Central Committee delegates included Comrade Dang Huu Ngo - Director of the Department of Mass Mobilization of State Agencies, Central Committee for Mass Mobilization. Also co-chaired the meeting were: Comrade Thai Thanh Quy - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the Provincial People's Council; Comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; and Comrade Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee, Head of the Organizing Committee for the meeting and dialogue program.
The program was attended by members of the Provincial Party Standing Committee; members of the Provincial Party Committee; leaders of the Provincial People's Council, Provincial People's Committee, Provincial National Assembly Delegation, Provincial Fatherland Front Committee, and provincial departments, agencies, and socio- political organizations.
The delegates at the district and commune levels included 1,121 comrades, comprising 93 secretaries and deputy secretaries of Party committees, chairmen of People's Councils and People's Committees, heads of the Mass Mobilization Department, and chairmen of the Fatherland Front Committees of districts, cities, and towns; and 1,028 comrades who are secretaries of Party committees, chairmen of People's Councils and People's Committees of 460 communes, wards, and townships in the province.
Nghe An is the province with the largest area in the country, comprising 460 wards, communes, and towns. Currently, the number of leaders, officials, and civil servants at the commune level is nearly 9,400.
This team plays a decisive role in realizing the leadership and management of the Party and State in all aspects of socio-economic life at the grassroots level; in thoroughly understanding and implementing all decisions of higher-level Party committees, Party committees at the same level, and all policies, plans, and directives of higher-level governments, as well as all programs and plans of the commune government.
Commune officials also serve as the most important bridge between the Party, the State, and the people; and play a decisive role in building and promoting the revolutionary movement of the masses at the grassroots level.
With the theme: “Unity - Democracy - Creativity - Development”, through the meeting and dialogue program, the Standing Committee of the Nghe An Provincial Party Committee wishes to convey the message about the Party's guidelines and policies, the State's laws and regulations, as well as the political determination and unified action of the provincial leadership to the heads of Party committees and governments of communes, wards, and towns in the province; at the same time, to listen to and understand the thoughts and aspirations, exchange, discuss, and share solutions to overcome difficulties and obstacles in the process of advising and implementing political tasks from the grassroots level.
During the preparation process, the Program Organizing Committee conducted outreach to the grassroots level to evaluate the results of implementing the objectives set out in the 2018 dialogue and consultation program, and to implement Project No. 07-DA/TU on innovating and improving the effectiveness of dialogue and consultation and implementing the conclusions of the heads of Party committees and governments at all levels after dialogue and consultation with the people in the province, for the period 2021-2025; and to compile suggestions, proposals, experiences, and best practices from communes, wards, and towns in the province to share and recommend to the provincial Party committee and government in leadership and management.
To date, the Program Organizing Committee has received 97 questions, proposals, and recommendations from communes, wards, and towns to the Standing Committee of the Provincial Party Committee on areas of socio-economic development, national defense and security, Party building and the construction of the political system; and the thoughts and aspirations of the people.
These are the concerns, anxieties, and aspirations of the leading comrades in the Party committees and administrations of communes, wards, and towns who are still facing difficulties, limitations, and obstacles in the implementation process. They require the attention, focused leadership, and decisive direction of all levels and sectors from the province to the grassroots, and especially the direct guidance of the Standing Committee of the Provincial Party Committee.
In his opening remarks and guidance for the dialogue, Deputy Secretary of the Nghe An Provincial Party Committee Hoang Nghia Hieu - Head of the Program Organizing Committee - requested that key leaders at the commune level in the province focus on three groups: Party building and the political system; managing and directing socio-economic development, ensuring national defense and security; and understanding the thoughts, aspirations, and situation of the people.
The Standing Committee of the Provincial Party Committee requested that leaders of departments and agencies monitor and summarize the opinions and suggestions of delegates; and prepare content for discussion and answers to opinions falling within their assigned functions and responsibilities.
"The participation, contributions, exchanges, discussions, and Q&A sessions of comrades at this program will help to clarify and fully understand the awareness, viewpoints, principles, tasks, and solutions for implementing the political tasks of the Nghe An Provincial Party Committee," emphasized Hoang Nghia Hieu, Deputy Secretary of the Nghe An Provincial Party Committee.
With a spirit of unity, sharing, and listening, the Standing Committee of the Provincial Party Committee hopes that the delegates will uphold their sense of responsibility and build upon the achievements of the past, continuing to proactively advise and organize the implementation of policies, tasks, and solutions in all fields, contributing to resolving difficulties and obstacles at the grassroots level in carrying out the local political tasks in the coming period.
“The Standing Committee of the Provincial Party Committee believes that after this meeting and dialogue program, it will further motivate and create a combined strength to promote the entire Party Committee and people of Nghe An to unite and resolutely achieve the goals and targets set forth in the resolutions of the Party congresses at all levels for the 2020-2025 term, creating a solid foundation to contribute to building a clean and strong Party Committee and political system; bringing Nghe An to rapid and sustainable development; successfully achieving the goal of making Nghe An a relatively prosperous province in the Northern region by 2025 and a relatively prosperous province nationwide by 2030,” said Comrade Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee.
Speaking before the start of the meeting and dialogue program, the Secretary of the Nghe An Provincial Party Committee, Thai Thanh Quy, expressed his wish for delegates to frankly, realistically, fully, and comprehensively discuss the issues that key leaders at the commune level wanted to discuss.
"I hope you comrades will speak truthfully and openly about the issues and content related to the province's development process that you have implemented, and issues related to the management process of the Provincial Party Standing Committee, the Provincial Party Executive Committee, the Provincial Party Committee, and the provincial departments and agencies," the Provincial Party Secretary said, affirming: "The Provincial Party Standing Committee as well as the departments and agencies are ready to answer your questions."
During the program, 10 questions were posed to the Standing Committee of the Provincial Party Committee. The Standing Committee of the Provincial Party Committee then posed 3 questions to key leaders at the commune level, and 4 points were discussed. Members of the Standing Committee of the Provincial Party Committee and leaders of several departments and agencies also discussed and answered some specific questions raised by the delegates.
Speaking at the program, on behalf of the Standing Committee of the Provincial Party Committee, Provincial Party Secretary Thai Thanh Quy highly appreciated the opinions gathered through direct discussions in the hall. Through both direct and indirect channels, a wealth of basic, diverse, and comprehensive information was provided to the Standing Committee of the Provincial Party Committee. The Standing Committee and the Provincial Party Committee will study, incorporate, adjust, and supplement this information into their leadership and guidance processes.
Comrade Thai Thanh Quy acknowledged the program's organizing committee, the Provincial Party Committee's Mass Mobilization Department, and related agencies for their dedication and responsibility in preparing for the conference; he respectfully acknowledged and thanked the key grassroots officials and leaders of departments and sectors for their contributions and dialogues; and also exchanged information on new opportunities and prospects, as well as the province's development orientation. He placed high expectations on key commune-level officials during this "golden period" for Nghe An to make rapid progress.
