 9, Comrade Truong Thi Mai, Politburo member, Standing member of the Secretariat, Head of the Central Organization Commission, on behalf of the Secretariat, signed and issued Conclusion No. 54-KL/TW on continuing to implement Decision No. 99-QD/TW, dated October 3, 2017 of the Secretariat on continuing to promote the role of the People in the fight to prevent and repel degradation, "self-evolution", and "self-transformation" within the Party.

According to the Conclusion of the Secretariat, after 5 years of implementing Decision No. 99-QD/TW, dated October 3, 2017, the Secretariat issued the Framework Guidelines for Party committees and Party organizations directly under the Central Committee to continue promoting the role of the People in the fight to prevent and repel degradation, "self-evolution", and "self-transformation" within the Party (hereinafter referred to as Decision No. 99-QD/TW), positive results have been achieved.
Awareness and responsibility of Party committees, Party organizations, authorities, cadres, Party members and people in promoting the people's mastery and role in fighting, preventing and repelling degradation have been raised; leadership, direction, concretization, implementation organization, innovation of working methods towards expanding democracy and publicity so that people know, discuss, inspect and supervise; listening, receiving and resolving people's feedback have many changes; increasingly promoting the people's rights and responsibilities in participating in Party building and the political system.
People are more confident, proactive and active in participating in the fight to prevent and repel the degradation of political ideology, morality, lifestyle, "self-evolution" and "self-transformation", making an important contribution to the work of Party building and rectification.
However, the concretization and implementation of Decision No. 99-QD/TW by some Party committees and organizations have not been timely, complete, practical, and formal. There is still a fear or abuse of democracy in reflecting and directly giving opinions to Party committees and organizations on signs of degradation in political ideology, ethics, and lifestyle of cadres and Party members, especially leaders, managers, and heads; some reflections and recommendations from the People have not been considered promptly and thoroughly. The supervision activities of the Vietnam Fatherland Front and socio-political organizations on the cultivation and training of ethics and lifestyle of cadres and Party members are still limited, failing to meet the requirements of Party building work.
The causes of the above limitations are mainly due to the fact that the awareness of some Party committees, Party organizations, and leaders about the importance of promoting the role of the people in the work of building and rectifying the Party and the political system is not profound and is still taken lightly; they have not really paid attention to leading, directing, inspecting, and urging the implementation of Decision No. 99-QD/TW; they have not promptly supplemented and perfected regulations on information disclosure and transparency, procedures, and responsibilities for responding to and resolving recommendations after supervision by the Vietnam Fatherland Front, socio-political organizations, and people's feedback and recommendations, especially on issues of public concern and concern; a part of the people have inadequate awareness of the right to mastery; the results of participating in building the Party and the political system at the grassroots level are still limited.
To continue effectively implementing Decision No. 99-QD/TW in conjunction with implementing the Resolution of the 13th National Party Congress, Conclusion No. 21-KL/TW, dated October 25, 2021 of the 13th Party Central Committee on promoting Party building and rectification and the political system; resolutely preventing, repelling, and strictly handling cadres and party members who have degraded in political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation", the Secretariat requests party committees and party organizations at all levels to lead and direct the implementation of the following tasks:
1. Strengthen the institutionalization, concretization and strict and effective implementation of Decision No. 99-QD/TW in conjunction with Regulation No. 124-QD/TW dated February 2, 2018 of the Secretariat on the supervision of the Vietnam Fatherland Front, socio-political organizations and people on the cultivation and training of ethics and lifestyle of leaders, key officials and cadres, Party members, relevant regulations of the Party, especially the grassroots democracy regulations; create positive changes in awareness and responsibility in the political system and the whole society. Regularly inform, propagate, guide, and create favorable conditions for people to contribute opinions, reflect, and monitor signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation" among cadres, Party members, especially leaders, managers, and heads.
2. Review, supplement and perfect relevant laws, continue to concretize the motto "People know, people discuss, people do, people inspect, people supervise, people benefit" in line with reality; effectively implement laws on democracy at the grassroots level, access to information, and regulations related to people's mastery. Improve the effectiveness of mass mobilization work of the political system, especially mass mobilization work of state agencies and authorities at all levels. Promote the pioneering and exemplary responsibility, the spirit of innovation and creativity, daring to do and daring to take responsibility for the common interests of cadres and party members, especially leaders and cadres at the grassroots level. Strengthen the close relationship between cadres and party members and party organizations and people in their places of residence.
3. Carry out well the work of receiving people, increase contact and dialogue between leaders of Party committees and authorities with the people; receive, respond to and promptly resolve legitimate and legal reflections, recommendations, complaints and denunciations of citizens and issues of concern to the people and pressing public opinion. Continue to improve and enhance the effectiveness of the protection mechanism, encourage people to detect, denounce, fight against corruption, waste, negativity, degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation".
4. Promote the core role of the Vietnam Fatherland Front and socio-political organizations in mobilizing people to actively participate in the fight to prevent and repel degradation, "self-evolution" and "self-transformation" within the Party. Innovate and improve the quality and effectiveness of the supervision activities of the Vietnam Fatherland Front and socio-political organizations on leaders, managers, cadres and party members in cultivating and training ethics, lifestyle and responsibility in performing public duties. Pay attention to and promptly resolve the reflections and recommendations of the Vietnam Fatherland Front and other socio-political organizations and mass organizations.
5. Strengthen inspection and supervision of the implementation of Decision No. 99-QD/TW; orient information, protect the Party's ideological foundation, fight against erroneous and hostile viewpoints; strictly and promptly handle cadres and party members who have degraded in political ideology, ethics, lifestyle, "self-evolution", "self-transformation"; promptly inform the results of handling violating cadres according to the people's reflections and recommendations. Detect, commend and reward organizations and individuals with creative and effective ways of doing things; replicate good models in implementing Decision No. 99-QD/TW.
6. Implementation organization
- Provincial and municipal Party Committees, Party committees, Party executive committees, Party delegations, and Party committees directly under the Central Committee shall organize the study and dissemination of the Conclusion; continue to lead, direct, and organize the good implementation of Decision No. 99-QD/TW and this Conclusion according to their assigned functions and tasks; regularly urge, inspect, supervise, and periodically report the implementation results to the Secretariat (through the Central Committee for Mass Mobilization).
- The Party Central Committee of the Vietnam Fatherland Front leads, directs, and coordinates with relevant agencies to research and develop a mechanism for people to directly participate in giving opinions and feedback to the Party on signs of degradation in political ideology, ethics, lifestyle, "self-evolution", and "self-transformation" of cadres and Party members.
- The Central Committee for Mass Mobilization shall preside over and coordinate with relevant agencies to urge, inspect, supervise, summarize and conclude the implementation of Decision No. 99-QD/TW and this Conclusion, and periodically report to the Secretariat.
This conclusion is disseminated to the Party cell, made public for people to know and monitor.
