On September 27, 2024, the Ministry of Industry and Trade issued Document No. 7594/BCT-PC to the Ministry of Justice regarding the implementation results of Resolution No. 101/2023/QH15 and Resolution No. 110/2023/QH15 on reviewing and handling the results of reviewing the system of legal documents.

Minister of Industry and Trade chairs meeting on draft Electricity Law (amended)

This is to implement Resolution No. 93/NQ-CP dated June 18, 2024 of the Government on key tasks and solutions to promote growth, control inflation and stabilize the macro-economy, at Point b, Clause 1, Section III, which assigns ministries and agencies to urgently "handle according to their authority the difficulties and inadequacies in the legal regulations pointed out in the Government's Reports on reviewing the system of legal documents implementing Resolution No. 101/2023/QH15 and Resolution No. 110/2023/QH15 of the 15th National Assembly...

In particular, regarding the Electricity Law, the document clearly states that the Ministry of Industry and Trade has reviewed the shortcomings and difficulties and summarized the implementation practices of the 2004 Electricity Law (amended and supplemented in 2012, 2018, 2022) and has proposed to develop the Electricity Law (amended).

The proposal to develop the Electricity Law (amended) has been approved by the Government and included by the National Assembly in the 2025 Law and Ordinance Development Program, adjusting the 2024 Law and Ordinance Development Program according to Resolution No. 129/2024/QH15 dated June 8, 2024 of the 15th National Assembly.

On June 26, 2024, the Prime Minister issued Decision No. 568/QD-TTg on the assignment of the drafting agency, the deadline for submitting draft laws and ordinances adjusted in the 2024 Law and Ordinance Development Program and draft laws under the 2025 Law and Ordinance Development Program, in which the Prime Minister assigned the Ministry of Industry and Trade to submit the draft Electricity Law (amended) in July 2024 and submit it to the National Assembly Standing Committee in August 2024.

Regarding the Law on Management and Use of Weapons, Industrial Explosives and Supporting Tools 2017, the Ministry of Industry and Trade stated that after the Law on Management and Use of Weapons, Industrial Explosives and Supporting Tools No. 42/2024/QH15 was passed by the 15th National Assembly at the 7th session on June 29, 2024, on July 25, 2024, the Minister of Industry and Trade issued Decision No. 1959/QD-BCT on adjusting and supplementing the Program for developing legal documents in 2014, adding a plan to develop a Decree detailing a number of articles of the Law on Management and Use of Weapons, Industrial Explosives and Supporting Tools (amended) on industrial explosives and explosive precursors, expected to be submitted to the Government for promulgation in November 2024.

Regarding Decree No. 15/2018/ND-CP detailing a number of articles of the Law on Food Safety, in response to the opinion that there are currently no national technical standards or regulations for products/groups of goods under the state management authority of the Ministry of Industry and Trade as prescribed in Clause 1, Article 39 of Decree No. 15/2018/ND-CP detailing the implementation of a number of articles of the Law on Food Safety. Therefore, it is recommended to soon promulgate national technical standards and regulations for products/groups of goods under the management authority of the Ministry of Industry and Trade.

The Ministry of Industry and Trade said that while the Ministry of Industry and Trade has not yet issued replacement national technical regulations, state management agencies, manufacturing and trading enterprises, organizations and individuals will still base on the national technical regulations issued by the Ministry of Health to implement the content of self-declaration of products, serving the inspection, examination and state management work. The Ministry of Industry and Trade has issued a roadmap for implementation until 2025 according to Decision No. 3263/QD-BCT dated September 7, 2018...
