At the conference, delegates listened to a report on the results of the implementation of the draft Law on National Defense and Security Industry and Industrial Mobilization presented by the Standing Office of the Drafting Committee; and at the same time, gave their opinions on some key contents of the draft law. In particular, the important role of the development of the national defense and security industry and the implementation of industrial mobilization in ensuring national defense and security tasks and contributing to the socio-economic development of the country was highlighted.

Clarifying the political basis, legal basis, and practical basis to affirm the necessity of promulgating the Law on Defense and Security Industry and Industrial Mobilization; this is an important legal document for the development of an autonomous, self-reliant, dual-use defense and security industry that is increasingly modern, has high scientific and technological level, and becomes the spearhead of national industry.

The draft law consists of 7 chapters and 75 articles, focusing on institutionalizing 5 outstanding policies: Developing the defense industry and security industry in a dual-use direction, ensuring the participation of enterprises, organizations and individuals; perfecting, arranging and innovating the defense industry and security industry organization system; promoting scientific and technological activities to serve the development of the defense industry and security industry; mobilizing resources for the development of the defense industry and security industry; ensuring the effectiveness of industrial activities.

Speaking at the conference, Senior Lieutenant General Pham Hoai Nam said that one of the outstanding contents of this draft law compared to the detailed outline is that it has proposed and supplemented breakthrough mechanisms and policies to create resources to ensure the development of specific areas of the defense and security industry. This is urgent, consistent with the Party's policies and viewpoints in Resolution No. 08-NQ/TW of the Politburo and other Party documents on the orientation of building legal documents for the defense and security industry, contributing to solving difficulties and problems arising from practice.

Appreciating the proactiveness and close coordination between the General Department of Defense Industry - the Standing Office of the Drafting Committee in coordination with relevant agencies and units in developing the draft law, Senior Lieutenant General Pham Hoai Nam requested members of the Drafting Committee and the Editorial Team to continue researching and proposing contents to revise and complete the draft law; develop detailed outlines of decrees guiding the implementation of the law; proactively develop plans to disseminate and propagate the law...
