There has been a phenomenon that although the site has been handed over, the investor who won the bid for the rest stop on the North-South Expressway in the East has not yet started the site work, affecting the overall progress of the project.

The Vietnam Expressway Administration has just sent a document to the Vietnam National Petroleum Group, Phuong Trang FUTABUSLINES Passenger Transport Joint Stock Company, FUTA Rest Stop Company Limited, Thanh Thanh Nam Joint Stock Company, and TTC Chau Thanh Trading and Service Joint Stock Company requesting urgent implementation of 8 investment projects to build rest stops on the Eastern North-South Expressway.
According to the State management agency for expressways, recently this unit has issued many documents requesting investors/enterprises to urgently implement contents related to investment in construction of rest stops on the Eastern North-South expressway.
However, according to the report of the project management boards at the meeting on October 18, 2024, the progress of project implementation is still slow; some problems related to the implementation of investors/enterprises, site clearance work have not been thoroughly resolved, greatly affecting the goal of completing projects according to the contract schedule.
To ensure the completion of 8 projects on schedule, for stations that have received full site handover, the Vietnam Expressway Administration recommends that investors/enterprises study and have solutions to implement procedures, design, and construction flexibly and appropriately to ensure the goal of putting into operation essential public service works (restrooms, parking lots) according to contract regulations, meeting the urgent needs of people and vehicles participating in traffic on expressways. For Station Km205+092 Vinh Hao - Phan Thiet, TTC Chau Thanh Trading and Service Joint Stock Company needs to continue to speed up the construction progress, ensuring the completion of essential public service works before the 2025 New Year holiday.
For Station Km329+700 Mai Son - National Highway 45, there is currently enough land to ensure construction, however, the investor (Vietnam National Petroleum Group) has not yet implemented field work, affecting the overall progress of the project.
Therefore, the Vietnam Expressway Administration requested the Vietnam National Petroleum Group to urgently implement and ensure the completion of essential public service works before the 2025 Lunar New Year holiday.
For stations that have received partial site handover, investors/enterprises must base on actual conditions at the construction site to reconstruct the detailed and overall progress of the project; promptly complete procedures, implement appropriate design and construction solutions to ensure project progress; identify critical progress items to concentrate resources, increase equipment, human resources, supplies and materials to speed up construction progress, strive to achieve the goal of basically completing essential public service works in the shortest time.
For stations that have not yet been handed over the site, the Vietnam Expressway Administration recommends that investors/enterprises closely coordinate with project management boards, local authorities and relevant agencies to focus on resolving difficulties and obstacles in site clearance; research solutions to shorten the progress so that construction can begin as soon as the site is handed over.
Regarding the submission of compensation, support and resettlement values (M2), investors/enterprises need to coordinate and work with project management boards and local authorities to receive instructions on completing M2 submission procedures according to regulations.
In Report No. 10983/BGTVT-BC sent to the National Assembly on the implementation of the National Assembly's resolutions on thematic questioning and supervision activities, Minister of Transport Nguyen Van Thang said that out of 24 rest stops belonging to the North-South Expressway component projects in the East managed by the Ministry of Transport, 8 stations have completed the selection of investors and signed contracts.
The Commander of the Transport sector said that the Ministry of Transport is focusing on directing agencies and units to coordinate and urge investors to promptly complete procedures to speed up the construction progress of rest stops; coordinate with localities to promptly hand over the site to meet the basic progress of completing essential public service works (restrooms, parking lots) before December 31, 2024 and completing all rest stops in 2025.
