Morning of July 29, The Standing Committee of the Provincial People's Council held a regular meeting in July to evaluate and draw experience from the preparation and organization of the 19th Session (regular mid-year session) of the Provincial People's Council; evaluate the results of July's work and key tasks for August 2024. Comrade Nguyen Xuan Ky, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired the meeting.
During the month, the Standing Committee of the Provincial People's Council always closely followed the direction of the Provincial Party Committee, proactively assigned and coordinated the activities of the Provincial People's Council Committees according to the general direction, achieving efficiency in all aspects of work.
The highlight is the successful organization of the 19th Session - the regular mid-year session of the 14th Provincial People's Council. With the spirit of innovation from the preparation work to the organization of the session, especially the flexible and scientific management of the chair, the delegates of the Provincial People's Council have promoted a high sense of responsibility before the voters and people in the province to review a large amount of work, passing 25 resolutions within their authority with very high consensus and unity. At this session, the Provincial People's Council spent 1 day for discussion sessions in groups and halls, based on the orientation of the session chair, with a truly open-minded, straightforward and highly constructive spirit. Questioning and answering activities continue to be innovated, focusing on the right and accurate, going straight to issues of special public concern, demonstrating openness, closeness to the people, constantly innovating and actively improving the effectiveness of the Provincial People's Council's operations, demonstrating the image of a government "of the people, by the people, for the people", increasingly close to the people, serving the people, open-minded, listening and empathetic.
Also in July, the Standing Committee of the Provincial People's Council directed, assigned, coordinated the timely and flexible implementation of the monthly work program and thematic supervisions in accordance with the practical situation; directed and oriented regular supervision and survey activities with focus, key points, and practicality, meeting the requirements of the general leadership, direction, and administration of the province. Along with that, it focused on reviewing, urging, and regularly grasping the implementation of the Provincial People's Council resolutions, especially the resolutions passed at the regular mid-year session of 2024, and recommendations after supervision and survey to promptly propose amendments, supplements, and replacements in accordance with the practical situation...
Concluding the meeting, Comrade Nguyen Xuan Ky, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized: With thorough and methodical preparation, the 19th session of the Provincial People's Council was organized democratically, scientifically and successfully in many aspects. The time for questioning, answering questions and discussing was given maximum priority. The issues raised were all issues of interest to voters and public opinion. The quality of draft Resolutions and verification reports submitted at the meeting was improved. Basically, the Resolutions were signed and certified immediately after the meeting, contributing to bringing the Resolutions into life soon. Through the activities of meeting voters before the meeting, it also showed that the coordination between the Standing Committee of the People's Council with the People's Committee, the Fatherland Front Committee and the National Assembly Delegation of the province in resolving voters' petitions has been effectively implemented. Thereby, contributing to consolidating and enhancing the trust and high consensus of the people, affirming the role and responsibility of elected representatives in representing the interests of voters and people.
Assessing the socio-economic development situation in July and the first 7 months of 2024, the Provincial Party Secretary and Chairman of the Provincial People's Council affirmed that with the efforts of the entire political system, Quang Ninh continues to achieve outstanding results. The economy continues to maintain its growth momentum with driving forces coming from the processing, manufacturing and tourism industries. Especially in the field of education, Quang Ninh ranked 25th out of 63 provinces and cities in terms of average score in the 2024 high school graduation exam.
Based on the lessons learned from the remaining issues and limitations in organizing the regular mid-year meeting as well as directing and operating socio-economic development tasks in the first 7 months of the year, the Provincial Party Secretary and Chairman of the People's Council requested agencies and units to focus on directing and strictly implementing the resolutions issued at the 19th session of the Provincial People's Council to organize effective implementation, especially the Resolution related to socio-economic development management in the last 6 months of 2024; Resolution related to public investment...
Emphasizing the tasks in the coming time, the Chairman of the Provincial People's Council requested: The Standing Committee of the Provincial People's Council and the Provincial People's Council Committees should strengthen the supervision of the disbursement of public investment capital, especially for the Project Management Boards under the Provincial People's Committee assigned to be investors of key projects, the driving force to ensure the progress and quality of the works, and to prevent corruption and negativity.
For newly started projects, it is necessary to carefully review all procedures during the implementation process, especially the bidding stage to select the construction unit, which must be strictly followed according to the law, and prevent all negative manifestations, corruption, and collusion. At the same time, it is necessary to further strengthen the supervision of local authorities at the district and commune levels on budget revenue and expenditure, and the implementation of target programs and projects assigned by the province. The Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council emphasized: Ensuring the progress of disbursement of public investment capital is not only of special importance for growth results in 2024 but also creates development momentum for many years to come. Therefore, it requires more determination and drastic measures in direction and management.
In addition, continue to effectively implement solutions to promote sectors that play an important role in growth such as coal, electricity, tourism, especially overcoming difficulties due to the number of international tourists in some traditional and key markets not recovering compared to the time before the Covid-19 pandemic; focus on controlling issues related to epidemics in humans and livestock; ensure fire safety, traffic safety, and storm prevention. At the same time, prepare good conditions for the 2024-2025 school year, ensuring the comprehensive completion of socio-economic development targets for 2024.
The Provincial Party Secretary and Chairman of the Provincial People's Council also requested the Standing Committee of the Provincial People's Council and the Provincial People's Council Committees to prepare for the year-end session and thematic sessions of the Provincial People's Council; continue to strengthen supervision of the settlement of voters' petitions sent to the sessions and the implementation of the Resolution on questioning and answering questions at the 19th Session of the Provincial People's Council.
