On the evening of April 14, within the framework of the State visit to Vietnam of General Secretary and President of China Xi Jinping, Politburo member and Standing member of the Secretariat Tran Cam Tu held talks with Politburo member, Secretary of the Secretariat, and Director of the Central Office of the Communist Party of China Cai Qi.

Politburo member and Standing member of the Secretariat Tran Cam Tu affirmed that General Secretary and President Xi Jinping's visit to Vietnam this time, together with General Secretary To Lam's visit to China in August 2024, will continue to create important momentum and new breakthroughs to continuously deepen and strengthen the relationship between the two Parties and the two countries in the new era of development.

Developing sustainable and long-term relations, constantly strengthening political trust, expanding and deepening substantive cooperation with China is a consistent policy, an objective requirement, a strategic choice, and a top priority in Vietnam's foreign policy of independence, self-reliance, multilateralization, and diversification of foreign relations.

Member of the Politburo Standing Committee, Secretary of the Secretariat, and Director of the General Office of the Communist Party of China Central Committee Cai Qi emphasized that General Secretary and President Xi Jinping's choice of Vietnam as the first country to visit in 2025 demonstrates his respect for Vietnam and the Vietnam-China relationship; affirmed that China supports Vietnam in successfully implementing its set goals and plans; wished Vietnam a successful organization of the 14th National Party Congress; and expressed his belief that through Comrade Xi Jinping's visit, a positive atmosphere will be created for bilateral cooperation in all fields towards high level and high quality.

At the talks, the two sides highly appreciated the development achievements of the relations between the two Parties and the two countries in recent times with many outstanding highlights following the "6 more" orientation. In particular, Party channel cooperation has truly promoted its strategic orientation role in promptly grasping and urging the effective implementation of high-level common perceptions, promoting the relations between the two Parties and the two countries to develop to new heights.

The two sides expressed their delight at the good results of the high-level talks between General Secretary To Lam and General Secretary and President Xi Jinping, especially the fact that the two leaders reached many important common perceptions on major directions and measures to continue deepening and promoting the sustainable development of the Vietnam-China Comprehensive Strategic Cooperative Partnership and the Community of Shared Future of strategic significance.

In the context of the complicated and unpredictable developments in the world and the region, as well as the national development and socialist construction of each Party and country entering a crucial stage, the two sides agreed on a number of directions and measures from the Party channel perspective to thoroughly grasp the leadership and strategic orientation of the two General Secretaries for the relationship between the two Parties and the two countries in the new period.

Specifically: First, maintain regular exchanges and contacts between the two Parties' senior leaders through flexible forms to promptly orient development strategies and strengthen relations.

Second, strengthen sharing, consulting, and learning from each other's ideas, theories, and experiences, continue to expand and deepen bilateral cooperation mechanisms, including building a plan for cooperation between the two Parties, well organizing the Special Theoretical Workshop between the two Parties, agreeing to implement annual meetings between the Secretary of the Party Committee of the Ministry of Foreign Affairs of Vietnam and the Head of the Central Foreign Liaison Committee of China; mechanisms for inter-parliamentary exchange and cooperation between the Vietnam Fatherland Front and the Chinese National People's Political Consultative Conference; promote the coordinating role of the Steering Committee for Bilateral Cooperation, exchange of diplomatic, defense, and public security strategies at the ministerial level.

Third, strongly promote substantive cooperation areas to better meet the interests of the people of the two countries.

Fourth, coordinate well in organizing activities to celebrate the 75th anniversary of the establishment of diplomatic relations between the two countries, promote people-to-people exchange activities, and consolidate a "more solid social foundation".

Fifth, strengthen exchanges and coordination at multilateral mechanisms.

The two sides agreed to strictly adhere to the high-level common perception in resolving maritime issues. Politburo member and Standing member of the Secretariat Tran Cam Tu suggested that the two sides respect each other's legitimate interests in accordance with international law, make efforts to better control and resolve maritime disputes by peaceful means in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS), and maintain a peaceful and stable environment in the East Sea and in the region.

At the end of the talks, Politburo member and Standing member of the Secretariat Tran Cam Tu respectfully invited Politburo member, Secretary of the Secretariat, and Director of the General Office of the Communist Party of China Cai Qi to visit Vietnam in the near future. Politburo member, Secretary of the Secretariat, and Director of the General Office of the Communist Party of China Cai Qi happily accepted the invitation and invited Politburo member and Standing member of the Secretariat Tran Cam Tu to visit China again at an appropriate time.
