
Land availability is "stuck" again.
At the construction site of the road project connecting the DT609C route to National Highway (QL) 14B, located at the southern abutment of An Binh Bridge, the joint venture of contractors Thanh Tung Co., Ltd. and Thai Duong Construction Co., Ltd. (with Minh Khang Construction Services Co., Ltd. as a subcontractor) is urgently laying the first layer of aggregate for the approach road along a length of approximately 600m.
However, from the next point to the beginning of the project route (adjacent to DT609C), the construction unit cannot proceed with the remaining section, which is over 400m long, due to obstacles related to residential land and houses that have not yet been cleared, as they are waiting for the construction of a resettlement area to accommodate 17 households in Dai Minh commune.
In Dai Quang commune, the 210-meter-long northern access road to An Binh bridge, bordering provincial road DT609, is also obstructed by land and houses belonging to 6 households who need to be relocated to a new residence not far to the east.

The intersection of DT609 and the junction with QL14B still has one land acquisition bottleneck that needs to be resolved: a fishmeal production plant located on the left side of the project route. Engineer Tran Dinh Anh Kha - a supervising consultant of ECC Construction Investment and Consulting Joint Stock Company (the consulting and supervising unit for the entire project) shared that Minh Khang Construction Services Co., Ltd. is responsible for the construction of the section from the bridge at Km3+428 to the junction with QL14B. Due to land acquisition issues, the access road requires treatment of weak soil, which takes a long time, but construction only started recently.
Engineer Bui Dang Hanh, a technical officer at Minh Khang Construction Services Co., Ltd., said that the bridge's substructure at Km3+428 has been completed for many months, but the households near the northern bridge abutment have not yet been relocated. Therefore, the contractor does not have a service road to transport the girders for installation.
Another concern is the scarcity of fill materials, making road construction difficult. The investor, the Quang Nam Provincial Project Management Board for Investment and Construction of Transportation Works, stated that the relocation of technical infrastructure in the residential areas has not been possible due to obstructions from houses and structures belonging to households requiring relocation.
Efforts to resolve obstacles
Engineer Phan Dinh Cong, the project manager of Thai Duong Construction Co., Ltd., said that the unit is currently constructing the guardrail of the An Binh bridge and backfilling the access road, a project on the southern side of the route.

With the 600m section preparing for the second layer of aggregate, the contractor will proceed with asphalt paving this year. Similar to the northern side of An Binh Bridge, at the beginning of the route, up to the location of the aforementioned 600m section, the contractor can only begin construction after the land and houses of the affected households have been cleared.
To further resolve the land clearance issues for the project, the investor requests that Dai Loc district (responsible for land clearance) expedite the construction of the two resettlement areas in Dai Minh and Dai Quang communes to allocate land for the households.
The directive focuses on submitting for approval compensation and support plans for sections passing through residential areas that partially affect residential land, perennial crops, structures, and trees. It also mandates efforts to encourage affected households to accept compensation and temporary housing rental assistance to facilitate land handover in Q4 2024. For households completely displaced, land handover is scheduled for Q1 2025.
Two projects, namely the road connecting Provincial Road 609C to National Highway 14B (with the highlight being the An Binh bridge) and the road connecting National Highway 14H to Provincial Road 609C (with the highlight being the Song Thu bridge), are key projects of the province.

For the road project connecting National Highway 14H to Provincial Road 609C (Duy Xuyen - Dai Loc), the section passing through Dai Loc only has a 160m access road remaining, affecting 12 households and 1 organization (3 households will be completely relocated), therefore the land has not yet been handed over. To arrange new housing for the residents, the district's functional unit issued an order to commence construction of the resettlement area along the road on March 27, 2024.
According to Mr. Le Do Tuan Khuong, Vice Chairman of the People's Committee of Dai Loc district, the road connecting National Highway 14H to National Highway 14B (both part of the two aforementioned projects) has been designated by the Provincial People's Committee as an urgent project to be completed in order to commemorate the 80th anniversary of National Day (September 2, 1945 - September 2, 2025) and the 23rd Congress of the Quang Nam Provincial Party Committee (2025 - 2030 term).
Recognizing the importance of the project, both the political system of Dai Loc and the agency responsible for land clearance have focused intensely on accelerating the progress of compensation, support, and resettlement. Currently, the district has handed over 100% of agricultural land. Regarding residential land and housing, Dai Loc is focusing on building resettlement areas, with approximately 60% of the work completed to date.

According to Mr. Le Do Tuan Khuong, the district held a meeting to review families eligible for land compensation, and the households have basically agreed on the location and number of resettlement plots. Soon, the local authorities will establish working groups in each commune and at the district level to encourage people to hand over the land as soon as possible. The district will apply the correct mechanisms and policies to support the people.
Regarding earth fill materials, the entire Dai Loc district only has one licensed quarry in Nghia Tay village (Dai Nghia commune), covering approximately 3.5 hectares. Conversely, Dai Loc district has many ongoing provincial and district construction projects requiring large quantities of earth fill. The local authorities are proposing that the province allow the extraction of nearly 200,000 cubic meters of surplus earth fill from the Dai Loc district training ground (in Dai Hiep commune) to supply these provincial and district projects.
The project connecting Provincial Road 609C to National Highway 14B has a total investment of 550 billion VND; of which the central government contributes 440 billion VND, and the provincial government contributes 110 billion VND. The project has a total length of 3.93 km (including the An Binh bridge, which is 1,060 m long).
Upon completion, the project will seamlessly connect with the road project linking National Highway 14H to Provincial Road 609C. With this strategic horizontal axis, people can travel from National Highway 14B, across An Binh Bridge to the B Dai Loc area, across Song Thu Bridge into Duy Xuyen district, and rejoin National Highway 14H at the intersection leading to the My Son historical site.
