At the meeting, the leaders of the Provincial Ethnic Committee reported to the Standing Committee of the Provincial Party Committee on a number of contents in the preparation work for the Congress and the results of implementing ethnic work and ethnic policies in the period of 2019-2024.

The congress has 250 official delegates representing the ethnic minority communities residing in the province, from many sectors and fields such as: Agriculture, industry, culture, society, education, health, security, national defense; the delegates are workers, farmers, and prestigious people in ethnic minority areas. The delegates represent 19 ethnic minorities in the province.
In the period of 2019-2024, the economic situation and life of ethnic minorities in the province remained stable, social security was ensured; social order and safety were maintained. Ethnic minorities were excited and believed in the leadership and innovation policies of the Party and the State's policies and laws; always upholding the spirit of solidarity, promoting internal strength, actively working, producing and developing the economy. The material and spiritual life of ethnic minorities has gradually improved, gradually reducing the development gap between ethnic minority areas and other regions. By the end of 2023, the total number of poor households in the province was 30,142, accounting for 14.03%, down an average of 4.71%/year; of which the number of poor ethnic minority households decreased to 24,738 households, accounting for 22.03%, down an average of 7.6%/year. Infrastructure systems in ethnic minority areas continue to be invested in, built and upgraded. The work of preserving traditional cultural values of ethnic groups is promoted. The quality of education has gradually improved, the scale of schools and classes in ethnic minority areas is increasingly expanding. Medical work and health care for people in ethnic minority and mountainous areas have many changes; 100% of poor and near-poor households, ethnic minorities living in difficult areas, and people living in extremely difficult areas are provided with free health insurance cards.

At the meeting, delegates reported the results and proposed a number of solutions to promote economic development - poverty reduction, improve living standards, preserve cultural identity, and implement a civilized lifestyle in ethnic minority areas.
Speaking at the meeting, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council emphasized: In recent years, the province's transport infrastructure has been invested in increasingly synchronously, from highways to rural roads in mountainous areas, remote areas. Along with that, the province has many policies to support ethnic minorities in socio-economic development, social security, education, etc. That shows the great concern of the Party and State for ethnic minorities. Strengthening the great solidarity of ethnic groups is the teaching of President Ho Chi Minh. Great national solidarity is an important basis and foundation in comprehensively promoting intellectual strength, creativity, self-reliance, self-reliance, national pride, and is a great driving force in the cause of building and developing the province. He hopes that all levels, sectors and localities will continue to effectively implement socio-economic development models, build happy families and civilized lifestyles in weddings and funerals among ethnic groups and localities.

The delegates respectfully offered incense, expressed their infinite gratitude, and commemorated the great contributions of President Ho Chi Minh to the cause of national liberation, national reunification, and the building of a peaceful, independent, unified, increasingly prosperous and developed socialist Vietnam. After 5 years of implementing the Resolution of the 3rd Congress of Ethnic Minorities of Tuyen Quang Province in 2019, the situation of ethnic minorities and mountainous areas in Tuyen Quang Province has many positive changes, and people's lives have been improved.
Before the spirit of President Ho Chi Minh and the heroic martyrs, the delegates vowed to forever have unwavering faith in the leadership of the Party; to firmly adhere to the goal and path of national independence associated with socialism that the Party and Uncle Ho had chosen. To continue to inherit and promote traditions, solidarity, innovate methods, improve the quality and efficiency of activities; to further promote the study and following of Ho Chi Minh's ideology, morality and style; to strongly promote the will of self-reliance, self-strengthening, the aspiration to rise up, be creative, and be determined to successfully implement the goals of socio-economic development, ensuring national defense and security, building the Party and the political system as set out in the Resolutions of Party Congresses at all levels.
