There's a saying: admire the economy, but respect the culture. In the current stage of development, many localities have effectively exploited cultural values, using culture as a "foundation" and a conduit for economic development and expanding diplomatic relations.
Recognizing the importance of culture, from its very beginnings, in the Party's first Political Platform of 1930, the Party addressed the issue of cultural and human development. The documents of the 13th National Congress of the Party comprehensively assessed the results of previous terms and lessons learned, noting that the development of Vietnamese culture and people is a particularly important aspect of national development in the new era. The Party's viewpoint is that cultural development must be placed on par with economics, politics, and society; investing in culture and people is investing in rapid and sustainable development. Many experts also affirm that to develop the economy, it is essential to first promote cultural development.
In recent years, Thanh Hoa has emerged not only as a bright spot in economic development, but also as a place known for its cultural values, cultural works, and large-scale, influential movements to build a cultured way of life, as well as the friendly and courageous people of Thanh Hoa. The 18th Thanh Hoa Provincial Party Congress, for the 2015-2020 term, identified the task: "Developing culture and building a positive image of Thanh Hoa's land and people in the hearts of domestic and international friends"; the Resolution of the 19th Provincial Party Congress also set the requirement: "Strongly developing culture and sports, creating a foundation for Thanh Hoa to become one of the major centers of culture and sports in the region and the country."
To date, the work of building and developing culture and people in Thanh Hoa has generally seen many efforts, but it is still not commensurate with the province's potential, expectations, and requirements. Cultural and human development lacks a comprehensive and long-term strategic direction; the strength of the community in building and developing culture has not been effectively exploited and promoted as a commitment and determination of the entire political system and the whole population. This task continues to present even greater demands in the current development stage.
To overcome existing shortcomings and limitations, and to inherit and promote the fine cultural values and historical and revolutionary traditions of the homeland, selectively absorbing the cultural essence of the nation and humanity; to comprehensively build and develop culture and people, becoming an intrinsic driving force and strength to promote Thanh Hoa's rapid and sustainable development, on July 4, 2024, the Provincial Party Committee issued Resolution No. 17-NQ/TU on continuing to build and develop Thanh Hoa's culture and people in the new era.
Continuing the cultural tradition, the task of promoting the cultural values and human resources of Thanh Hoa in the new development phase has begun. Based on the tasks outlined in the resolution, all sectors, localities, and units must fully understand the key viewpoints, objectives, tasks, and main solutions, and develop specific plans to implement each objective and task. Adequate resources must be allocated to culture, including increasing investment and support from the State budget, as well as encouraging the active participation of the people, so that culture truly becomes a driving force for Thanh Hoa's development.
