On the first working day after the Lunar New Year holiday, the Department of Home Affairs organized surprise inspection teams at a number of units and localities at agencies and units directly receiving documents and handling administrative procedures to serve people and businesses, such as: Ha Long City Public Administration Service Center Branch, Quang Yen Town Public Administration Service Center Branch; surprise inspection of discipline and order in performing public duties in Tran Hung Dao Ward (Ha Long City) and Cong Hoa Ward (Quang Yen Town).
Through inspection, it was found that 100% of the civil servants working at the branches of the public administrative service centers were present at their work locations, performing well the tasks of welcoming, guiding, receiving, appraising documents, and resolving administrative procedures to serve people and businesses. Not only after the Tet holidays, but also in recent times, the province has regularly disseminated to the staff, civil servants, and employees in agencies and units to strengthen discipline and administrative discipline; overcome the situation of avoidance, shirking, working half-heartedly, fearing responsibility, procrastination, and failure to meet assigned work requirements. Promote the widespread implementation of Regulation No. 144-QD/TW dated May 9, 2024 of the Politburo "on ethical and revolutionary standards of cadres and party members in the new situation"; create strong changes in the awareness, actions, and responsibilities of organizations and individuals in the political system, especially the heads of agencies, units, and localities.
The province has implemented publicity and transparency in the management and operation of state administrative agencies; maximized the role and responsibility of government leaders at all levels in receiving people, having dialogues with people, promptly handling petitions, reflections, recommendations, and concerns of people; closely following the grassroots, listening to thoughts and aspirations, promptly having dialogues, directing reasonable and reasonable solutions; ensuring the legitimate and legal rights and interests of people.
In 2024 alone, state administrative agencies at all levels in the province received 6,647 citizens with 3,923 cases. The total number of complaints, denunciations, recommendations and reflections received and processed was 9,335; thereby resolving (including transferred cases) 392/459 complaints, 11/13 denunciations under the authority of administrative agencies at all levels in the area.
Quang Ninh always pays close attention to, resolutely and comprehensively directing administrative reform work, so that agencies, units and localities can effectively implement administrative reform contents. The total number of administrative procedures at 3 levels of government in the province is 1,716 administrative procedures. In 2024 alone, the provincial level received 149,280 administrative procedure records, the rate of records resolved on time and before the deadline reached 99.8%; the district level received 600,698 administrative procedure records, the rate of records resolved on time and before the deadline reached 99.8%; the commune level received 185,606 administrative procedure records, the rate of records resolved on time and before the deadline reached 99.9%.
Along with that, authorities at all levels have also stepped up inspections and audits of the implementation of public ethics by civil servants, thereby promptly correcting working styles and manners. In 2024 alone, departments, branches and localities conducted 48 inspections and audits of responsibilities, including thematic inspections of the implementation of public duties by civil servants for 8 departments, branches and 2 localities in handling administrative procedures serving people and businesses. By the end of 2024, conclusions of 39 inspections and audits had been issued. Through inspections and audits, recommendations were made to review and review the responsibilities of 11 groups.
Agencies, units and localities shall strictly implement the inspection conclusions of the Provincial Inspectorate on the responsibility of performing public duties of civil servants and public employees in handling administrative procedures and providing public services to people and businesses. Effectively implement Directive No. 41-CT/TU dated February 15, 2024 of the Provincial Party Standing Committee on "strengthening the Party's leadership in receiving citizens and handling complaints and denunciations in the new situation", summarizing 10 years of implementing Directive No. 35-CT/TW of the Politburo on strengthening the Party's leadership in receiving citizens and handling complaints and denunciations.
Through promoting many solutions, units and localities maintain and strictly implement discipline, administrative discipline, practice standard working style and office culture; enhance the sense of responsibility and work efficiency in performing public duties; focus on implementing work in a spirit of high concentration, determination, efficiency, ensuring progress and quality.
