On the afternoon of October 18, in Bac Kan, the first session of the 4th Congress of Ethnic Minorities of Bac Kan province in 2024 took place with the participation of leaders of the Provincial Party Committee, Bac Kan Provincial People's Committee, representatives of departments, branches and 250 delegates attending the Congress.

At the first session, the Congress listened to reports on the situation of delegates attending the Congress; unanimously approved the Congress regulations; thoroughly grasped the purpose and requirements and elected the Presidium and Secretary of the Congress.
Accordingly, the total number of official delegates attending the 4th Congress of Ethnic Minorities in Bac Kan Province in 2024 is 250 delegates, including 39 ex-officio delegates and 211 elected delegates. The oldest delegate is Mr. Ban Phuc Van (born in 1949, Dao ethnic group) - a prestigious person in Khuoi Pai group, Huyen Tung ward, Bac Kan city; the youngest delegate is Ngo Van Thuan (born in 2009, Mong ethnic group, student of Ba Be district boarding school for ethnic minorities).

Mr. Trieu Duc Van, Director of the Department of Agriculture and Rural Development of Bac Kan province, gave a speech on the work of advising on the effective implementation of production development models in ethnic minority areas. Ms. Ma Thi Man - Standing Deputy Secretary of Pac Nam District Party Committee, Bac Kan Province, in the discussion, said that the delegation of Pac Nam district agreed and highly agreed with the draft political report at the Congress. Besides the achieved results, Ms. Man pointed out some limitations and shortcomings.
According to Ms. Man, after 5 years of implementing the resolution of the 3rd Congress, the situation of ethnic minorities and mountainous areas has changed positively. The goals set at the 3rd Provincial Congress and the Pac Nam District Congress have been basically completed.

"Ethnic work and ethnic policies are always seriously implemented by Party committees and authorities at all levels. In particular, for Pac Nam district, 98.1% of ethnic minorities have fully benefited from the national target programs for the period 2021-2025. Investment support resources have really contributed greatly to socio-economic development, contributing to changing the face of the countryside.
Typical of which is the infrastructure, especially the transport infrastructure, which has been invested in, creating an important premise and driving force for economic development. Culture - society, good traditional cultural values are cared for, invested in, preserved and developed.
The work of building the Party and the political system in the ethnic minority areas has received attention. The number of ethnic minority party members has increased, many party members and prestigious people in the ethnic minority have important roles and contributions in the locality. The ethnic minorities in Pac Nam district in particular and Bac Kan province in general have absolute trust in the leadership of the local Party Committee and government, and unite to develop together" - Ms. Man commented.

However, according to the Standing Deputy Secretary of Pac Nam District Party Committee, there are still some limitations in the ethnic minority area: The rate of poor and near-poor households among ethnic minorities is still high; challenges in preserving traditional culture (there are policies to encourage the preservation and promotion of traditional cultural values); issues of national security, religious security... need to be addressed by all levels, sectors and the political system.
"Through studying the draft political report of the Congress, the delegation of Pac Nam district highly agrees with the directions and goals for the period 2024 - 2029, and at the same time sends the trust of the ethnic people of Pac Nam district to the Congress" - the Standing Deputy Secretary of Pac Nam district expressed.
