According to the Ministry of Culture, Sports and Tourism, in 2024, the Ministry focused on reviewing, promoting the amendment, supplementation, and completion of specialized legal policies with 20 legal documents, contributing to removing "bottlenecks" and "knots" to initially create development space.

In 2024, continuing the recovery process, promoting tourism development chaired by the Ministry, in coordination with ministries, branches and localities, seriously and actively implemented, on the basis of closely following Resolution No. 08-NQ/TW of the Politburo on developing tourism into a spearhead economic sector, the 2017 Tourism Law, the Government's Resolutions and the Prime Minister's direction on tourism development with the motto "Unique products - Professional services - Convenient and simple procedures - Competitive prices - Clean and beautiful environment - Safe, civilized and friendly destinations. In 2024, international tourists to Vietnam are estimated to reach 17.5 million, an increase of 38.9% over the same period in 2023; Domestic visitors are estimated at 110 million, up 1.6% over the same period in 2023. The Prime Minister pointed out that more than 80 years ago, the Outline on Vietnamese Culture identified the particularly important, general, and profound role of culture with three principles: "national", "mass", and "scientific". The late General Secretary Nguyen Phu Trong emphasized: "Culture is the soul of the nation", "If culture exists, the nation exists, if culture is lost, the nation is lost". We are also promoting three strategic breakthroughs, including developing infrastructure for culture; actively developing digital government, digital society, digital citizens; a streamlined apparatus, operating effectively and efficiently, associated with restructuring the team of cadres, civil servants and public employees; increasingly improving material and spiritual life; active, effective and vibrant foreign affairs activities, enhancing the position, role, prestige, enhancing the economic potential of the country, turning it into concrete material and spiritual things. This is an impressive achievement in the current difficult world economic conditions, declining aggregate demand, and lower growth than last year.

The Prime Minister affirmed that these achievements were thanks to the leadership of the Party, the leadership of the State, and the pioneering work of the industry. Regarding the direction and tasks for 2025 and the coming time, the Prime Minister stated that 2025 is a year of special importance, with many important events for the country, the 95th anniversary of the founding of the Party, the 50th anniversary of the liberation of the South, the reunification of the country, the 135th anniversary of President Ho Chi Minh's birthday, the 80th anniversary of the founding of the country...; we must also review the goals and tasks, and at the same time, we must streamline and streamline the organizational apparatus; 2025 is also the year to hold Party Congresses at all levels, towards the success of the 14th National Party Congress, opening a new era, an era of striving, strong development, and prosperity for the nation.
Emphasizing that the goals and tasks set are very high and very heavy, the Prime Minister requested that the growth target for 2025 must be higher (more than 8%) than the target assigned by the Party Central Committee and the National Assembly, thereby creating momentum, strength and position for the upcoming term to achieve double-digit growth, then the two 100-year goals (2030, the 100th anniversary of the Party's founding; 2045, the 100th anniversary of the country's founding) can be achieved with the spirit of "The Party has directed, the Government has agreed, the National Assembly agrees, the people support, the Fatherland expects, then only discuss and do, not discuss backtracking".
Regarding tasks and solutions, the Prime Minister emphasized that the sector must perfect its institutions because institutions are also the "bottleneck of bottlenecks" and at the same time the "breakthrough of breakthroughs", a resource for development. The industry must be proactive and creative in proposing mechanisms and policies.

Therefore, we need to amend the Investment Law according to the public-private partnership method. The problem is that there must be mechanisms and policies to mobilize all resources. In addition to existing resources such as finance, land and people, institutions, mechanisms and policies are also measures to mobilize resources that we need to consider. If we want to develop the cultural and entertainment industry, we must have these resources. We must mobilize the strength of society, people and businesses through mechanisms and policies to develop the industry and have a cultural and entertainment industry.
The management of the Culture, Sports and Tourism sector must be smart, and to be smart, there must be a database of the sector. Therefore, the sector must invest heavily in intelligence, turning existing resources into higher added value. Build advanced examples, good practices, good models to create movements and trends for development. Create conditions, opportunities, and mechanisms for people to enjoy a culture rich in national identity, enjoy sports to make the nation healthier and taller; enjoy tourism to create motivation and inspiration for the nation and international friends.
The Prime Minister emphasized that in 2025, the Culture, Sports and Tourism sector must accelerate, make breakthroughs, and achieve better results than in 2024, with innovative thinking, strategic vision, foresight, deep thinking, and big action; promote intelligence, courage, respect for time, decisiveness, and resoluteness, and effectively implement the set goals, tasks, and solutions. Develop mass sports in breadth, develop high-performance sports in depth; develop breakthrough tourism as a truly spearhead economic sector that must be associated with culture, physical education, and sports. To do so, the mindset must be clear, the determination must be high, the efforts must be great, and the actions must be drastic.
The Prime Minister emphasized that beloved President Ho Chi Minh, the great National Hero, World Cultural Celebrity once affirmed: "Culture lights the way for the nation to go". The culture of the Vietnamese people - with a history of thousands of years - is the everlasting strength of the nation; developing physical education and sports is an objective requirement, a mandatory requirement, contributing to the formation of a healthy nation, bringing health to the people; tourism is a key economic sector. Therefore, the culture, sports and tourism sector plays an extremely important role, with a profound impact, of a national, comprehensive, global nature, both urgent and long-term strategic nature for the economic and social development and national defense.
