This is the fourth session organized by the Standing Committee of the 18th Thanh Hoa Provincial People's Council, term 2021-2026, and is an issue that attracts the attention of a large number of voters and people in the province.

With the important meaning of the explanation session, Provincial Party Secretary and Provincial People's Council Chairman Do Trong Hung requested the delegates to uphold their sense of responsibility, from the practical work of leadership, direction, organization of implementation of local and unit tasks and opinions and recommendations of voters, to ask questions to clarify the problems, current situation and causes. From there, the Department of Health and related units will have solutions to overcome existing problems, limit inadequacies and improve the management of private medical and pharmaceutical practice in the province in the coming time.

Clinics are mainly concentrated in urban areas and plain districts such as: Thanh Hoa City has 427 facilities, Sam Son 160 facilities, Nghi Son 101 facilities... The number of private medical examination and treatment facilities in mountainous districts is very small (Muong Lat 3 facilities, Lang Chanh 7 facilities, Quan Son 10 facilities...).

Private hospitals currently have 3,991 inpatient beds, accounting for 25.2% of the total number of hospital beds in the province, among the highest in the country.

In recent years, the system of private medical and pharmaceutical establishments in the province has grown strongly in quantity and quality, contributing significantly to improving the effectiveness of public health care. The management of private medical and pharmaceutical practices has received attention and direction from all levels and sectors and achieved many positive results. The development of the private health system has mobilized financial resources from organizations and individuals in the community to invest in health care, especially modern equipment, application of high technology for medical examination and treatment, contributing to the effective implementation of the dual task of both preventing the COVID-19 epidemic, taking care of public health and developing the economy and society.

The software system for managing private medical and pharmaceutical practice has not met the requirements of data management, full and timely disclosure of information about practitioners and practice establishments on the electronic information portal of the health sector.

Post-licensing inspection and examination work by the Department of Health has not been carried out regularly, the number is still small; there is a lack of close coordination with sectors, district and commune People's Committees in propaganda, inspection and examination of private medical and pharmaceutical practice activities. There are still many private medical and pharmaceutical practice facilities operating without a license, and cosmetic service facilities operating without being declared qualified in localities. Some facilities operate beyond their scope of expertise; do not comply with operating hours; the person in charge of professional responsibility is not present during the time the facility is operating. The situation of advertising medical examination and treatment services incorrectly on social networking platforms is still common.
