At the invitation of Chairman of the State Duma, Federal Assembly, Russian Federation Vyacheslav Viktorovich Volodin and Chairwoman of the Federation Council, Federal Assembly, Russian Federation Valentina Ivanovna Matviyenko, Chairman of the National Assembly Tran Thanh Man led a high-ranking delegation of the National Assembly of Vietnam to pay an official visit to the Russian Federation and co-chair the 3rd meeting of the Vietnam-Russian Federation Inter-Parliamentary Cooperation Committee from September 8 to 10, 2024.
Taking place on the occasion of the 30th anniversary of the signing of the Treaty on the Fundamental Principles of Friendship between Vietnam and the Russian Federation, the 12th anniversary of the establishment of the Comprehensive Strategic Partnership and the 75th anniversary of the establishment of diplomatic relations in 2025, the visit marks an important foreign event for both countries, contributing significantly to further deepening the Comprehensive Strategic Partnership between the two countries, contributing to peace, cooperation and development in the region and the world. This is also an opportunity for the leaders of the two countries to look back on the journey of cooperation over the past 70 years with proud achievements, while promoting the increasingly comprehensive and close development of the relationship between the two countries in both breadth and depth.

Deep imprints in more than seven decades of cooperation
The relationship between Vietnam and the Soviet Union (formerly), and the Russian Federation today, is always warm and trustworthy, and is increasingly developing in all areas such as politics-diplomacy, economics-trade, culture-society, science-technology, etc.
More than 70 years ago, in 1950, the Soviet Union became one of the first countries in the world to recognize and officially establish diplomatic relations with the Democratic Republic of Vietnam, demonstrating the Soviet Union's strong solidarity with the just struggle of the Vietnamese people.
The Vietnamese people and the Russian people, although geographically distant, are always close in spirit and ardent patriotism, and have accompanied and overcome countless difficulties and challenges together. Throughout the process of fighting for national independence and building the country, the Party, State and people of Vietnam have always received sympathy, support and sincere and righteous assistance from the Russian Federation.
In March 2001, the two countries signed the Joint Declaration on the Vietnam-Russia Strategic Partnership, marking an important milestone in bilateral relations. In July 2012, the two countries decided to elevate their relationship by establishing a new framework of cooperation, the Comprehensive Strategic Partnership.

In the political and diplomatic fields, Vietnam-Russia relations have maintained high trust and have been increasingly strengthened through visits at all levels, especially at high levels. Our Party has also maintained cooperation with a number of major political parties in Russia such as the United Russia Party and the Communist Party of the Russian Federation.
The two sides continued to affirm their respect and determination to strengthen the Vietnam-Russia Comprehensive Strategic Partnership, wishing to consolidate bilateral cooperation on the basis of trust and mutual benefit. Vietnam and Russia also maintain many coordination and dialogue mechanisms such as the annual Diplomacy-Defense-Security Strategic Dialogue at the level of Permanent Deputy Foreign Ministers; Defense Strategic Dialogue at the level of Deputy Defense Ministers, etc.
In the economic and trade fields, Vietnam and Russia maintain the mechanism of the Intergovernmental Committee on Economic-Trade and Scientific-Technological Cooperation, established in 1992 and upgraded to the Deputy Prime Minister level in 2011. The Free Trade Agreement between Vietnam and the Eurasian Economic Union, of which Russia is a member, took effect in 2016. Vietnam's main export items to Russia include: telephones, electronics, textiles, footwear, agricultural, aquatic and seafood products of all kinds...; main import items include: coal, wheat, iron and steel, fertilizers, automobiles, machinery and equipment of all kinds...

In the field of education and training cooperation, the Soviet Union previously helped Vietnam train nearly 40,000 excellent cadres and experts in many different fields. Currently, Russia continues to support Vietnam in training human resources. Since 2019, Russia has increased the number of scholarships for Vietnam to about 1,000 per year. Currently, there are about more than 5,000 Vietnamese students studying in Russia.
Scientific and technological cooperation continues to be maintained. The two countries have carried out research and technology transfer projects. Scientific research cooperation within the framework of the Tropical Center in Vietnam has brought many positive results. The two sides are implementing the project of the Center for Nuclear Science and Technology Research.
The two countries also actively promote cooperation in culture, sports and tourism by organizing annual and rotating Cultural Days in each country.
Local cooperation is an important channel to promote the increasingly substantive relations between the two countries. In June 2023, Vietnam inaugurated the Statue of President Ho Chi Minh in Saint Petersburg to commemorate the 100th anniversary of Uncle Ho's first visit to Petrograd (now Saint Petersburg); in April 2024, Nghe An province and Ulyanovsk province inaugurated the Statue of Lenin in Vinh city.
In the international arena, Vietnam and the Russian Federation always cooperate closely in international and regional organizations such as the United Nations, ASEAN, Asia-Pacific Economic Cooperation Forum (APEC)...
The close relationship between Vietnam and the Russian Federation not only comes from close support and cooperation in politics, economics and many other fields, but also from the harmony in the souls and feelings between the people of the two countries, expressed through cultural exchanges. Many literary works of high ideological and artistic value by great Russian names have become very familiar to the Vietnamese people.
The above positive results are the premise for bringing the Vietnam-Russia Comprehensive Strategic Partnership into greater depth and effectiveness, for the common interests of the two peoples.
Vietnam is an ancient, brilliant and independent civilization in the panorama of a multipolar world. In the international arena, Hanoi pursues an independent foreign policy and strongly supports a fair world order based on international law, the principles of equality between nations and non-interference in each other's internal affairs.
We appreciate that our two countries have similar or similar approaches to pressing and important issues on the international agenda. Our two countries coordinate closely at key multilateral forums, first and foremost the United Nations.

Elevating the Comprehensive Strategic Partnership
In 2024, Vietnam and Russia will celebrate the 30th anniversary of the signing of the Treaty on the Fundamental Principles of Friendly Relations and the 12th anniversary of the establishment of the Comprehensive Strategic Partnership. 2025 is also a year of great significance as Vietnam and Russia will celebrate the 75th anniversary of the establishment of diplomatic relations.
In an interview with Nhan Dan Newspaper , comrade Le Hoai Trung, Secretary of the Party Central Committee and Head of the Party Central Committee's External Relations Commission, emphasized: Leaders of Vietnam and the Russian Federation both agreed that over the past years, the relationship between the two countries has developed comprehensively and strongly, bringing practical benefits to the people of the two countries, for peace, stability, cooperation and development in the region and the world.
Vietnamese Ambassador to the Russian Federation Dang Minh Khoi affirmed that the cooperation between the two countries in recent times has been very effective, increasingly diverse, substantial and is an important foundation for the comprehensive strategic partnership between the two countries. Ambassador Dang Minh Khoi proposed that Vietnam and Russia make the most of the incentives and advantages of the Free Trade Agreement between Vietnam and the Eurasian Economic Union, of which Russia is a member, thereby meeting the import and export needs of each country and participating more deeply in the supply chains of goods in the region. Enterprises of the two countries need to make better use of the advantages and opportunities to increase investment and production of goods in each other's markets.

Dr. Ivan Nikolaievich Timofeev – General Director of the Russian International Affairs Council (RIAC) emphasized that as one of Russia’s important partners in the international arena, Vietnam has a fast-growing economy and a large market. Vietnam has signed a Free Trade Agreement with the Eurasian Economic Union, which benefits the economies of both sides.
Based on the achievements and high political trust, Vietnam and the Russian Federation expect to open a new stage of development in bilateral relations, with increasingly high levels of trust, substance and efficiency.
The official visit to the Russian Federation and co-chairing of the Third Session of the Vietnam-Russia Inter-Parliamentary Cooperation Committee by National Assembly Chairman Tran Thanh Man is of great significance. This is the first visit of Comrade Tran Thanh Man as Chairman of the National Assembly, and also the first high-level visit of a senior Vietnamese leader right after Russia successfully held the presidential election and completed the Government; right after President Vladimir Putin's visit to Vietnam in June 2024.

The visit aims to deepen and further substantiate the relationship between the National Assembly of Vietnam and the National Assembly of the Russian Federation; affirm that cooperation between the legislative bodies of the two countries is an important cooperation channel in the overall comprehensive strategic partnership between Vietnam and the Russian Federation, especially the role of the Friendship Parliamentarians' Group of the two countries, the mechanism of the Inter-Parliamentary Cooperation Committee between the National Assembly of Vietnam and the State Duma, the Federal Assembly of the Russian Federation; enhance cooperation and exchange between the specialized committees of the National Assembly of Vietnam and the corresponding agencies of the Federation Council, the Federal Assembly of the Russian Federation and the State Duma, the Federal Assembly of the Russian Federation.
This is also an opportunity for the leaders and people of the two countries to honor past achievements in cooperation, and continue to strive to accompany and connect for mutual development in the future, bringing the traditional friendship and comprehensive strategic partnership between Vietnam and the Russian Federation to increasingly develop and reap more results.
