The Standing Committee of the Provincial People's Council supervises the implementation of legal regulations on urban planning at the Provincial People's Committee.

On the morning of April 24, the Standing Committee of the Provincial People's Council led by Comrade Nong Thanh Tung, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council, supervised the implementation of legal provisions in the establishment, approval and implementation of urban planning in the province for the period 2021 - 2025 at the Provincial People's Committee.

According to the report of the Provincial People's Committee, the whole province has 15 urban areas, including: 1 type III urban area, 14 type V urban areas and towns of 10 districts and cities. In the period of 2021 - 2025, the work of establishing, appraising, approving and organizing the implementation of urban planning in the province has achieved many positive results. The Provincial People's Committee, the Department of Construction and the People's Committees of districts and cities have issued many documents directing and regulating the management of planning and architecture; enhancing the role of State management.

The urban system in the area has basically been planned as a basis for urban management and development: 15/15 urban areas have had a general plan; Cao Bang city has gradually completed the zoning plan; 81 detailed planning projects have been established in key urban areas. The order of planning, appraisal and approval is carried out in accordance with the legal provisions of the Law on Urban Planning, the Law on Construction and guiding decrees and circulars; the collection of public opinions and the disclosure of planning information are carried out fully and transparently, ensuring the right to access information of organizations and individuals. The planning projects are consistent with the orientation of regional development, infrastructure development, border gate economy and tourism, and higher-level planning projects.

The publication of planning projects basically complies with regulations, ensuring transparency and access to information. There are 34 urban planning projects that have been publicly announced (10 general planning projects, 1 zoning planning project, 23 detailed planning projects). However, some detailed projects in Bao Lac and Ha Lang districts are still limited in the method of online publication due to the lack of synchronous information technology infrastructure.

The management of urban development according to planning has been paid attention to by the Provincial People's Committee and specialized agencies. The objectives and tasks of urban planning establishment, appraisal and approval have basically met the requirements of quantity, quality and completion time. The coordination between departments and branches in the province to resolve related tasks has been basically timely and effective. Urban areas are managed according to approved urban space planning, ensuring harmony between modernity. Technical infrastructure, economic and social infrastructure of urban areas in the province have been invested in an increasingly synchronous and effective direction, especially Cao Bang city. The appearance of landscape architecture and urban construction architecture has changed a lot in a modern direction, with its own identity, contributing to improving the quality of people's lives. Some works creating the foundation for tourism development have been built and put into use (Bang riverside walking street, City).

However, most of the general planning of towns in the province has not covered the entire administrative boundary, leading to areas outside the research and planning boundaries having no legal basis for management; the coverage rate of detailed planning is still low, especially in towns in the province, not meeting the requirements for synchronous investment and construction implementation according to the planning; no architectural management regulations have been established and approved. Some urban planning has not been updated in a timely manner in the land use planning, leading to a lack of synchronization, causing difficulties in implementing investment and urban development projects. The work of marking planning in the field is still limited, causing difficulties in land management and construction according to the planning boundary.

The Provincial People's Committee requests ministries, branches and the Central Government to promptly issue detailed instructions for implementing relevant laws such as: Law on Urban and Rural Planning under the amended Constitution, Law on Architecture, the amended Constitution, especially criteria for classifying mountainous urban areas, planning standards suitable for localities with special conditions. Strengthen decentralization and delegation of authority to localities in establishing, appraising and approving detailed plans, in order to shorten the time for administrative procedures. Allocate funding to support the province to complete the planning system at all levels, increase the coverage rate of urban planning. Organize and support the province to provide in-depth training and coaching on planning establishment and management. The Provincial People's Council studies and issues resolutions to encourage and create a legal corridor for the socialization of planning.

At the monitoring session, delegates discussed and clarified some difficulties and obstacles in the process of implementing urban planning such as: limited resources allocated for planning, many districts could not allocate budget for planning work. The quality of some plans is not high, some projects have been adjusted locally many times, and the long-term development space is not clearly oriented. The application of information technology and digital technology is still weak. Implementing the policy of the Central Government, currently, all levels and sectors of the province are reviewing and making plans to eliminate the district level, rearranging administrative units at the grassroots level, directly affecting the work of regional planning, zoning planning of some districts that are being implemented...

Concluding the monitoring session, Vice Chairman of the Provincial People's Council Nong Thanh Tung requested the Provincial People's Committee to direct localities to review and collect planning documents for handover when the merger of administrative units is completed; completed projects should complete payment procedures before June 30, 2025; for projects under implementation, proactively hand over to new investors. Direct competent authorities to review and handle overlaps between urban planning and land planning, and allocate funds to implement the plans; review approved but not yet implemented plans, especially plans in the City to find solutions; urban development management is still limited, and there should be plans to adjust plans for synchronous development according to the plan. Pay attention to and allocate funds to effectively implement the work of building a database for land and urban planning; At the same time, proactively overcome difficulties and obstacles to effectively implement urban planning work in the coming time.
