Over 55 years of working, General Secretary Nguyen Phu Trong has devoted himself entirely to the Party, the country, and the people and is truly worthy of the Party's trust, the country's expectations, and the people's love. He is a leader with strategic vision, full of courage and creativity in important historical periods, on the basis of inheriting and developing the achievements of the Vietnamese revolution. As General Secretary, he, together with the Politburo, the Secretariat, and the Party Central Committee, has led and directed the entire Party, the entire army, and the entire people to continue to promote the cause of national renewal in a comprehensive and synchronous manner, maximizing the strength of national unity and international solidarity.
Over the past time, comrade has been both the "helmsman", the "fireman", the "bearer", leaving a deep impression in the hearts of the people, in the activities of the entire political system, together with the entire Party, the entire army, and the entire people, "both building and fighting" to bring our country up, achieving great achievements of historical significance. As Chairman of the 11th and 12th National Assembly of Vietnam, National Assembly deputy of the 11th, 12th, 13th, 14th, 15th terms, President of the Socialist Republic of Vietnam, General Secretary of the Central Executive Committee of the Communist Party of Vietnam, with the responsibility assigned by the Party and the people, Comrade Nguyen Phu Trong always pays special attention, comprehensive, objective, scientific leadership and direction, at the same time very specific and profound to the organization and operation of the National Assembly of Vietnam, aiming to build a truly strong National Assembly, operating increasingly effectively and efficiently, worthy of its role and position as the highest representative body of the people, the highest authority of the Socialist Republic of Vietnam, contributing to building and perfecting the socialist rule-of-law State of Vietnam and meeting the increasingly high requirements of the country's renovation.
The Vietnamese National Assembly, under the leadership of our Party headed by General Secretary Nguyen Phu Trong, has taken steps in the right direction in recent terms, improving the quality and efficiency of its operations, strongly promoting democracy and the rule of law, fully implementing the people's right to mastery, always keeping abreast of all developments in reality, and working with the political system to help the country overcome all difficulties and challenges, continuing to develop rapidly and sustainably.

The position, role, and prestige of our country in general and the National Assembly in particular have been increasingly enhanced in the international arena.
In general, the activities of the National Assembly are increasingly democratic, public, transparent, increasing the rule of law, accompanying and closely attached to voters and people, always striving to act resolutely and effectively for the first and foremost interests of the people and the country, effectively performing the functions, tasks and powers as prescribed by the Constitution and laws, making great and important contributions to the cause of national construction and defense.
In theory, comrade General Secretary Nguyen Phu Trong has devoted much effort to researching, evaluating, and summarizing the practices from the process of innovating the organization and operation of the National Assembly in particular and building the Socialist Rule of Law State of Vietnam in general in our country, gradually drawing out core, important, and objectively regular issues, thereby contributing to consolidating and developing the Party's theoretical thinking on the Socialist Rule of Law State, on innovating the organization and operation of the National Assembly, and at the same time having important guiding values to continue to improve the effectiveness and efficiency of the National Assembly's operations and build a Socialist Rule of Law State of Vietnam that is truly of the people, by the people, and for the people.

In particular, the National Assembly needs to continue to build a legal system that is developed, democratic, fair, humane, complete, timely, synchronous, unified, public, transparent, stable, feasible, accessible, capable of regulating social relations, taking the legitimate and legal rights and interests of people, organizations and enterprises as the center, promoting innovation; focusing on perfecting the legal system in all fields, promptly removing difficulties and obstacles, arousing and promoting all potentials and resources, creating new momentum for the rapid and sustainable development of the country. Continue to innovate and perfect the law-making process, ensuring professionalism, modernity, science, timeliness, feasibility and efficiency. More clearly define the policy-making process, clearly distinguish the legislative process and the process of drafting sub-law documents. Promote the dynamism, creativity, positivity, role and responsibility of the subjects, especially the Government in the legislative process; promote the role of experts and scientists participating in the legislative process; promote the role of the Vietnam Fatherland Front, socio-political organizations and people, experts and scientists participating in law-making.
