Yen Lap is a mountainous district of the province with about 80% of the population being ethnic minorities, living in 17 communes and towns. In recent years, Yen Lap district has effectively promoted the support capital sources from the Central and the province, at the same time mobilizing many resources to focus on investing in socio-economic development (SE) in ethnic minority (EM) and mountainous areas (MN) and effectively implementing ethnic policies...

Along with other National Target Programs, the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 period has gradually and effectively exploited the potential advantages in the area, creating jobs for tens of thousands of working-age workers with stable incomes.

From the Program's capital, My Lung commune was invested with 900m of rural traffic road.

From the Program's capital, the district has invested in particularly disadvantaged communes and CT29 commune to build new, repair, maintain and preserve traffic works, irrigation works, schools, and cultural houses; support production development, diversify livelihoods; replicate poverty reduction models; provide training to improve capacity for the community and grassroots cadres... Thereby, it has supported ethnic minorities in economic development, poverty reduction and improving their material and spiritual lives.

In 2023, the Program supported 50 houses (under Project 1); supported job conversion for over 300 subjects and over 1,000 subjects were supported with scattered domestic water; invested in 2 infrastructure projects to arrange and stabilize the population of My Luong and Luong Son communes; completed acceptance of 6,434 hectares of existing forest; built classrooms, dormitories, public houses and auxiliary works at the semi-boarding schools for ethnic minorities: Trung Son A Primary School; Trung Son Secondary School for Ethnic Minorities.

The progress of the projects has been basically completed, being completed and handed over for use, 1 new project will start construction in 2024 (office building and auxiliary works of Trung Son A Primary Boarding School for Ethnic Minorities)...

Comrade Dinh Hai Nam - Vice Chairman of the District People's Committee said: "Social security policies and ethnic policies continue to be concretized, implemented fully, promptly and effectively by the district. Ethnic minorities live together in harmony, solidarity, trust in the leadership of Party committees at all levels, the management and administration of authorities at all levels; comply well with the Party's guidelines and policies, the State's policies and laws; preserve and promote the fine cultural traditions of their people".

Accordingly, people have proactively overcome difficulties, actively worked in production, participated in campaigns, patriotic emulation movements and local socio-economic development programs and policies... contributing to completing and exceeding the set targets and tasks.

Thanks to that, the socio-economic situation in the area has many positive changes, infrastructure has been gradually built in a synchronous direction when 100% of hamlets and residential groups have national grid electricity; 100% of roads to the centers of communes and towns have been paved.

Average income per capita ranges from 33-35 million VND/person/year. Other welfare facilities have been renovated and renewed; infrastructure and education quality have been strengthened and improved, ensuring teaching and learning standards for students. Medical facilities have done a good job of providing emergency care, protecting and improving people's health. Currently, 16/17 medical stations have met national health standards.

Cultural infrastructure is invested in. Information and propaganda work is given special attention. 100% of residential areas have loudspeakers and cultural houses, and are covered by mobile phone signals. Culture and sports are widely developed, and the quality is increasingly improved. Every year, 80% of residential areas are recognized as cultural residential areas, and 85% of families are recognized as cultural families.

My Lung Primary School has invested in a computer room with 20 computers and 1 projector to meet the teaching and learning needs of teachers and students.

Cultural relics and heritages are preserved and developed in association with tourism, creating a sustainable foundation for the development of traditional cultural values ​​such as the Dao Quan Chet ordination ceremony, Tet Nhay... National target programs clearly demonstrate their effectiveness through annual socio-economic growth data, and the people's lives in the district are increasingly stable and developing.

Through investigation and review, up to now, the poverty rate in the area is tending to decrease every year, especially among ethnic minority households.

To reduce the poverty rate concentrated among ethnic minorities as the goal of the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas, Yen Lap district continues to implement on the basis of documents of the Government, ministries, central branches and the province.

The district proactively reviews and carefully studies the practical situation, makes plans, allocates the budget and assigns appropriate estimates for project programs and sub-projects: Solving the shortage of residential land, housing, production land, and domestic water; arranging, relocating, and stabilizing residents in necessary places; investing in essential infrastructure to serve production and life in ethnic minority and mountainous areas; road projects to the center, inter-commune roads, traffic bridges connecting communes in area III and extremely disadvantaged villages; developing education and training, improving the quality of human resources; preserving and promoting traditional cultural values...
