Latest progress of Ring Road 4 project in the Capital Region

The Hanoi Traffic Construction Investment Project Management Board has just reported on the implementation of the Ring Road 4 Construction Investment Project of the Capital Region.

The document signed by Mr. Ngo Ngoc Van - Director of the Project Management Board stated: By the end of October 2024, Hanoi had approved and recovered 98.15% of the area, completed all 13 resettlement areas and arranged resettlement for 337/818 households.

The Ring Road 4 project, when completed, will promote socio-economic development and increase connectivity between Hanoi and Hung Yen and Bac Ninh provinces.

Although there are still many interruptions and delays along the route (19 sections with a length of about 4.38km have not been handed over the site), the Investor affirmed that it will coordinate with the locality to strive to complete the site clearance work and hand over the entire site in Hanoi in 2024, and complete the relocation of underground and above-ground technical infrastructure items in the fourth quarter of 2024.

Regarding the progress of Component Project 2.1 (parallel road construction), according to Mr. Ngo Ngoc Van - Director of the Project Management Board, after 15 months from the commencement date, 4 construction packages have been simultaneously implemented by contractors on the handed over area with 32 construction points (23 road points, 9 bridge points).

The contractor is currently treating the weak ground, the bridge and constructing the semi-hollow asphalt concrete pavement. The output to date has reached about 36.86%. The project is expected to be completed in the fourth quarter of 2025.

For Component Project 3 (highway construction), the Project Management Board is coordinating to stamp the appraisal and issue it with the bidding documents to select investors, expected to start construction in the second quarter of 2025.

In case no investor responds, the Project Management Board will propose that the City report to the Prime Minister to submit to the National Assembly for permission to adjust the Project investment policy from public-private partnership to public investment.

Regarding the site clearance work through Hanoi, according to the Investor, in order to complete the parallel road project in 2025, the site clearance work must be completed by the localities in 2024. Therefore, priority should be given to handing over items critical to the project's progress such as high-voltage pole foundations and weak soil treatment.

Regarding land acquisition, currently, the remaining land volume is mainly residential land in 5 districts: Ha Dong, Me Linh, Dan Phuong, Hoai Duc, Thanh Oai facing difficulties due to problems in applying the Land Law dated January 18, 2024 and current regulations. Along with that are difficulties related to determining the origin of the land, the large difference between the starting and ending prices...

Therefore, the Project Management Board requests the Department of Natural Resources and Environment to continue to preside over and study compensation, support and resettlement policies, advise the City People's Committee to report to competent authorities to guide localities to properly implement regulations, ensuring consistency throughout the Project.

Regarding the progress of the Ring Road 4 project through Hung Yen province, the locality has reclaimed land and handed over 95.1% of the site, and relocated 99.3% of graves. Hung Yen has also completed 7/11 resettlement areas, striving to complete the remaining 4 resettlement areas, and hand over resettlement land to households before November 20, 2024.

Component project 2.2, has organized 8 construction teams. Construction output is about 21.57% of contract value and 95% of approved progress.

In Bac Ninh, the site clearance work has reached 97.28%, and the grave relocation work has been basically completed. However, the locality has only completed 2/11 resettlement areas, striving to basically complete and organize resettlement for affected households in the first quarter of 2025.

Component project 2.3, arranged 22 construction sites. Construction output of 3 packages reached about 9% of the planned value.
