On the morning of June 19, a working delegation of the Ministry of National Defense led by Senior Lieutenant General Le Huy Vinh, member of the Party Central Committee, Deputy Minister of National Defense, Deputy Head of the Standing Committee of the Steering Committee for Administrative Reform associated with Digital Transformation of the Ministry of National Defense, inspected the administrative procedure reform associated with digital transformation at the Border Guard of Lang Son province.
The delegation included representatives from the Government Office, the Ministry of Home Affairs, the Ministry of Public Security, leaders of the People's Committee of Lang Son province and a number of functional agencies under the Ministry of National Defense.

Reporting to the Deputy Minister of National Defense and the working delegation, Colonel Ninh Van Hop, Commander of the Lang Son Provincial Border Guard, said: The Lang Son Provincial Border Guard is the first unit assigned by the National Digital Transformation Committee to pilot the digital border gate platform. The digital border gate platform was built from July 2021 to February 2022 according to the principles: Complying with professional regulations of functional forces and sectors at the border gate; maximizing the digitalization of processes, bringing convenience to businesses and serving the functional forces in inspection and control. From February 21, 2022, the digital border gate platform was piloted at Tan Thanh and Huu Nghi border gates, applied to vehicles carrying export and import goods with an 8-step process. The digital border gate platform applies camera technology and AI to recognize license plates, connect with digital maps and positioning systems to regulate and monitor traffic density, connect and share the registration database of the Ministry of Transport and related functional sectors...

To date, 100% of enterprises have declared online on the digital border gate platform with nearly 300,000 vehicles and more than 1,400 enterprises registering accounts on the digital border gate platform through the digital border gate platform managed by the Lang Son Provincial Border Guard. The implementation of the digital border gate platform has allowed the complete digitization of enterprises' declaration information before vehicles and goods arrive at the border gate via online form, the time for declaring information only takes 2-5 minutes. The functional forces at the border gate only confirm the actual vehicles entering the border gate, the place of gathering goods, people, vehicles exiting and entering the country, import and export goods, entering and exiting the border gate and wharves and yards on the digital border gate platform.

After listening to the representative of Lang Son Provincial Border Guard reporting a summary of the situation and results of digital transformation and administrative procedure reform in the field of entry and exit of people, vehicles, goods and opinions of agencies, units and localities, Senior Lieutenant General Le Huy Vinh praised the efforts of Lang Son Provincial Border Guard in advising and proposing to the Central Military Commission, the Head of the Ministry of National Defense, the Border Guard Command and the People's Committee of Lang Son province many policies and solutions to improve the quality of entry and exit management, meeting the requirements of assigned tasks.
Senior Lieutenant General Le Huy Vinh requested that the Border Guard of Lang Son province continue to thoroughly grasp and strictly implement the directions of the Government, the Ministry of National Defense, and the Border Guard Command on administrative procedure reform associated with digital transformation; considering this a key, regular task, a breakthrough in improving the quality of services for managing entry, exit, and import and export of goods at border gates in Lang Son province. Promote decentralization and delegation of authority in accordance with functions, tasks and capacity for subordinate units; focus on reviewing, evaluating, and cutting down steps and components of documents; shorten processing time, ensure simplicity, ease of implementation, and create favorable conditions for the subjects of implementation.

Senior Lieutenant General Le Huy Vinh also requested the Border Guard of Lang Son province to continue reviewing all administrative procedures under its management; promptly propose competent authorities to amend, supplement or replace documents and procedures that are no longer suitable in the process of administrative reform associated with digital transformation; promptly remove difficulties and obstacles so that the digital border gate platform can be implemented smoothly, serving as a basis for application to units and localities with border gates along the entire border line.
