On the afternoon of February 10, comrades Dang Xuan Phong, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Tran Duy Dong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee worked with the Department of Health on the implementation of functions and tasks of the health sector in the past time and the key directions and tasks in the coming time.
Also attending were comrade Ha Quang Tien, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council; comrades of the Provincial Party Executive Committee; leaders of a number of provincial departments, branches and sectors.

Implementing the Resolution of the 17th Provincial Party Congress and Resolution No. 11 of the 17th Provincial Party Executive Committee, the provincial health sector has achieved important achievements in medical examination, treatment and epidemic prevention.
The sector has completed 3/3 targets assigned in the Resolution of the 17th Provincial Party Congress; the indicators assessing the results of implementing health work are higher than the average of the whole country and the Red River Delta region.
The implementation results of the technical list rate by route by the end of 2024 of the provincial and district routes reached more than 73% and nearly 43%, respectively.

From 2021 to present, the provincial health sector has completed infrastructure investment in key projects; increased investment in medical equipment, especially equipment in some specialized and modern fields; sent about 250 staff for postgraduate training in the fields of medicine and pharmacy; increased signing of cooperation agreements, sent staff for training at leading hospitals at the central level to receive technical transfer, especially in the fields of resuscitation, cardiovascular intervention, obstetrics, pediatrics...
Preventive health activities and target programs are effectively implemented at health stations. Currently, more than 97% of people have their health examined and managed; 5 health units have implemented electronic medical records.

In addition to the achieved results, public health care still faces some difficulties: The shortage of medical personnel has not been completely resolved; State budget investment for the health sector is still low; some medical units were built many years ago when the population was still small, so they are often overloaded, making it difficult to receive and treat patients and make payments; medical equipment at some medical facilities has degraded and is still lacking; the quality of medical wastewater treatment is not high; information technology infrastructure is still weak...
At the conference, delegates focused on discussing, proposing and contributing ideas for the development of the provincial health sector in the coming time such as investing in infrastructure and equipment for health units; policies to attract and retain good doctors; mechanisms for recruiting civil servants at self-sufficient public service units under the health sector to promptly supplement the number of medical staff and workers.
Develop plans for locations and land funds to expand the planning of the Provincial General Hospital and Phuc Yen Regional General Hospital; build new medical units; mobilize social resources to achieve a number of goals...

Concluding the conference, Provincial Party Secretary Dang Xuan Phong affirmed that healthcare is a field that the province pays special attention to and is also the first sector that the Provincial Party Standing Committee works on after being reorganized to assess the current situation and discuss solutions to improve healthcare quality and ensure social security in the province.
Recognizing and appreciating the achievements of the provincial health sector in recent times, making important contributions to the cause of protecting and caring for people's health and the socio-economic development of the province, the Provincial Party Secretary requested that in the new period, health targets should strive to be higher in the following period than in the previous period, moving towards building Vinh Phuc's health sector in the top 10 of the country in all health indicators.
To achieve the above goal, it is necessary to continue to vigorously implement Resolution No. 11 of the Provincial Party Committee, review with specific programs and plans of the Provincial Party Committee Standing Committee, People's Council, Provincial People's Committee and departments; prioritize investment in the health sector.

The Provincial Party Secretary requested that in the coming time, the provincial health sector should focus on socializing healthcare, attracting investment in high-quality, international-standard healthcare; developing the “silver hair” economic model - nursing hospitals for the elderly; and strengthening professional cooperation with central-level hospitals.
Provincial Party Secretary Dang Xuan Phong assigned the Provincial People's Committee to review and direct the synchronization of the healthcare system from the province to the grassroots level; ensuring that healthcare facilities have access to essential conditions of transportation, electricity, and water.
At the same time, promote digital transformation in healthcare; review and research appropriate remuneration policies and regimes to advise the province on stable and long-term policies to retain doctors and medical staff, attract and promote highly qualified and skilled human resources; arrange and streamline the organization and apparatus to ensure effective and efficient operations.
The Department of Planning and Investment and the Department of Finance coordinate with the Department of Health to resolve difficulties in bidding for the purchase of medical machinery and equipment to serve the work of protecting and taking care of people's health.
