After many years of waiting, 70-year-old Nguyen Thi Ngoc Lien in Binh Tinh quarter, Binh Phu town, Cai Lay district has a home of her own. The corners of her aged eyes, marked by time, could not hide the tears of joy.

She was moved: “My family is in difficult circumstances, the income from working for hire is just enough to get by, so my house is very dilapidated. Many times I wished for a new house, but everything just stopped at wishing. With grey hair and old age, I always thought I would not have a cozy house. Now that the local authorities have supported a house, I am so happy I can't sleep.”

Sharing the joy is the family of Mr. Nguyen Van Hai, also residing in Binh Tinh quarter, Binh Phu town, who also received 60 million VND in support to build a new, spacious and solid house. Mr. Hai excitedly said: “I work as a porter for rice warehouses, my wife sells lottery tickets. Before, my house was very damp because we lived near the river, and it was often flooded.

Previously, I never dared to dream of a solid house, because my children were at the age of eating and studying. Now, in addition to sheltering from the rain and sun, the house also shows the care of the Party Committee and authorities at all levels, and the precious affection and sharing of my relatives and neighbors for me. I don't know what else to say, other than thanking the government for helping me have a new house, I will try to work hard and take care of my children's education."

As for Ms. Do Thi Nhung, Quarter 3, Ward 5, Cai Lay Town, the new house that is gradually being completed is a place of refuge, helping her and her daughter to have less difficult days. Ms. Nhung is a near-poor household, in poor health, living with her daughter and having difficulty with housing. With support to build a new house under the program to eliminate temporary and dilapidated houses, after nearly 1 month of construction, her house is almost completed, ensuring quality and meeting the required criteria.

Mrs. Nhung emotionally shared: “My son and I have lived in a dilapidated house for many years. I am chronically ill, and our medicine and daily activities depend on my son’s work. Now, thanks to the local government, we have a new house. This is truly a great joy.”

GUARANTEED COMPLETION BEFORE 4-30-2025

According to statistics in phase 1, Cai Lay district has 88 households eligible for housing support, with 61 newly built houses and 27 repaired houses. Of these, 19 are households of people with meritorious services to the revolution and relatives of martyrs; 69 are poor and near-poor households.

As of March 26, 44/88 houses have been completed, reaching a rate of 50%; the remaining 44 houses have started construction and are accelerating the completion progress, handing over before April 30, 2025. Many families have saved up to contribute more money and labor days to make the house more solid, ensuring living conditions.

In addition, in order not to miss any subjects, Cai Lay district has reviewed and made a list of 11 additional households that need to build or repair houses in the Program to eliminate temporary and dilapidated houses (phase 2), requesting approval of funding for implementation. In addition to the budget, communes and towns also continue to review households with temporary houses in the area to coordinate and mobilize support resources from organizations and individuals.

For Cai Lay town, through reviewing and evaluating the current status of temporary and dilapidated houses in communes and wards to select new construction and repair to ensure compliance with the plan. Cai Lay town has started construction and repair of 36/36 houses, of which 16 are for people with meritorious services and relatives of martyrs; 20 houses for poor and near-poor households. Currently, 12 houses have been completed and the remaining houses will be handed over before April 25, 2025.

Vice Chairman of Cai Lay Town People's Committee Vo Thi Bup said: "In addition, to ensure that no subjects are missed, the town continues to review according to Decision 55 of the Ministry of Construction ; thereby, there are 3 households that meet the criteria and housing conditions (1 new house, 2 repaired houses), the town has asked for opinions and received additional construction funding from the provincial leaders immediately. The town and communes and wards continue to urgently review seriously, substantially, and correctly to support the construction and repair of houses.

For households that do not meet the conditions and have difficulties with land, the town will continue to coordinate with the relevant sectors to find solutions as well as continue to mobilize social resources to build houses for poor households, near-poor households, and households with housing difficulties.

Directly inspecting the progress of house construction in Cai Lay district and Cai Lay town, at the families' homes, comrade Nguyen Thanh Dieu visited and encouraged the families to actively develop their economy and improve their lives after having stable housing.

The Vice Chairman of the Provincial People's Committee highly appreciated the efforts and flexibility of localities in implementing the work of eliminating temporary and dilapidated houses. At the same time, he emphasized that the Program to eliminate temporary and dilapidated houses is a particularly important task with profound humanity.

In the coming time, localities will continue to promote the achieved results, focus on implementing the program to ensure progress according to plan. In particular, promote the role of mass organizations and the Armed Forces in supporting working days for families, especially single-parent households and those with poor health; contributing to speeding up the overall progress. In addition, it is necessary to regularly check and urge the implementation progress of localities and the works of each household; continue to review and immediately supplement households that are eligible for construction so as not to miss out...
