Implementing the plan of the Ministry of National Defense on the implementation of the Law on Defense Industry, Security and Industrial Mobilization, the General Department of Defense Industry presides over and coordinates with relevant agencies and units to research and develop a draft Circular in accordance with the prescribed order and procedures. The General Department of Defense Industry has sent a document to ask for opinions from agencies and units under the Ministry of National Defense on the draft Circular; surveyed and assessed the policy impact on the contents of the draft Circular; studied, received, explained and completed the fourth draft of the Circular consisting of 9 chapters and 54 articles.

Major General Pham Thanh Khiet, Deputy Director of the General Department of Defense Industry, reported on the results of developing a Circular on management of defense production activities.

At the conference, delegates reached a high consensus on the structure and content of the draft Circular; at the same time, they recommended and proposed that the Agency in charge of drafting the Circular clarify a number of contents such as: Scope of regulation; decentralization, organizational order, content of acceptance of defense products; announcement of standards and conformity regulations, etc.

In his concluding remarks, Senior Lieutenant General Pham Hoai Nam highly appreciated the General Department of Defense Industry and relevant agencies and units for actively and proactively drafting the Circular. Senior Lieutenant General Pham Hoai Nam emphasized that the issuance of the Circular will create an important legal foundation, institutionalize the Party's viewpoints and policies, contribute to ensuring the maintenance and improvement of product quality and defense production capacity, promote the development of the defense industry in the new situation, and firmly protect the Fatherland from early on and from afar.

To ensure the set progress, Senior Lieutenant General Pham Hoai Nam requested the General Department of Defense Industry to absorb the comments at this working session; seek opinions from the Chief of the General Staff of the Vietnam People's Army, the Chief of the General Department of Politics of the Vietnam People's Army, in parallel with the reporting process to the Chief of the Ministry of National Defense, to absorb and complete the dossier with the best and most complete quality, and send it to the Legal Department of the Ministry of National Defense for appraisal according to regulations, before submitting it to the Minister of National Defense for signing and promulgation.
