Tien Giang completes new rural construction in 2024

100% of communes meet NTM standards, 68 advanced communes, 14 model communes

Speaking with the Government Electronic Newspaper, Mr. Nguyen Thanh Lam, Deputy Chief of Office of the Steering Committee for New Rural Development in Tien Giang province, said: The Steering Committee has just held a meeting to discuss and vote on the proposal to consider and recognize Tien Giang province as completing the task of building new rural areas (NTM) in 2024, organized by the People's Committee of Tien Giang province.

Accordingly, the major goal of the Program is to build Tien Giang rural areas to develop comprehensively, with a synchronous and modern socio-economic infrastructure, a reasonable economic structure and production organization, a safe and healthy living environment, rich in national cultural identity; the level and material and spiritual life of rural people are increasingly improved, gradually narrowing the gap between rural and urban areas in terms of both distance and living standards; social security and order in rural areas are maintained; the Party organization and political system at the grassroots level are clean and strong.

Building new rural areas in the direction of continuing to comprehensively improve the quality of criteria; building advanced and exemplary new rural areas.

At the meeting, 100% of the delegates voted unanimously to submit to the Central Committee for recognition of Tien Giang province for completing the task of building new rural areas in 2024.

According to the report of Tien Giang province, after 5 years of building new rural areas, the whole province of Tien Giang has 135/135 communes meeting new rural standards, of which 68 communes meet advanced new rural standards and 14 communes meet model new rural standards. 100% of district-level units (8 districts, 3 towns/cities) have completed the task of building new rural areas. Infrastructure has been invested synchronously, with 100% of communes having asphalted or concreted roads to the center; the rate of hardening of commune and hamlet roads has reached over 85%. Regarding the environment, the rate of collection of rural household waste has reached over 90%; 100% of communes have bright-green-clean-beautiful landscapes and environments.

In particular, cultural and sports institutions to improve the spiritual life of the people are of interest. The province has built 135 commune-level cultural and sports centers and 397 hamlet cultural houses. Over 25% of the population participates in regular physical exercise and sports, each commune maintains at least 5 sports clubs with regular activities.

Total capital mobilized for new rural construction in the 2010-2024 period reached over 58,000 billion VND, of which people and businesses contributed more than 15,000 billion VND.

Define the responsibilities and roles of the leader

The above results have received high consensus from the people. According to a survey by the Vietnam Fatherland Front Committee of Tien Giang province, 99.995% of people are satisfied with the results of building new rural areas in Tien Giang province.

Regarding lessons learned in building new rural areas, Tien Giang province believes that to build new rural areas successfully, the key factor is to enhance the leadership role of the Party, the decisive management of the State, and the participation of the entire political system together with the entire people. In particular, there must be regular, close, and decisive leadership and direction from Party committees and authorities at all levels, and the active participation and close coordination of departments, branches, and unions.

In particular, the heads of Party committees, authorities and organizations play a very important role; identifying the people as the main subject throughout the process; dividing specific tasks, which tasks the people do, which tasks the State supports. At the same time, having specific, clear support mechanisms and policies, detailed instructions, easy to understand and easy to do are the decisive factors in the success of the implementation of the National Target Program on New Rural Construction in the province.

Planning must be done in advance, based on the consensus of all levels of government and the high consensus of the people. The new rural planning is approved, publicized, managed and implemented. Periodically reviewed and adjusted accordingly.

In directing and organizing implementation, it is necessary to identify the focus and key points in each sector and locality to create motivation, set out appropriate goals, tasks and solutions, have an implementation roadmap and have clear assignment and decentralization between relevant sectors and localities, avoid overlapping and missing work, promptly detect difficulties and problems to propose effective solutions to overcome them.

Rely on internal strength, eliminate the mindset of waiting and relying on others

One of the criteria promoted by Tien Giang province is to focus on propaganda to change the awareness of cadres and people; clarify the viewpoint of "relying mainly on internal resources, the State plays a guiding and supporting role". From there, gradually eliminate the mindset of waiting, relying, and being passive in implementation, promoting good experiences and good examples in building new rural areas for replication.

At the same time, maximizing grassroots democracy regulations, publicizing and making transparent investment sources create high trust to promote the role of the community as the subject, especially mobilizing resources from the people, making people understand, trust, and respond by participating in discussions, giving advice, contributing labor and money, and proactively performing their tasks are decisive factors for the success of the Program.

In particular, priority is given to the implementation of breakthrough projects and works such as: Transportation, irrigation, electricity, clean water, models to support production development, environment... These are clear, outstanding and truly effective works and models in the process of building new rural areas.

Spreading enthusiasm and dedication among all levels of the apparatus; regularly updating all regulations and instructions of the Central and local levels. Regularly doing a good job of inspection, supervision, urging and reminding at the grassroots level to detect difficulties and obstacles, and proposing timely solutions.

Building a new rural area is essentially building content to carry out the industrialization and modernization of agriculture and rural areas. Therefore, it is necessary to link building a new rural area with restructuring agriculture and implementing the local socio-economic development plan.

In the 2026-2030 period, Tien Giang province ensures implementation in accordance with the orientation and objectives of the Program issued by the Central Government and assigns targets to localities in the 2026-2030 period.

Specifically, by 2025, strive to maintain and improve the NTM criteria (including NTM communes, advanced NTM communes, and model NTM communes); have 7 more communes meeting the standards of advanced NTM communes and 7 communes meeting the standards of model NTM communes; average income per capita in rural areas reaches from 85 to 85.5 million VND/person/year; the rate of multidimensional poverty according to NTM criteria is below 0.74%; the rate of people participating in health insurance reaches 95% or more; the rate of people using clean water and hygienic water reaches 100%; the rate of waste collection and treatment in rural areas reaches 90% or more.
