Continuing the eighth session agenda: The National Assembly continues to discuss draft laws

On the morning of November 7, continuing the eighth session, the National Assembly discussed in the hall the draft Law on amending and supplementing a number of articles of the Securities Law; the Accounting Law; the Law on Independent Auditing; the State Budget Law; the Law on Management and Use of Public Assets; the Tax Management Law; and the Law on National Reserves. Vice Chairman of the National Assembly Nguyen Duc Hai chaired the meeting.
Delegate Nguyen Van Huy, Deputy Head of the Provincial National Assembly Delegation, spoke at the discussion.
The draft Law amending and supplementing a number of articles of the Securities Law; Accounting Law; Independent Audit Law; State Budget Law; Law on Management and Use of Public Assets; Tax Management Law; and National Reserve Law is designed to fully institutionalize the policies and orientations of the Party and the State; perfect the legal system in the fields of securities, accounting, independent auditing, state budget, public asset management, tax management and national reserves, thereby creating a complete and timely legal corridor to meet the requirements of tasks in the new situation. Promote growth, control inflation and stabilize the macro economy; promptly remove difficulties for production and business activities of people and enterprises; improve the investment and business environment. Promote decentralization and delegation of power in the development of mechanisms, policies, laws, planning, inspection and supervision; promote the simplification of administrative procedures and the development of information technology, digital transformation; eliminate the request-grant mechanism; Unblock and effectively use all resources for development, taking public investment and state resources as the guide and activating all other legitimate resources.
Speaking at the discussion session, delegates Tran Khanh Thu and Nguyen Thi Thu Dung, National Assembly Delegation of Thai Binh province, agreed on the need to amend a number of provisions in the draft Law and unanimously approved the draft Law at this session. However, the delegates suggested that it is necessary to study, review and clarify the content and scope of regulations of the Government and subordinate agencies to avoid conflicts or overlaps in this law itself and other laws of the legal system. At the same time, it is recommended to study and supplement regulations to remove current obstacles regarding regulations on depreciation and wear and tear of fixed assets at public service units; supplement regulations on bidding for drugs, medical supplies and medical equipment: implementing according to the one-stage, two-envelope method to ensure the quality of drugs and medical equipment. Regarding the amendment and supplementation of the Law on Investment under the public-private partnership method, it is proposed to add regulations for continuing to extend PPP project contracts for projects applying the O&M contract type; ...
In the afternoon, Vice Chairman of the National Assembly Nguyen Duc Hai chaired the meeting, the National Assembly discussed in the hall the draft Law on Electricity (amended).
Participating in the discussion, delegates Phan Duc Hieu and Nguyen Van Huy, the National Assembly Delegation of Thai Binh province, agreed with the necessity of amending the Electricity Law to contribute to removing difficulties, obstacles and shortcomings in practice, achieving the goal of ensuring national energy security, developing electricity as a national technical infrastructure sector serving socio-economic development and people's lives. The delegates also participated in a number of specific contents such as proposing to supplement the explanation of terms on the concept of offshore wind power plants, offshore wind power plants; on electricity development planning, bidding policies for investors of power source projects; policies on development and operation of gas-fired thermal power plant projects, power source projects invested under the public-private partnership method applying the type of build-operate-transfer contract, policies on renewable energy; on offshore wind power development; on survey activities for offshore wind power projects; on the choice for offshore wind power project investors...
