The report of the Engineering Corps and the actual inspection show that, in the past time, the Party Committee, the Command of the Engineering Corps and the Party committees and commanders at all levels in the Corps have united, unified, focused on leadership, direction, thoroughly grasped, and implemented strictly and effectively the resolutions, directives, and plans of the Central Military Commission and the Ministry of National Defense on military and national defense work, judicial work, inspection, legal affairs, 1389 work; dissemination and education of law, management and use of national defense land as well as enforcement of the law on bidding.

Notably, the work of building, perfecting the legal system and enforcing the law has been focused on by the Party Committee and the Command of the Engineer Corps, leading and directing the implementation and achieving many positive results; in 2022 and 2023, the Corps was assigned to preside over the development of the Ordinance on Overcoming the Consequences of Post-War Bombs and Mines and 6 circulars of the Minister of National Defense. Up to now, these tasks have ensured quality, following the correct procedures and progress. The Corps' functional agencies have done a good job of advising Party committees and commanders at all levels in implementing the Party's resolutions and directives, the State's laws, and the Ministry of National Defense's regulations on crime prevention and control; the internal situation in the Corps' agencies is stable, political security, discipline and order are maintained and strengthened.

Along with that, the Party Committee and the Command of the Engineering Corps have led, directed and implemented effectively, practically, regularly innovated the forms and methods of disseminating and educating the law in line with the characteristics, requirements, tasks and subjects of the agencies and units. They have led and directed agencies and units to thoroughly grasp and properly implement the regulations of the State and the Ministry of National Defense on investment and bidding; strictly comply with the regulations on bidding and contractor selection; the selection of contractors must comply with the correct order, procedures and regulations...

After listening to the report of the service and the comments of the inspection team, concluding the inspection, on behalf of the Central Military Commission and the Ministry of National Defense, Senior Lieutenant General Vo Minh Luong commended the results and achievements of the Engineering Corps in 2022 and the first months of 2023 in military and defense work and the inspected work aspects; agreed with the key tasks identified by the service. The head of the inspection team pointed out the shortcomings and limitations, and requested the Party Committee and the Command of the Engineering Corps to promptly lead and direct agencies and units to draw lessons and promptly overcome them.

To improve the quality of the inspected work, Senior Lieutenant General Vo Minh Luong requested that in the coming time, the Party Committee and the Command of the Corps need to continue to thoroughly grasp, deploy, and effectively organize the implementation of the Party's resolutions and directives, the State's laws, and the Ministry of National Defense's regulations on judicial work, inspection, and legality; management and use of defense land and enforcement of the law on bidding. At the same time, proactively coordinate with competent agencies to promptly and effectively prevent and stop violations of the law and crimes; maintain and strictly comply with the State's laws and military discipline.

The Chief of the Engineer Corps Command reported on the results of the performance of all aspects of the Corps' work to the inspection team.

The military branch needs to step up propaganda, dissemination and legal education, creating a strong change in awareness and self-consciousness in studying, learning and complying with the law for all cadres, employees, soldiers and workers. Along with that, strengthen inspection and examination of contents and areas prone to negativity to promptly detect and prevent; continue to maintain a routine of receiving citizens and resolving complaints and denunciations according to regulations; thoroughly handle complaints and denunciations, not to let them go beyond the level and drag on.

From the inspection, Senior Lieutenant General Vo Minh Luong noted that leaders, commanders, and heads of agencies and units must be truly exemplary, build internal solidarity and unity; strengthen measures to grasp and manage the ideological situation, care for and ensure good material and spiritual life for soldiers. In addition, continue to thoroughly grasp and effectively implement regulations on piloting a number of policies to remove obstacles and backlogs in the management and use of defense land in combination with labor production activities and economic development; strengthen measures to manage and use defense land, prevent encroachment and illegal use.

Senior Lieutenant General Vo Minh Luong requested that for the shortcomings and limitations pointed out by the inspection team, the Engineering Corps must develop a specific plan to overcome them, clearly define the completion time, assign responsible agencies and individuals; periodically conduct preliminary and final reviews, regularly report results so that the leaders of the Ministry of National Defense and the agencies participating in the inspection team can grasp, continue to monitor, urge and supervise the implementation process.
