In his opening speech, Comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized: the organization of the explanation session aims to evaluate the results in the management and use of science and technology career expenditure funds and point out the limitations, difficulties, inadequacies, and obstacles; thereby proposing solutions and recommendations to improve the quality of the management and use of this funding source. This also demonstrates the determination to innovate and improve the quality of the explanation activities of the Provincial People's Council, enhancing the trust of voters and people in the activities of elected agencies.

In order for the explanation session to meet the requirements, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council requested that: the questions raised by the Provincial People's Council delegates requiring explanation should be brief and to the point; representatives of the leaders of the responsible agencies should answer the questions to the point, not avoid, beat around the bush, or shirk responsibility, and should have solutions to overcome difficulties with specific measures and roadmaps.

At the explanation session, the provincial People's Council delegates questioned and requested the agencies: Department of Science and Technology, Department of Finance to explain issues under the responsibility of the sector such as: management and acceptance of counterpart capital of the organization in charge of implementing scientific tasks; solutions to increase capital absorption capacity, promote the effective use of capital for science and technology; solutions to promote the mobilization of social resources to participate in the process of socialization of science and technology activities; solutions to apply high technology to help improve labor productivity and life for farmers.

In addition, the provincial People's Council delegates also requested the Ninh Binh City People's Committee to clarify issues related to the management and use of products obtained from the project "Research on software solutions for managing the drainage system of Ninh Binh City to serve the construction of smart cities". At the same time, they requested Trang Ninh Technology Application and Development Company Limited to explain the plans to replicate the model "Research on exploitation and development of the White Pheasant (Lophura nycthemera) genetic resources in Nho Quan district, Ninh Binh province".

In his concluding remarks at the explanation session, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council acknowledged and highly appreciated the Department of Science and Technology, agencies and units in organizing and implementing tasks according to the provisions of law on the management and use of funds for science and technology in the province. In order to effectively manage and use the budget for science and technology in the province, in the coming time, he proposed that the Provincial People's Committee direct specialized agencies to advise on the selection and ordering of annual science and technology tasks in conjunction with the implementation of the province's socio-economic development goals and tasks; specifically review the difficulties, obstacles and inadequacies in the implementation of the Law, Decree, Circular related to the use of budget for science and technology to advise competent authorities to amend and supplement...

Regarding the Department of Science and Technology, he suggested that the Department should improve the quality of reviewing and selecting science and technology tasks; have a plan to check and evaluate the application results of science and technology tasks. Strengthen the work of advising and managing science and technology tasks of the province.

Preside over and coordinate with relevant departments and branches to research and propose mechanisms and policies on science and technology development, support businesses and people in applying science and technology; expand and replicate successful models to transfer scientific advances into production and life.

Regularly research, synthesize the situation, advise and report to the Provincial People's Committee to submit to the Provincial People's Council appropriate mechanisms and policies to attract social resources to participate in the socialization of science and technology activities.

For the Department of Finance: Take the lead and coordinate with the Department of Science and Technology to advise on allocating budgets for topics and projects in a timely manner, ensuring that they are consistent with the actual situation, effectively promoting capital for science and technology; effectively managing and using funds for science and technology topics and projects.

He also requested organizations and individuals to enhance their responsibilities and seriously carry out their scientific and technological tasks as committed.
