In 30 years of construction and development, the Provincial Cooperative Union (CPU) has played a pivotal role in developing the collective economy and cooperatives, especially in playing a good role as a bridge between the Party and the State with the CPU and cooperative sectors, protecting the legitimate rights and interests of members. In addition, it has coordinated to advise on the development of many support policies and the development of production cooperative models associated with the value chain. Thereby, the role and position of the Provincial Cooperative Union has been increasingly affirmed.

Step by step growth
On October 30, 1993, the First National Congress of Vietnamese Cooperatives was held. The Congress approved the Charter of the Central Council of the Vietnam Cooperative Alliance as an organization to support, represent and protect the rights and interests of cooperatives in the fields of handicrafts, transportation, trade and services, construction and other non-agricultural industries. In 2000, the Second National Congress decided to change the name of the Central Council of the Vietnam Cooperative Alliance to the Vietnam Cooperative Alliance.
After 30 years of construction and development, through 6 congresses and many successive generations of cadres, the Provincial Cooperative Union has promoted its representative role in the field of collective economy; the position of the Provincial Cooperative Union continues to be affirmed, truly a reliable support for cooperatives and member enterprises to develop, has performed well the task of the Standing Agency of the Provincial Steering Committee for the Development of Collective Economy; participated effectively in the implementation of national target programs; performed well the function of representing and protecting the legitimate rights and interests of members; strengthened consulting, supporting and providing a number of public services for the collective economy and cooperative sector; promoted propaganda, training, service provision, consulting, supporting the reorganization and establishment of new cooperatives, and building many production cooperatives associated with the value chain.
To date, the province has 461 cooperatives and people's credit funds; 1 cooperative union with more than 465,000 members. Cooperatives and people's credit funds are widely developed in districts and cities. The provincial cooperative union has attracted 440 members, including 333 cooperatives, 85 people's credit funds and 22 enterprises.

Changing collective economic thinking
It can be affirmed that, as a collective economic organization, in addition to economic significance, cooperatives have promoted household economic development through production and business support services. Cooperatives in the agricultural sector have affirmed their important role in promoting socio-economic development; performing well in service activities, shifting the structure of crops and livestock, applying scientific and technical advances in production, actively advising local authorities on implementing production zoning, investing in production in the direction of intensive farming, high specialization associated with the agricultural restructuring program, improving production efficiency, and finding markets for products. In particular, some agricultural cooperatives organize production associated with value chains, applying high technology, contributing to improving economic efficiency, promoting the process of building new rural areas in localities. These effects have changed people's thinking and awareness of participating in cooperatives and cooperative groups. Therefore, the number of newly established cooperatives has increased significantly recently. Up to now, there have been a number of new cooperative models operating effectively, applying technical advances to transform production methods, creating clean and safe products, gradually participating in product value chains such as: Dong Xuyen Comprehensive Livestock Cooperative (Tien Hai), Trung An Green Agriculture Cooperative (Vu Thu), An Ninh Agricultural Service Cooperative (Quynh Phu), Tien Dat Aquaculture and Trade Service Youth Cooperative (Thai Thuy)... The contributions of these cooperatives in particular and cooperatives in the whole province in general have been recognized and honored by the Provincial Cooperative Union in the movement to develop collective economy and replicate effective cooperative models in the locality. Thereby promptly encouraging and rewarding good practices, creative and effective models. Up to now, the whole province has 112 provincial-level OCOP products ranked 3 stars, 4 stars, including 29 agricultural cooperatives with 33 OCOP products.

People's Credit Funds have deployed many practical products and services to meet capital needs for production and business, creating conditions for members to borrow capital to develop production, solve difficulties in life, limit the situation of black credit and effectively implement the goal of poverty reduction in rural areas. Cooperatives in the non-agricultural sector operate on the principle of voluntariness, members contribute capital to cooperatives according to the provisions of law, develop production and service business plans suitable to market needs, and production and business plans are highly feasible. Many cooperatives invest in machinery, equipment, innovate technology, attract labor, make the most of local raw materials.
In order to further promote its responsibilities in the new period, the Provincial Cooperative Union will focus on performing its role as a representative organization, protecting the legitimate rights and interests of collective economic organizations, contributing to the cause of local socio-economic development. In addition, promoting the role of guiding, sharing information, and mobilizing the implementation of policies on collective economic organizations. Strengthening the propaganda of the Party and State's guidelines, policies, and laws on collective economic organizations and cooperatives, focusing on Resolution No. 20-NQ/TW, dated June 16, 2022 of the 5th Conference of the 13th Party Central Committee on continuing to innovate, develop and improve the efficiency of the collective economy in the new period; Action Program of the Provincial Party Standing Committee, Plan of the Provincial People's Committee to implement Resolution No. 20-NQ/TW; continuing to raise awareness of collective economic organizations and cooperatives in the Cooperative Union system.
