Standing Committee of Provincial People's Council supervises public investment in Con Cuong district

On the morning of October 8, the Standing Committee of the Provincial People's Council had a working session with Con Cuong district according to the monitoring program on the results of 3 years of implementing the medium-term public investment plan, period 2021-2025 in Nghe An province.

Comrade Nguyen Nhu Khoi - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council chaired the meeting. Also attending the meeting was Comrade Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation.

Overview of the working session.

Before working with Con Cuong district, the monitoring delegation of the Provincial People's Council directly surveyed the progress of a number of projects in the district. The projects include: Thanh Nam Bridge Project across Lam River, Project to upgrade the tourist route from National Highway 7 to Khe Kem Waterfall tourist area, and Project to build the Ethnic Boarding Secondary School in Con Cuong district.

Con Cuong district currently has 67 public investment projects and works in the period of 2021-2025. Of which, the central budget allocated to the district to implement 6 projects with a total value of more than 205 billion VND in 3 years (2021-2023). To date, 4 projects have been completed and put into use, the remaining 2 projects are expected to be completed in 2024.

Regarding the provincial budget, Con Cuong district has been allocated more than 123 billion VND to implement 9 projects in the period of 2021-2023. Of which, 3 projects have been completed and put into use; the remaining 6 projects are continuing to be implemented in the period of 2024-2025.

Up to now, the Thanh Nam bridge project across Lam river has been basically completed.

During the implementation of the medium-term public investment plan for the period 2021-2023, Con Cuong district did not incur any outstanding debts for basic construction. The district has also been flexible in adjusting capital sources from projects with low disbursement rates to projects with good completed workload.

Comrade Lo Van Thao - Deputy Secretary of the District Party Committee, Chairman of the People's Committee of Con Cuong district pointed out some difficulties in implementing investment projects.

Regarding the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas, Con Cuong District was allocated nearly 395 billion VND to implement 52 projects. The disbursement results in 2 years (2022-2023) reached nearly 100%, but in 2024, the disbursement rate is currently low, reaching only 29.1%.

At the meeting, members of the Provincial People's Council's supervisory delegation also raised many issues related to shortcomings in implementing public investment plans.

At the meeting, Con Cuong district raised a number of difficulties and obstacles in compensation and site clearance, especially for projects related to agricultural and forestry land. The district also encountered difficulties in exploiting construction materials and proposed permission to exploit materials on site to timely carry out construction and reduce costs. In addition, the work of converting forest land use purposes encountered many obstacles because it had to go through many levels and sectors.

Concluding the meeting, Comrade Nguyen Nhu Khoi highly appreciated the efforts of Con Cuong district in implementing public investment projects. He suggested that the district continue to resolve existing problems and obstacles to ensure construction progress, avoid project adjustments, and focus on clearing and settling completed works in accordance with legal regulations. The district also needs to speed up the site clearance for the project to build the Con Cuong District Boarding Secondary School for Ethnic Minorities.
