With the consent of the Provincial Party Committee Standing Committee, today, the 15th Ninh Binh Provincial People's Council solemnly opened the 17th session - the regular session at the end of 2023 according to the provisions of law. On behalf of the Provincial People's Council Standing Committee, I respectfully introduce the delegates attending and directing the session:

The 17th session is the mid-term session of the 15th Provincial People's Council, term 2021-2026, held at a time when Party committees at all levels, authorities, localities, agencies and units in the province are focusing on leadership and direction to strive to complete and exceed targets and tasks in 2023.

In the past half of the 2021-2026 term, the Provincial People's Council has completed a huge amount of work according to regulations and authority, successfully organized 16 sessions, passed 326 resolutions on important local issues, promptly resolved urgent issues arising from reality, contributing to promoting the province's socio-economic development, the economic structure continues to shift positively towards industrialization, modernization, greening, increasing value associated with labor structure shift. Culture - society has made many advances, social security is ensured, the material and spiritual life of the people continues to improve. Local defense and military are strengthened, political security, social order and safety are maintained.

Inheriting and promoting the results and achievements gained in recent years, in 2023, the Party Committee and People in the province have united, been responsible, joined hands, and unanimously overcome difficulties and challenges, determined to achieve their goals, focused on leading and directing the effective implementation of goals and tasks, contributing to the successful implementation of the Resolutions of Party Congresses at all levels and the Resolution of the 22nd Provincial Party Congress.

According to the program approved by the Provincial People's Council, at this session, the Provincial People's Council will consider, discuss and decide on the following main contents:

Firstly: Review and discuss reports of the Provincial People's Committee on the implementation of socio-economic tasks in 2023, directions and tasks for socio-economic development in 2024; results of handling voters' opinions and recommendations before the 15th session of the Provincial People's Council; results of implementing commitments at the questioning session of the 15th session of the Provincial People's Council; Report on the State financial and budget plan for 3 years 2024 - 2026; implementation of public investment plans; work to prevent and combat corruption, practice thrift, combat waste; work to prevent and combat crimes and violations of the law; work to receive people, handle complaints and denunciations of citizens.

Second: Review the activity reports of the Standing Committee of the Provincial People's Council, the Committees of the Provincial People's Council; Reports of judicial agencies; listen to the Notice of the Provincial Fatherland Front Committee on the work of the Front participating in government building and synthesize voters' opinions and recommendations sent to the session.

Third: Organize a vote of confidence for those holding positions elected by the Provincial People's Council. This is an important method of supervision, demonstrating the Provincial People's Council's recognition and evaluation of the efforts, endeavors and work results since the beginning of the term of those who are voted for confidence.

Based on the report of the person whose vote of confidence was sent to each delegate of the Provincial People's Council, listening to the opinions of voters, from their own monitoring and supervision practices, it is recommended that each delegate of the Provincial People's Council promote a sense of responsibility, evaluate impartially, objectively and accurately in recording a vote of confidence for those holding positions elected by the Provincial People's Council for the 2021-2026 term.

Fourth: Continue to strengthen and promote democracy, ensure that the People's Council is the State's power agency at the local level, representing the will and aspirations of the people; The Provincial People's Council conducts questions and answers focusing on two groups of issues of interest to voters and the people. The first group of issues: "Management of tourism activities in the province"; the second group of issues: "Digital transformation work in the province".

Fifth: The Provincial People's Council carries out personnel work within its authority and considers and approves 65 draft resolutions to promptly institutionalize the Party's guidelines and policies, the State's policies and laws, and meet the requirements of the province's socio-economic development in 2024 and the following years.

The 17th session of the 15th Provincial People's Council has a huge workload, with many important contents, attracting the attention of voters and people in the province. On behalf of the Standing Committee of the Provincial People's Council, I respectfully request the Provincial People's Council delegates to uphold the spirit of responsibility, promote democracy, concentrate their intelligence, carefully study the content of the session, clearly express their opinions when discussing and deciding on issues presented at the session; at the same time, actively participate in questioning, clarifying the responsibilities of collectives and individuals, proposing solutions to overcome the shortcomings and limitations that have been and are being concerned by many voters, making an important contribution to the socio-economic development, ensuring security and national defense of the province.

The Provincial People's Council hopes that voters and people in the province will spend time following and supervising the activities of the session, and contributing ideas so that the Provincial People's Council can continue to innovate and improve the quality of its activities, meeting the expectations and trust of voters and people in the province.
