Having suffered from heart valve stenosis since childhood, the journey of treatment for Vu Viet Bach (10A5 student, Gia Vien B High School) and his family was extremely difficult. During that journey, Bach's family had the companionship and encouragement of teachers, friends, neighbors and the health insurance policy.
Vu Viet Bach said: Last year, I had just undergone surgery with a cost of more than 65 million VND. This cost was quickly and conveniently paid by health insurance after my family was guided to complete the procedures and paperwork. With the support of the health insurance policy, we students can go to school with peace of mind when the State cares about our health.
At Gia Vien B High School, in the 2023-2024 school year, 15 students were covered by health insurance when they got sick and had to be treated in the hospital. The settlement process from the school to the district social insurance agency was very quick, creating favorable conditions for the families of students participating in health insurance when paying hospital fees and supporting the families of students with a significant amount of expenses when they unfortunately got sick or had to go to the hospital.
According to teacher Pham Quoc Khanh, Vice Principal of Gia Vien B High School: In the past school years, at the beginning of the school year, the school has always seriously implemented the directives of all levels on health insurance policy.
At the beginning of the 2024-2025 school year, implementing the Joint Document No. 1212 between the Education and Training sector and the Ninh Binh Social Insurance sector on the implementation of health insurance for students and trainees, the school promptly disseminated to cadres, teachers, staff and students the significance of participating in health insurance.
In the parent meeting at the beginning of the school year, the school also widely disseminated and analyzed for parents to understand the meaning and effects of participating in health insurance. At the same time, it reviewed the subjects of students exempted from participating in health insurance such as: students whose parents are soldiers, police officers, poor households, near-poor households, etc.
Along with the implementation of student health insurance, the school has also paid attention to student health care in recent school years. The school has coordinated with Gia Vien District Health Center and Gia Lap Commune Health Station to organize health check-ups and establish health records to effectively manage student health.
The school's health department has also been invested in, supplemented with equipment, purchased, supplemented with essential medicines, and sent school health staff to attend training courses... Therefore, first aid, examination, and medication when students are sick or have accidents have been well performed by the school's health department, meeting the requirements of caring for and protecting the health of students when they come to school.
According to the provisions of the current Law on Health Insurance and its implementing guidelines, students studying at educational institutions in the national education system are a group required to participate in health insurance.
On the eve of the new school year, the provincial Social Insurance cooperates with the Department of Education and Training and related units to implement health insurance to ensure the rights and health of students.
Strengthen propaganda and mobilization so that students and parents clearly understand their rights and responsibilities when participating in health insurance. At the same time, monitor and check the implementation progress, remove difficulties and obstacles in the implementation process.
Directing schools to include the rate of health insurance participation as one of the criteria for reviewing and evaluating annual emulation; this has brought positive results, the number of students participating in health insurance every year is always high, reaching 99.9% in the 2023-2024 school year.
The rights of students participating in health insurance are guaranteed. Medical examination and treatment facilities at all levels continue to improve the quality of medical examination and treatment, ensuring full rights and creating all favorable conditions for students. Health insurance payment is carried out promptly and conveniently.
In the 2023-2024 school year, the whole province had 73,016 students and 2,151 university students going for medical examination and treatment, and the Social Insurance paid more than 38.5 billion VND for medical examination and treatment costs.
From the beginning of the year to the end of August 2024, the whole province had 46,598 students and 1,515 university students going for medical examination and treatment, and the Social Insurance paid more than 26.3 billion VND for medical examination and treatment costs.
Comrade Pham Ngoc Son, Deputy Director of the Provincial Social Insurance, said: In order to strive for 100% of students to participate in health insurance in the 2024-2025 school year, the Provincial Social Insurance agency reports to the Provincial People's Committee and proactively coordinates with departments and branches in the province to direct the implementation of health insurance for students under its management right from the beginning of the school year, clearly identifying the important role and responsibility of schools in organizing the implementation of health insurance.
In addition, it is necessary to carry out school health care well, effectively and properly use the funds allocated for school health care to provide primary health care for students.
The Social Insurance sector also coordinates with the Department of Health to direct medical examination and treatment facilities to promote the application of IT to meet the needs of medical examination and treatment for health insurance participants.
Ensure the supply of medicines, medical equipment, and technical services within the scope of payment of the health insurance fund in accordance with the rights of participants and within the scope of expertise of the medical examination and treatment facility.
At the beginning of the school year, along with strengthening the propaganda of health insurance policies in appropriate forms so that parents and students can understand and participate, the Social Insurance sector also organizes guidance for schools on procedures, documents, contribution levels, collection, payment and issuance of health insurance cards, etc.
