The Central Committee delegates included comrade Dang Huu Ngo - Director of the Department of Mass Mobilization of State Agencies, Central Mass Mobilization Commission. Comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the Provincial People's Council; Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee, Head of the Organizing Committee of the Meeting and Dialogue Program co-chaired.
The program was attended by comrades in the Provincial Party Standing Committee; members of the Provincial Party Executive Committee; leaders of the Provincial People's Council, Provincial People's Committee, Provincial National Assembly Delegation, Fatherland Front Committee, departments, branches, sectors, and socio-political organizations of the province.
There are 1,121 delegates at district and commune levels, including 93 secretaries, deputy secretaries of Party committees, chairmen of People's Councils, People's Committees, heads of Mass Mobilization Committees, chairmen of Fatherland Front Committees of districts, cities and towns, and 1,028 party secretaries, chairmen of People's Councils and People's Committees of 460 communes, wards and towns in the province.
Nghe An is the largest locality in the country with 460 wards, communes and towns. Currently, the team of leaders, cadres and civil servants at the commune level is nearly 9,400 people.
This is the team that plays a decisive role in realizing the leadership and management of the Party and State in all aspects of socio-economic life at the grassroots level; thoroughly grasping and organizing the implementation of all decisions of the superior Party Committee, the Party Committee at the same level and all policies, plans and directions of the superior government, as well as all programs and plans of the commune government.
Commune cadres are also the most important bridge between the Party, the State and the people; at the same time, they play a decisive role in building and promoting the revolutionary movement of the masses at the grassroots level.
With the theme: "Solidarity - Democracy - Creativity - Development", through the meeting and dialogue program, the Standing Committee of Nghe An Provincial Party Committee wishes to convey the message about the Party's guidelines and policies, the State's policies and laws as well as the political determination and unity of action of the provincial leaders to the heads of Party committees and authorities of communes, wards and towns in the province; at the same time, listen, grasp the thoughts and aspirations, exchange, discuss and share solutions to remove difficulties and obstacles in the process of advising and implementing political tasks from the grassroots level.
During the preparation process, the Program Organizing Committee has deployed to the grassroots to evaluate the implementation results of the contents set out in the 2018 contact and dialogue program and implemented Project No. 07-DA/TU on innovation, improving the effectiveness of contact, dialogue and implementing the conclusions of the heads of Party committees and authorities at all levels after contact and dialogue with the People in the province, period 2021 - 2025; synthesized recommendations, proposals, experiences, good practices from communes, wards and towns in the province to exchange and make recommendations to the Party committees and provincial authorities in leadership, direction and operation.
Up to now, the Program Organizing Committee has received 97 questions, proposals and recommendations from communes, wards and towns to the Provincial Party Standing Committee on the fields of socio-economic development, national defense and security, Party building and political system building; and the thoughts and aspirations of the people.
These are the concerns, worries and enthusiasm that the leaders of Party committees and authorities of communes, wards and towns still encounter difficulties, limitations and obstacles in the implementation process, needing attention, focused leadership and drastic direction from all levels and sectors from the province to the grassroots and especially the direct direction of the Standing Committee of the Provincial Party Committee.
Speaking at the opening and orientation of the dialogue, Deputy Secretary of Nghe An Provincial Party Committee Hoang Nghia Hieu - Head of the Program Organizing Committee requested key leaders at the commune level in the province to focus on 3 groups on Party building and political system; management and operation of socio-economic development, ensuring national defense and security; grasping the thoughts, aspirations and situation of the people.
The Standing Committee of the Provincial Party Committee requested leaders of departments, branches and sectors to monitor and synthesize opinions and recommendations of delegates; prepare content for discussion and response to opinions related to functions and tasks of assigned sectors and fields.
“The participation in contributing ideas, exchanging, discussing, and asking questions of comrades at this Program will contribute to clarifying more fully the awareness, viewpoints, mottos, tasks, and solutions to implement the political tasks of the Nghe An Provincial Party Committee,” emphasized Deputy Secretary of the Nghe An Provincial Party Committee Hoang Nghia Hieu.
With the spirit of unity, sharing and listening, the Standing Committee of the Provincial Party Committee hopes that delegates will promote their sense of responsibility and achievements in the past time, continue to proactively advise and organize the implementation of policies, tasks and solutions in all fields, contributing to removing difficulties and obstacles from the grassroots in implementing local political tasks in the coming time.
“The Standing Committee of the Provincial Party Committee believes that after this meeting and dialogue program, it will add more motivation and create a combined strength to promote the entire Party Committee and People of Nghe An to unite and be determined to complete the goals and targets set by the resolutions of the Party Congresses at all levels for the 2020-2025 term, creating a solid foundation to contribute to building a clean and strong Party Committee and political system; bringing Nghe An to develop quickly and sustainably; successfully implementing the goal of making Nghe An a fairly developed province in the Northern region by 2025, and a fairly developed province in the whole country by 2030", said Comrade Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee.
Speaking before starting the meeting and dialogue program, Nghe An Provincial Party Secretary Thai Thanh Quy hoped that delegates would be frank, realistic, complete and comprehensive about the issues that key leaders at the commune level wanted to discuss.
"I hope that you will speak honestly and share your heart about the issues and contents related to the development process of the province that you have implemented, the issues related to the management process of the Provincial Party Standing Committee, the Provincial Party Standing Committee, the Provincial Party Executive Committee, and the provincial departments, branches and sectors," the Provincial Party Secretary discussed and affirmed: "The Provincial Party Standing Committee as well as the departments and branches are ready to answer your questions."
At the program, there were 10 questions for the Standing Committee of the Provincial Party Committee. The Standing Committee of the Provincial Party Committee asked 3 questions to key leaders at the commune level and there were 4 comments. The Standing Committee of the Provincial Party Committee and leaders of some departments and branches also discussed and answered some specific contents from the opinions of the delegates.
Speaking at the Program, on behalf of the Standing Committee of the Provincial Party Committee, Secretary of the Provincial Party Committee Thai Thanh Quy highly appreciated the opinions through synthesis and direct exchange at the hall. Through 2 direct and indirect channels, a basic, diverse and complete amount of information was provided to the Standing Committee of the Provincial Party Committee. The Standing Committee and the Standing Committee of the Provincial Party Committee will study, absorb, adjust and supplement the leadership and direction process.
Comrade Thai Thanh Quy also acknowledged the program's Organizing Committee, the Provincial Party Committee's Mass Mobilization Committee, and relevant agencies for their dedication, responsibility, and spending a lot of time preparing for the conference; respectfully acknowledged and thanked the opinions and dialogues of key grassroots cadres, leaders of departments and branches; and exchanged more information about new opportunities and prospects; the province's development orientation; thereby placing high expectations on key commune-level cadres in the "golden moment" for Nghe An to accelerate its speeches.
