Today, February 26, the thematic supervision delegation of the National Assembly Delegation of the province, including the following delegates: Deputy Head of the National Assembly Delegation of the province Hoang Duc Thang; Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong; Commander of the Provincial Military Command, Colonel Nguyen Huu Dan; Deputy Head of the Provincial Ethnic Committee Ho Thi Minh worked with the Department of Culture, Sports and Tourism (VH,TT&DL); Department of Agriculture and Rural Development and public service units under the departments on the implementation of policies and laws on innovation of the organization and management system, improving the quality and efficiency of public service units in the period of 2018-2023 in Quang Tri province.

Proposal to allocate resources for tourism promotion activities
Reporting at the meeting, the leader of the Department of Culture, Sports and Tourism said that from October 2018 to now, after the merger, the department has 5 public service units left (3 units less than before). Of which, 1 unit has regular expenditures guaranteed by the state budget, 4 units are self-sufficient in part of regular expenditures.
Some units continue to streamline and reduce the number of departments and offices. The implementation of staff streamlining has helped the State save budget and reduce regular expenditures for public service units. The activities of service units are increasingly of higher quality, achieving better results than before, especially revenue-increasing activities.
However, after merging and reorganizing units, the arrangement of workers according to job positions is still difficult. The implementation of socialization of career services is still limited, lacking the basis for implementation. Joint ventures and associations of enterprises investing in relics have not been implemented.
The implementation of the plan for partial autonomy in regular expenditure is still low because the relic facilities under the management unit are scattered, the distance between relic facilities is far, and many types of relics are not similar, leading to difficulties in arranging, assigning, and merging departments.
Faced with these difficulties, the Department of Culture, Sports and Tourism recommends that the province pay attention to allocating funds to renovate, repair and upgrade the infrastructure of units to ensure the operation process. Allocate appropriate resources for tourism promotion and advertising activities. Decentralize and authorize specialized agencies under the Provincial People's Committee and public service units in the work of recruiting, appointing and using civil servants.
Need to increase autonomy for units with high socialization capacity
The leader of the Department of Agriculture and Rural Development said that recently, the department has directed its affiliated units to review, arrange, streamline the payroll, and improve the quality of human resources in public service units. Up to now, the department has 11 public service units (2 units less than in 2015). The organizational structure of public service units is basically stable.
According to the Department of Agriculture and Rural Development, currently, some agencies and units are still lacking in staff compared to requirements and tasks. The number of public service units that are self-sufficient in regular expenditures is still low, and the ability to socialize some services is limited. The conversion of some service units into joint stock companies is still slow due to the lengthy conversion process and many changes in legal regulations.
Therefore, the leaders of the Department of Agriculture and Rural Development recommend that competent authorities consider issuing regulations on the management of public service units, especially for autonomous public service units. Pay attention to the regime and policies to support cadres and civil servants at the management boards of protective forests and special-use forests. For public service units with high socialization capacity, self-guaranteeing all operating costs, it is recommended to continue to increase autonomy and self-responsibility for organizing the implementation of tasks, organizing the apparatus, finance, and assets when providing services associated with the needs of society.
After listening to the reports and explanations of the units, Deputy Head of the Provincial National Assembly Delegation Hoang Duc Thang requested the Department of Culture, Sports and Tourism to review the organizational structure to continue to streamline it; innovate and improve the quality of activities in the fields of culture and tourism. Along with that, research solutions to remove difficulties and obstacles in ensuring autonomy in regular spending to advise superiors to consider and resolve.
Promote the socialization of activities under the management of the Department. Propose that the Department of Agriculture and Rural Development inspect, review, and re-evaluate the organizational structure of public service units to have a plan for arrangement, model conversion, and appropriate adjustment. Review the autonomy of each unit to ensure the rights and increase the income of cadres, civil servants, and public employees, contributing to improving the effectiveness and efficiency of state management.
For recommendations and proposals from units, the monitoring team will study and synthesize them to submit to competent authorities for consideration and handling in the coming time.
