Mr. Nguyen Quoc Anh - Vice Principal of Ho Chi Minh City University of Technology, said that Mr. Hai worked as a guest lecturer at the school for 6 years, from 2016 to 2022. Here, Mr. Hai was assigned to teach some basic IT subjects, with a small teaching load.
According to Mr. Quoc Anh, when Mr. Hai applied for a guest lecturer position at the school, he declared his master's degree. The school examined Mr. Hai's profile with a notarized copy, but could not determine whether the degree was forged or not. According to the school's regulations, lecturers must teach demonstration lectures and meet the requirements of the teaching regulations.
Mr. Nguyen Truong Hai has worked in a number of businesses, so his teaching is considered normal by students. The school signs a guest lecturer contract with Mr. Hai for each semester and school year. When teaching, Mr. Hai participates in grading some student projects, but this grading has a committee with many other members.
Mr. Quoc Anh said that when Mr. Hai got his doctorate, he asked to leave the school to teach. When asked if the quality of the students studying with Mr. Hai was guaranteed, Mr. Quoc Anh said that the school's teaching materials and curriculum were all according to standards.
In recent days, public opinion has been stirred up by the fact that Mr. Nguyen Truong Hai used a fake doctorate to become a guest lecturer at many universities, and even almost became the dean of the Industrial and Commercial College. When the Industrial and Commercial College verified Mr. Hai's degree for appointment, his use of a fake doctorate was exposed.
Grasping the trend of a hot industry lacking lecturers, Mr. Hai's fake doctorate is in Computer Science, University of Science, Ho Chi Minh City National University. The year of the degree was granted is 2022. Computer Science is a very hot industry and is in great need of highly qualified human resources today. But in fact, the University of Science, Ho Chi Minh City National University did not grant this degree to Mr. Hai. Mr. Hai is also not a graduate student of this school.
Surprisingly, not only did he “almost” become a dean, Mr. Hai has also been a guest lecturer at many universities, including both famous public and private schools. According to Saigon University, Mr. Nguyen Truong Hai taught 4 subjects in the first semester of the 2021-2022 school year (September 2021 to January 2022).
On August 8, 2021, the school officially signed the 2021-2022 Visiting Lecturer Plan for the Information Technology Department, which did not include Mr. Nguyen Truong Hai. However, the visiting lecturer (subjects: Object-Oriented Programming, Software Development according to the Layered Model, Software Project Management, Web and Application Programming) could not arrange to teach the above subjects, so the leaders of the Information Technology Department contacted and invited another visiting lecturer to replace him.
On August 12 and August 15, the Information Technology Department reported to the Training Department about assigning Mr. Nguyen Truong Hai (Master's degree) to teach those subjects. At this time, the epidemic was complicated, the city was applying social distancing measures, so activities were switched to online, working from home, the Personnel Department did not verify Mr. Nguyen Truong Hai's profile with the degree-granting unit.
Saigon University also said that due to the difficult time inviting guest lecturers, the Faculty of Information Technology has not followed the school's regulations: "The head of the unit inviting guest lecturers is responsible for inviting guest lecturers from public schools, lecturers with high degrees: master's degree for lecturers from public schools; doctorate or higher for lecturers from non-public schools".
On the other hand, Saigon University applies online teaching and learning for the first semester of the 2021-2022 school year and organizes the final exam for the first semester online. For the 4 subjects that Mr. Nguyen Truong Hai teaches, he participates in grading the final exam with a full-time lecturer of the school; the remaining 3 subjects are graded by 2 full-time lecturers of the school. In addition, Mr. Nguyen Truong Hai does not participate in guiding and does not participate in the graduation thesis evaluation council for the school's students.
Saigon University affirms that the students' final exams are still stored, ensuring that they meet the requirements of the final exam as prescribed. Mr. Nguyen Truong Hai did not participate in teaching in the second semester of the 2021-2022 school year at Saigon University. In the first semester of the 2022-2023 school year (the epidemic situation is temporarily stable), the approval of the 2022-2023 school year plan will return to normal. In the teaching preparation steps of the Faculty of Information Technology submitted to the Board of Directors for approval, Mr. Nguyen Truong Hai was invited to participate in teaching 1 subject in the first semester (September 2022 to January 2023) with the updated qualification of doctorate.
During the teaching process, the Organization Department requested to add a copy of the degree, Mr. Nguyen Truong Hai did not send a copy of his doctoral degree and sent a request to stop teaching with the reason of "being busy with personal matters". Regarding the 2023 Enrollment Project, because Information Technology is a special field, it is listed as a guest lecturer, the project implementation department made a mistake by not removing Mr. Nguyen Truong Hai's name from the project.
