Continue to speed up project progress, ensuring power supply for socio-economic development of the province.

On the morning of January 12, the Provincial People's Committee worked with Vietnam Electricity Group on the electricity supply situation and resolved difficulties in implementing 500kV transmission line projects through the province.

Comrades: Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Le Hong Vinh - Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired the meeting. Also participating were leaders of relevant departments, branches, sectors and localities.

On the side of Vietnam Electricity Group, there was comrade Nguyen Anh Tuan - General Director and other members of the Board of Members and Deputy General Directors.

FOCUS ON COMPLETING MANY IMPORTANT THINGS

On December 1, 2023, the Prime Minister approved the investment policy for two projects: the 500kV Quang Trach - Quynh Luu line and the 500kV Quynh Luu - Thanh Hoa line. The two projects' lines run nearly 100km through the province, with 201 pole foundation locations. Under the direction of the Prime Minister, these two projects will be energized and put into operation in June 2024.

These are two projects in the list of key projects, of special importance, to ensure electricity supply for the Northern provinces, while contributing to reducing the load on the existing 500kV North-South lines, circuits 1 and 2.

To speed up the project implementation, on January 9, 2024, the Provincial People's Committee submitted a proposal to the Provincial People's Council to decide on the policy of changing the purpose of use of more than 16 hectares of planted forests to implement 2 projects. Localities are coordinating with the Department of Natural Resources and Environment to focus on implementing compensation and site clearance.

The Department of Natural Resources and Environment has completed the adjustment of the Land Use Plan of Hoang Mai districts and town; completed the approval of the 2024 Land Use Plan of Nam Dan, Nghi Loc, Yen Thanh districts and Hoang Mai town.

Regarding the electricity supply situation in the area, the province's capacity demand in the period of 2016 - 2020 increased by an average of 11.94%. The peak capacity of the power system in 2022 is 881MW and in 2023 is 929.2 MW. Commercial electricity in 2023 is 4,613 million kWh and the plan for 2024 is 5,917 million kWh, an increase of 28.3%.

Currently, the industrial load ratio in Nghe An region accounts for more than 45%, with industrial load of automation, manufacturing, and construction materials. In the coming time, with many industrial parks such as Hoang Mai I, Hoang Mai II, Dong Hoi, WHA I, WHA II, VSIP, Tho Loc put into operation, the demand for industrial electricity in the province will be very large.

At the meeting, members of the working delegation of Vietnam Electricity Group reported and discussed in detail the situation of electricity supply, the progress of implementing electricity projects in the area; clearly stated the difficulties and obstacles in site clearance and hoped that the province would coordinate and support to resolve them as soon as possible.

General Director of Vietnam Electricity Group Nguyen Anh Tuan emphasized that these are important projects, so he hopes that the People's Committee of Nghe An province will continue to direct departments, branches, and localities to actively support, support, and accompany investors in resolving related issues.

Leaders of departments, branches and localities reported specific results of implementing assigned tasks, pointing out some practical difficulties and problems.

Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh said that in the past time, the province has made efforts and basically completed the contents and tasks after the meeting on December 12, 2023.

In the coming time, the Standing Vice Chairman of the Provincial People's Committee requested Vietnam Electricity Group to soon update the boundaries and locations of foundation columns so that the locality can speed up propaganda, mobilization, site clearance and resettlement work.

PROPOSAL TO CONTINUE INVESTING IN PROJECTS, ENSURE ELECTRICITY SUPPLY FOR INDUSTRIAL PARKS

Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung emphasized the view that the implementation of projects is for the common good, first of all the national interest, for the development of the country, including the interests and tasks of the Vietnam Electricity Group and the interests of the localities. Therefore, Nghe An province and the Group both have the responsibility and obligation to implement the projects with the highest efficiency.

In the past time, the electricity supply for Nghe An province has been basically ensured by the Group and its member units. Nghe An is one of the localities with large and rapidly increasing load and in the coming time, the demand will increase, so we hope that the Group will continue to pay attention, support and accompany the province.

Emphasizing that Nghe An is still a difficult province, the goal is to become a fairly developed province, the Chairman of the Provincial People's Committee said that in recent years, the province's socio-economic situation has changed a lot, especially in attracting investment. In this result, there is active support from the Group in ensuring electricity supply.

From a low-lying area attracting investment, in the past 3 years, Nghe An has become an attractive and reliable destination for foreign investors. In 2023, Nghe An attracted more than 1.6 billion USD in FDI with many large projects, ranking 8th in the country. Along with that, the demand for electricity for industrial production of investors is very high.

The head of the Provincial People's Committee also assessed that in the past time, the province and Vietnam Electricity Group had many meetings to resolve related issues and so far, a number of tasks have been carried out.

In the coming time, the two sides need to continue implementing the contents of the conclusion of the working session between the province and the member units of the Group. The working method is to focus on quickly handling specific problems, so it is recommended that the Group send additional members to participate in the Provincial Steering Committee.

To ensure the progress of power connection in June 2024, Chairman of the Provincial People's Committee Nguyen Duc Trung requested departments, branches and localities to focus and make efforts to resolve related issues raised in the working sessions.

The Department of Natural Resources and Environment is the standing agency assisting the Provincial Steering Committee in continuing to monitor, urge, and guide localities to remove obstacles in compensation, site clearance, and resettlement. In January 2024, submit to the Provincial People's Committee for approval the adjustment of the 2034 Land Use Plan of Dien Chau district; Preside over, receive, inspect, and approve the results of measurements serving land recovery, site clearance compensation, and project implementation.

The Department of Agriculture and Rural Development coordinates with the investor to work with the units of the Ministry of Agriculture and Rural Development to promptly remove obstacles related to the order and procedures for converting forest use purposes, especially the forest area for road construction; pay attention to considering adjusting the position of the column foundation if it is within the scope, if it is out of scope, request permission to adjust and update.

Chairman of the Provincial People's Committee Nguyen Duc Trung said that the Provincial People's Committee will report to the Standing Committee of the Provincial People's Council to soon organize a special session of the Provincial People's Council to approve the policy of changing the purpose of forest use. The Department of Agriculture and Rural Development will coordinate to resolve the problem of overlapping rights to use forest land in Hoang Mai town; review and advise the Provincial People's Committee to change the purpose of forest use of other power projects in accordance with regulations and reality.

The Department of Industry and Trade continues to perform the function of state management of projects; coordinate with departments, branches and localities to update the implementation status of projects; promptly grasp difficulties and problems, advise the Provincial People's Committee to promptly resolve them; promptly advise solutions to ensure electricity supply in the province, especially for socio-economic development projects and industrial parks.

The Chairman of the Provincial People's Committee also assigned the Department of Planning and Investment to preside over and coordinate with sectors and localities to urgently study and remove obstacles in investment procedures for projects of the Electricity Group in the province; Coordinate with the Electricity Group to complete the plan to implement the Provincial Planning, especially electricity projects.

Comrade Nguyen Duc Trung also requested localities to continue implementing the contents of compensation, site clearance, and resettlement to ensure progress; for column foundation positions to be completed in January 2024, the route corridor to be completed in March 2024.

Localities proactively coordinate with investors to unify the compensation and site clearance policy framework for the entire route; coordinate with the Department of Agriculture and Rural Development to review procedures for converting forest use purposes of projects. Dien Chau district urgently completes and submits to the Provincial People's Committee for approval of the 2024 Land Use Plan.

At the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung requested Vietnam Electricity Group to actively coordinate closely with departments, branches and localities of the province in the process of implementing projects, especially the two 500kV transmission line projects.

To ensure power supply for industrial parks, Nghe An province requests Vietnam Electricity Group and its member units to speed up the investment progress to complete the Nam Cam 220kV transformer station project and the Nghi Son Economic Zone 220kV transformer station in the second quarter of 2024; report to the Ministry of Industry and Trade to add the Hoang Mai 220kV transformer station to the list of plans to implement the VIII Power Plan.

In addition, it is recommended that Vietnam Electricity Group support the study and consideration of consulting and proposing a plan to adjust the planning for upgrading the 220kV Quynh Luu transformer station and consider the plan to install AT2 of the 220kV Nam Cam transformer station in the period of 2025-2026 to ensure timely power supply for the 110kV transformer stations supplying power to industrial parks in Hoang Mai town and Quynh Luu district.

Nghe An province also requested Vietnam Electricity Group to pay attention and support the arrangement of capital to invest in providing electricity to the remaining 17 villages and hamlets in the province that do not have electricity grid.
