Implement well the commitments to promote socio-economic development of Vinh Linh district.

In order to create a breakthrough contributing to the successful completion of socio-economic development goals and improving people's lives, Vinh Linh District Party Committee determined that it is necessary to focus on leading and directing the entire political system to promote a sense of responsibility and innovation in carrying out political tasks. In particular, it focuses on implementing well the commitments made to the Standing Committee of the Quang Tri Provincial Party Committee.

Over the past year, Vinh Linh District Party Committee has signed a commitment with the Provincial Party Committee to implement many important targets and contents, focusing on difficult tasks and "bottlenecks" in performing local tasks such as compensation and site clearance for key projects; disbursement of investment capital; land; handling of long-standing complaints and petitions, developing new party members...

In 2023, many projects in the district were granted investment policies, site clearance, and construction started. To contribute to accelerating the implementation progress, the District Party Committee regularly paid attention to and closely directed the District People's Committee and specialized agencies to seriously and effectively carry out the tasks under their authority.

Specifically, it has participated in the appraisal process and supported the completion of investment procedures for 4 construction projects with a total investment of over 850 billion VND; completed the site clearance work for 4 projects and is implementing site clearance for 2 projects. Accelerated the construction progress of major projects in the area on the occasion of the 70th anniversary of Vinh Linh's traditional day on August 25 (1954-2024), including the district's central cultural house; upgraded the inner-city road of Hamlet 2, Ben Quan town; upgraded Le Hong Phong street, Ho Xa town.

Particularly for projects in the agricultural sector, the district has actively coordinated closely with relevant departments, branches, agencies and units in guiding and supporting the completion of dossier procedures, liquidation of assets on project land, and planning adjustments for 1 aquaculture project, 2 high-tech pig farming projects and 2 closed high-tech sow farming projects.

Along with that, the district successfully organized the 15th District Trade Union Congress, term 2023 - 2028; successfully organized the District Farmers' Association Congress, term 2023 - 2028. Competing to achieve achievements to celebrate the 70th anniversary of Vinh Linh tradition, the district launched 20 peak months among all local cadres and people.

Establish a steering committee, an organizing committee and subcommittees to assist in commemorative activities. At the same time, promote patriotic emulation movements and organize cultural, artistic, physical education and sports activities.

The fight against corruption and waste continues to be led, directed and implemented resolutely, comprehensively and in-depth. The District Party Committee and the District People's Committee have issued many directive documents, established and organized inspection and supervision campaigns at agencies and units. Transparency is implemented in all areas of operation from management, operation, finance, basic construction, assets and income, job transfer, etc.

Up to now, the rate of salary payment through accounts in Vinh Linh district is 93/93 units, reaching 100%; 100% of civil servants have declared their assets and income according to regulations; 100% of bidding projects are publicized on the national bidding network system...

On the other hand, in order to fulfill the commitment to thoroughly resolve complaints and denunciations, not to let them drag on or go beyond the level, Vinh Linh District Party Committee has directed agencies, units, and localities to grasp the situation of complaints and denunciations; promptly exchange information on cases of citizens making complaints and denunciations in large numbers, complicatedly, and going beyond the level.

Raise the responsibility of Party leaders in receiving citizens, having direct dialogue with people and handling their feedback and recommendations. In 2023, the District Party Secretary and Deputy District Party Secretary, Chairman of the District People's Committee received 42 citizens about 15 cases.

With high determination, last year 100% of the targets and contents in the commitment to the Provincial Party Committee were completed by the District Party Committee, the District Party Committee and the People's Committee of Vinh Linh district, thereby creating a positive change in the awareness and actions of the heads of Party committees at all levels, leaders of agencies, units and localities, creating a spread to the team of cadres, civil servants, public employees and Party members in the area in performing their assigned duties and tasks.

Thanks to that, it has contributed to the successful completion of the socio-economic development task in the year with many impressive results. All the main indicators on socio-economic, national defense - security, Party building and political system have reached and exceeded the set plan. The total production value (according to 2010 comparative prices) is estimated to increase by 15.1%, reaching the annual plan for the first time.

Total social development investment capital is estimated at 2,673 billion VND, surpassing the 2,500 billion VND threshold for the first time. Completing the concretization of 6 key tasks and 2 breakthrough areas set forth in the Resolution of the 19th District Party Congress. The national target program on new rural construction (NTM) ensures the roadmap.

Promoting the achieved results, in 2024, the Standing Committee of Vinh Linh District Party Committee continues to register a commitment with the Standing Committee of the Provincial Party Committee to implement key contents including: leading and directing the successful organization of the Congress of the Vietnam Fatherland Front of the district; Congress of the Vietnam Youth Union of the district and grassroots for the term 2024 - 2029. Good direction of the emulation movement to welcome and successfully organize the 70th Anniversary of Vinh Linh tradition.

Strive to have 1-2 more communes meet the advanced NTM standards, 1-2 communes meet the model NTM standards and districts meet the NTM district standards. Continue to do a good job of receiving citizens; receiving, classifying, and resolving petitions, complaints, and denunciations, limiting the occurrence of pending, prolonged, and over-leveled petitions and denunciations. Do a good job of administrative reform to maintain the top position in the whole province.
