On March 22, the Central Military Commission's Standing Committee held a conference to review and comment on the draft project on organizing a "lean, compact, and strong" local military to meet mission requirements in the new situation.
Delegates discussed and gave opinions on the project, especially on the content that had just been received, supplemented and completed; focusing on proposing specific organizational arrangements for each level of local military bloc and organization and staffing of provincial Border Guard forces.
The conference focused on clearly analyzing the advantages and disadvantages of each option; presented viewpoints on the organization, staffing, functions, and tasks of the new local military organization model, and issues on guidelines, policies, and laws directly related to the construction and implementation of tasks of the local military system.
General Phan Van Giang, Minister of National Defense, praised the General Staff and agencies for promoting a high sense of responsibility, seriously implementing instructions from all levels, proactively coordinating, and developing draft projects to ensure progress and quality.
General Phan Van Giang requested the agency to adjust the structure of the project to focus on key issues, ensuring that it is tight, concise, easy to follow, avoiding duplication and spreading; specifying some specific contents that need to be adjusted and supplemented to emphasize, affirm and clarify the characteristics of each local military level and provincial Border Guard force.
The Minister of National Defense requested the General Staff and relevant agencies to continue reviewing the functions and tasks of the District Military Command to research, arrange, and transfer them to ensure suitability, practicality, and effective operation.
The General also noted that additional members from a number of sectors and fields should participate in the development and contribute ideas to maximize collective intelligence; at the same time, continue to absorb, absorb, and add ideas from delegates at the conference to the draft project, then complete and send it to delegates for comments according to regulations.
During the process of sending out comments, it is necessary to specifically suggest a number of key issues to ensure that the comments are focused.
Implementing the resolutions and conclusions of the Central Committee, Politburo, and Secretariat on continuing to arrange and streamline the apparatus of the political system and reorganize administrative units at all levels, the Central Military Commission Standing Committee and the Ministry of National Defense have directed functional agencies to focus on researching and developing a project on organizing local military forces to be "refined, compact, and strong".
Afterwards, the Central Military Commission Standing Committee and the Ministry of National Defense held a conference to collect opinions from former leaders of the Ministry of National Defense, the General Staff, and the General Department of Politics on the content of the project.
Based on the opinions of the members of the Central Military Commission Standing Committee and the results of the consultation conference, the General Staff has absorbed, supplemented and completed the draft project.
