Continue to vigorously promote the three strategic breakthroughs.

Having passed the halfway point in the 2024 socio-economic development plan amidst more difficulties and challenges than advantages, Quang Ninh has still achieved significant and outstanding accomplishments. In particular, the accelerated implementation of the three strategic breakthroughs has made a crucial contribution to achieving the set goals and plans.

Quang Ninh and Hai Phong have put the Ben Rung bridge and connecting road into operation, meeting the goal of improving transportation service capacity and creating an inter-regional transportation connection system.

Identifying three strategic breakthroughs with significant long-term value in the province's development journey, Resolution No. 20-NQ/TU (dated November 27, 2023) of the Provincial Party Committee on the direction and tasks for 2024 still identifies these three strategic breakthroughs as key priorities to be implemented this year.

Based on that, from the beginning of the year, local Party committees, governments, departments, and agencies promptly developed plans, clearly defining specific goals and tasks for each field to create solutions for implementation. These included focusing on mobilizing all resources, diversifying investment forms, accelerating the development and completion of a synchronous and modern socio-economic infrastructure system, promoting regional linkages; continuing administrative reforms, improving the investment and business environment, and enhancing competitiveness; and focusing on developing high-quality human resources and skilled labor in conjunction with rapidly increasing the size and improving the quality of the population.

To date, the province has decisively led and directed comprehensively across all fields to resolve outstanding issues and obstacles in the implementation of key projects and synchronous socio-economic infrastructure projects. This has significantly contributed to the completion and commissioning of the road connecting Ben Rung Bridge linking Quang Ninh and Hai Phong; the completion of Provincial Road 342 connecting Ha Long - Ba Che - Lang Son; the completion of the road connecting Son Duong - Dong Lam; the road connecting Son Duong - Dong Son... and is urgently completing Ngo Quyen High School to be ready for use at the beginning of the new school year 2024-2025. Along with that, previously difficult projects such as Dam Nha Mac, Ha Long Green, the riverside road, and Lai Xuan Bridge are gradually being resolved, restarted, and their progress accelerated. Industrial parks and economic zones continue to be invested in and developed comprehensively... These projects have a positive impact on attracting investment, tourists , and improving the living conditions, health, and education of the people.

Provincial Road 342 connecting Ha Long - Ba Che - Lang Son has been completed.

Regarding administrative reform, improving the investment and business environment, and enhancing competitiveness, the province has implemented numerous solutions to maintain and improve the scores of the PCI, Par Index, SIPAS, and PAPI indices. In 2023, Quang Ninh held the top position in the PCI for the seventh consecutive year; led the Par Index for the sixth consecutive year; led the SIPAS Index for the fifth consecutive year; and was among the top five provinces and centrally-governed cities with the best economic governance quality nationwide for eleven consecutive years. These indices are comprehensively, objectively, and multi-dimensionally assessed, reflecting the confidence of the business community and the people in Quang Ninh province, and serving as a tremendous source of strength for the province to overcome all difficulties and obstacles and realize its development aspirations.

To date, the total number of administrative procedures under the province's jurisdiction is 1,760. In the first six months of 2024, the Provincial Public Administrative Service Center received over 71,000 administrative procedure dossiers, with a timely and early processing rate of 99.7%; 100% of fees and charges for administrative procedures were processed cashless; 100% of eligible administrative procedure dossiers were digitized according to the "5-step process in an electronic environment"; and online public services were provided for 100% of eligible administrative procedures.

This has created an attractive environment for investors to come to the province. In the first six months of the year, Quang Ninh attracted more than US$1.5 billion in foreign direct investment (FDI) with a total of 38 projects receiving new investment registration certificates and capital increases. Quang Ninh ranks third nationwide in attracting FDI. The province saw nearly 1,000 newly established businesses, a 12% increase compared to the same period in 2023, higher than the national average.

Tourist numbers in Quang Ninh increased sharply in the first half of the year.

Regarding breakthroughs in human resources, the province has developed a plan to implement innovation, development, and improvement of the quality of vocational education in the province until 2030, with a vision to 2045; and a plan for training and developing soft skills for young people and vocational education students. At the same time, it is creating a labor linkage chain between graduates and businesses through workshops to improve the quality of vocational training and vocational training for rural workers in ethnic minority and mountainous areas of the province.

To ensure optimal conditions, along with supportive policies, the province is effectively implementing the Project for the Development of Housing for Coal Miners and Industrial Park Workers, attracting high-quality human resources and skilled labor to work and live in Quang Ninh. To date, the percentage of trained workers has reached nearly 87%, of which the percentage with degrees and certificates accounts for over 50%, creating additional jobs for approximately 17,400 workers; and enrolling 12,600 people in new vocational training programs…

The implementation of the three strategic breakthroughs in Quang Ninh continues to move forward strongly. This has created great momentum for Quang Ninh to complete its socio-economic development tasks in the first six months of the year and provides a solid foundation for the implementation of tasks for the whole year as well as the following years.
