This morning, January 24, the Standing Committee of the Provincial People's Council worked with the Ethnic Committee and the Legal Committee of the Provincial People's Council on the results of activities in 2023 and the key work program in 2024; the implementation of the resolutions of the Provincial People's Council in the areas under its management and the results of the implementation of thematic supervision conclusions of the Standing Committee of the Provincial People's Council assigned to the committee to advise and implement from the beginning of the term until now. In 2023, the Ethnic Committee of the Provincial People's Council has successfully completed the contents and programs according to the set plan. The activities of monitoring, surveying and examining reports, projects and draft resolutions of the committee ensure the process and timeliness, contributing positively to improving the quality of resolutions of the Provincial People's Council.
Since the beginning of the term, the committee has organized 21 thematic supervision and survey sessions, working with 98 agencies, units and localities on the implementation of central policies and resolutions of the Provincial People's Council. Well implementing the conclusions of thematic supervision of the Standing Committee of the Provincial People's Council assigned to the committee to preside over and advise on implementation.
In 2024, the Ethnic Committee of the Provincial People's Council issued a key work program with 14 tasks, including: organizing the supervision of the implementation of national target programs and support policies for especially difficult economic areas; surveying the implementation of Resolution 34/NQ-HDND dated August 23, 2023 on regulations on support policies for households and individuals under the program of resettlement and stabilization of residents in disaster-hit and especially difficult areas... in the area for the period 2022-2025; examining, supervising, and working with relevant agencies and units on the content of the assignment of the Standing Committee of the Provincial People's Council to serve the sessions of the 8th Provincial People's Council; advising and resolving a number of tasks assigned by the Standing Committee of the Provincial People's Council between the two sessions in the field of ethnicity...
In 2023, the Legal Committee of the People's Council closely followed the working program of the Provincial People's Council, the Standing Committee of the Provincial People's Council and the working program of the committee to organize quality and effective implementation. The committee's survey and supervision work was carried out in accordance with the process and procedures and was highly effective, contributing to the effective implementation of legal policies in general and resolutions of the Provincial People's Council in particular with agencies, units and localities. At the same time, it detected difficulties, limitations and obstacles and made timely and reasonable recommendations and proposals, helping localities, agencies and units promptly overcome them to organize effective implementation.
The work of reviewing reports, projects, and draft resolutions submitted to the Provincial People's Council session has been focused on by the committee. The recommendations and proposals after the committee's review have been studied and accepted by relevant agencies, contributing to improving the effectiveness of activities in the legal field. During the process of organizing the implementation of the resolution, the Legal Committee always monitors and supervises the implementation results, thereby making many recommendations to competent authorities to consider amending and supplementing appropriate policies to promote the effectiveness and efficiency of the Provincial People's Council resolution.
Regarding the implementation of the resolutions of the Provincial People's Council in the legal field since the beginning of the term, the Provincial People's Council has issued 40 resolutions, of which 22 are legal resolutions that are still in effect. The resolutions were issued within their authority, ensuring legal basis, consistency with the current legal system and high feasibility; promptly institutionalizing the Party's guidelines, policies and laws of the State into local practical situations.
In 2024, the Legal Department will carry out the following tasks: surveying the work of ensuring national defense and security and social order and safety in the first months of 2024; implementing Resolution No. 99/2023/NQ-HDND dated December 7, 2023 of the Provincial People's Council on the socio-economic development plan for 2024; advising the Standing Committee of the Provincial People's Council to supervise the work of adjudicating criminal cases in the province for the period 2020-2023; surveying, supervising, and examining reports, projects, and draft resolutions submitted to the Provincial People's Council sessions.
Concluding the working session, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang highly appreciated the performance of the Ethnic Committee and the Legal Committee of the Provincial People's Council in the first half of the 2021-2026 term.
Propose that the Provincial People's Council's Ethnic Committee urge the Provincial People's Committee to complete the task of allocating residential land and production land to poor households in ethnic minority areas by the end of 2024 so that people can soon stabilize their lives. The Provincial People's Council's Advisory Board recommends specific policies to better care for children of ethnic minorities in terms of learning and living conditions so that they have the opportunity to study, receive vocational training, and participate in the labor market to minimize the risk of violating the law.

The Legal Department needs to strengthen legal supervision of land allocation for housing and production to ethnic minorities; pay attention to the establishment of production plans for people in the form of cooperatives and cooperative groups to promote efficiency, ensure personal and social benefits.
