Continue to improve and upgrade the Draft Socio-Economic Report with high intellectual content and practicality

On November 13, at the Party Central Committee Headquarters, General Secretary To Lam chaired a meeting of the Socio-Economic Subcommittee of the 14th Party Congress.

At the meeting, Prime Minister Pham Minh Chinh, Head of the Subcommittee and Comrade Nguyen Chi Dung, Member of the Party Central Committee, Minister of Planning and Investment, Standing Member of the Subcommittee, Head of the Socio-Economic Editorial Team presented a report on the process of supplementing and completing the Draft Report on the assessment of 5 years of implementing the 10-year Socio-Economic Development Strategy 2021-2030, directions and tasks for socio-economic development in the 5 years 2026-2030 (referred to as the Socio-Economic Report) since the 10th Central Conference to date, and a report on several high economic growth scenarios in 2025 and the 2026-2030 period.

Speaking at the conclusion of the working session, General Secretary To Lam acknowledged and highly appreciated the efforts of The Socio-Economic Subcommittee, headed by Prime Minister Pham Minh Chinh, worked with a high sense of responsibility, had a strong innovative and breakthrough mindset, and promoted collective intelligence to draft the Socio-Economic Report; at the same time, proactively and actively coordinated with the Document Drafting Subcommittees, ensuring consistency in the contents of the documents submitted to the Congress on the principle that the Political Report is the central report, the Socio-Economic Report is a thematic report, of special importance, deciding the realization of the Party's goals, viewpoints, and policies on socio-economic development.

With the stature of the 14th Congress, the draft documents, including the Socio-Economic Report, must continue to be "raised to a higher level". Accordingly, to continue perfecting the draft Socio-Economic Report, the General Secretary said that after 12 revisions, the Report has met the requirements to be submitted to the Politburo and the General Secretary emphasized the following points:

Firstly, continue to deeply perceive the vision of the new era and be determined to implement the two 100-year goals that the Resolution of the 13th National Congress has identified to review, supplement and perfect the Draft Report; ensure that the Report is truly like an "Action Program", must demonstrate the spirit of the entire political system, must initiate and launch a new movement and spirit in building and developing the country, among cadres, party members and all classes of people, taking the interests of the nation and people as the top priority, first and foremost, striving to build a peaceful, independent, democratic, prosperous, prosperous, civilized and happy Vietnam.

Second, agree on the viewpoint of rapid but sustainable development, high growth but ensuring macro stability, harmonizing economic development with culture, society and environmental protection, ensuring national defense and security. It is necessary to closely follow the 2030 and 2045 targets to build growth scenarios for each year, each period, each field at the highest possible level to strive to achieve.

We must put people at the center, as the subject, the most important resource and the goal of development; take Vietnamese cultural values ​​and people as the foundation, driving force and important endogenous strength to ensure sustainable development. All policies and strategies must originate from the lives, aspirations, rights and legitimate interests of the people; take the happiness and prosperity of the people as the goal to strive for.

Third, it is necessary to make great efforts, have breakthrough solutions, take shortcuts, learn from the practical development of the country and developed countries, anticipate difficulties and unfavorable variables, take advantage of golden opportunities, not to waste the opportunities of the current period; identify long-term and fundamental directions and tasks to create a foundation to achieve high growth and maintain it in the long term. In particular, pay attention to innovating, perfecting and improving the quality of development institutions in general, and socialist-oriented market economic institutions in particular, considering this the most important breakthrough to clear bottlenecks and liberate all resources to promote socio-economic development.

The General Secretary assessed that the opinions of the members of the Socio-Economic Subcommittee were very rich and had many practical values. He suggested that the Standing Committee of the Subcommittee and the Standing Committee of the Editorial Board seriously study and absorb the valid opinions to continue to improve and enhance the Draft Socio-Economic Report with high intellectual content and practicality; on that basis, build a summary of the Draft Socio-Economic Report with core contents, new and outstanding points that have been agreed upon, submit it to the Politburo for consideration, before sending it to the grassroots Party Congress for discussion and comments, creating interest, response and consensus of cadres, Party members and people for the documents submitted to the 14th National Party Congress.
