Creating a common voice in resolving voters' petitions

On the morning of September 18, the Standing Committee of the Provincial People's Council had a meeting with the People's Committee of Nghia Dan district according to the plan to supervise the settlement of voters' petitions in the province from the beginning of the 2021-2026 term to present. Comrade Nguyen Thanh Chung - Standing Member of the Provincial People's Council, Head of the Provincial People's Council Legal Committee, Deputy Head of the supervision delegation chaired the meeting.
Before working with the People's Committee of Nghia Dan district, the Provincial People's Council's monitoring delegation directly surveyed the situation, met and discussed with households and the authorities of Nghia Lam commune regarding the petition, proposal for compensation and relocation to a new place due to the impact of the project of dairy farm cluster No. 1 of TH Milk Food Joint Stock Company.

Based on the situation, the Provincial People's Council's Supervisory Delegation requested the People's Committee of Nghia Lam commune to continue to strengthen propaganda work, grasp the thoughts and aspirations of the people; associated with that, participate in implementing the work within its authority; at the same time, propose and coordinate to remove obstacles and difficulties beyond its authority.
To solve the problems that people have proposed, it is necessary to share, agree, and create a common voice in solving them to soon stabilize life, because there are problems beyond the scope of the project and legal regulations.

Focus on resolving 4 outstanding recommendations
Working with the People's Committee of Nghia Dan district, the Provincial People's Council's Supervisory Delegation acknowledged the sense of responsibility of the district Party Committee and government in grasping the thoughts and aspirations of voters and people through meetings with voters of the Provincial People's Council delegates; actively coordinating with provincial and district agencies to promptly resolve and respond to voters.
However, through monitoring and reviewing, there are still some recommendations from voters in the district that have not been resolved for a long time. Specifically, there are 4 recommendations related to measuring and making cadastral maps to demarcate the area managed by Nghia Dan Forestry and the land area used by households in the surrounding and border areas as a basis for transferring and handing over production land to people, as well as resolving overlapping areas, granting land use right certificates to households; overcoming the situation of National Highway 15A through Hong An hamlet, Nghia Hong commune having no drainage ditch, when it rains, water overflows into people's houses, causing environmental pollution; handling pesticide warehouses in Tan Hoa block, Nghia Dan town; resolving compensation and support for 35 households in Nghia Lam commune under the project of dairy farm cluster No. 1 of TH Milk Food Joint Stock Company.

Through working, the leaders of the People's Committee of Nghia Dan district affirmed that the voters' recommendations were all very legitimate. However, because the recommendations require time, a specific roadmap and a large state budget allocation, especially to resolve recommendations related to the pesticide warehouse treatment project in Tan Hoa block, Nghia Dan town; or to measure and map the land between the forestry farm and the land managed by the locality. On the other hand, the legal basis for resolving voters' recommendations related to the dairy farm project of TH Milk Food Joint Stock Company is currently not available and is facing difficulties.

Based on field surveys, direct discussions with voters and people; working with the People's Committee of Nghia Dan district, members of the Supervisory Delegation of the Provincial People's Council Standing Committee proposed that the district clarify difficulties and problems; clearly define the authority and responsibility of all levels and sectors in resolving the four outstanding issues raised by voters.
The Standing Committee of the Provincial People's Council's Supervisory Delegation also acknowledged and highly appreciated the implementation of the process of receiving, resolving and responding to the results of resolving voters' petitions by the district and commune authorities. However, the Supervisory Delegation also recommended that the district continue to pay attention to publicly posting the results of resolving voters' petitions so that voters and people can access them promptly and fully.

Regarding voters' recommendations that have not been resolved, the monitoring delegation requested the district to clarify the outstanding contents and causes; at the same time, proactively review the legal basis, propose and advise all levels and sectors to handle them thoroughly, ensuring the legitimate rights of the people.
