After nearly 40 years of renovation, our Party has issued many resolutions, directives, and conclusions to lead and direct the implementation of renovation, reorganization of the political system's apparatus in the direction of streamlining, effective and efficient operation, and building a cadre structure with sufficient qualities and capacities to meet the tasks. Reality has proven that streamlining the apparatus is a correct and timely policy, meeting the urgent requirements of reality. However, this is a difficult task, requiring unity of perception and action throughout the Party, among each cadre, civil servant, public employee, party member, and all classes of people.

Ensure consistency and synchronization

After summarizing Resolution No. 18-NQ/TW and thoroughly grasping the direction of the Central Committee, on January 24, 2025, the Provincial Party Committee issued a plan to continue innovating and rearranging the apparatus of the political system to be streamlined and operate effectively and efficiently. On that basis, localities, agencies and units actively and urgently carry out the arrangement and consolidation of the apparatus, review and streamline the payroll in conjunction with restructuring and building a team of cadres, civil servants and public employees with sufficient qualities, prestige and capacity to meet the tasks.

Comrade Giap Thi Bac, member of the Provincial Party Standing Committee, Head of the Provincial Party Organization Committee, said: The Provincial Party Standing Committee has focused on leading and directing the implementation with high determination, positivity, proactiveness, focusing on key points, and a suitable roadmap; directing Party committees at all levels, Party organizations, agencies, units, cadres, Party members, especially leaders, to propagate and disseminate to raise awareness of innovation, arrangement, streamlining and improving the effectiveness and efficiency of the political system's apparatus; streamlining the payroll associated with restructuring and improving the quality of cadres, civil servants, and public employees, creating high unity and consensus in the implementation process.

Streamlining the apparatus is a difficult task, requiring a pioneering spirit and the sacrifice of personal interests for the common good. To raise awareness among cadres, party members and people of all walks of life, Party committees at all levels have directed the promotion of propaganda work, clearly reflecting the policy of implementing and streamlining the apparatus in the new situation, providing objective and transparent information on plans, schemes, and policies to cadres, civil servants, public employees and workers.

Thanks to the promotion of propaganda, cadres, party members and people have a better understanding of the purpose and significance of the policy of restructuring the apparatus and agree with the proposed restructuring plan. In recent times, many cadres, party members and leaders at all levels in the province have proactively proposed job transfers and early retirement to facilitate the streamlining of the apparatus. Specifically, the whole province has had more than 130 cadres and civil servants register for early retirement.

Although he still has 7 more years of work before reaching retirement age, Mr. Hoang Minh Tuyen, member of the Standing Committee of the District Party Committee, Head of the Bac Son District Party Committee's Mass Mobilization Committee, has written a request for early retirement and has decided to retire on March 1, 2025. Mr. Tuyen shared: After studying the regulations on the arrangement and streamlining of the political system's apparatus, comparing with my own conditions, I voluntarily applied for early retirement. When the District Party Committee's Propaganda Department and the District Party Committee's Mass Mobilization Committee merged into the District Party Committee's Propaganda and Mass Mobilization Committee, I personally applied for early retirement to create more favorable conditions for personnel arrangement, and at the same time, it was an opportunity for qualified young cadres to strive and contribute in new positions.

Each collective, cadre, civil servant, and worker is clearly aware of the purpose and significance of the policy and expresses their agreement with the organizational restructuring plans. Everyone believes that the new organization after restructuring will operate effectively, be a good environment for exchanging expertise, promoting capacity and strengths, and continuing to contribute.

Mr. Vy Minh Thong, Specialist of the Chi Lang District Party Committee's Mass Mobilization Committee, shared: I personally agree with the policy of restructuring the organizational structure. Along with continuing to implement the previously assigned fields, I think the staff of the two propaganda and mass mobilization committees can exchange and support each other's work, and at the same time, propose initiatives and methods to work more effectively.

Along with creating consensus in implementing the policy of reorganizing the apparatus of the political system, Party committees at all levels direct specialized agencies to grasp information about public opinion, record opinions of cadres, civil servants and people on the policy. At the same time, continue to spread positive information, fight and refute fake information, distort the above policy of the Party and State.

Positive results

In the process of implementing innovation and restructuring the political system, the province has seriously implemented the guiding viewpoint of General Secretary To Lam: "The new apparatus must be better than the old one and be put into operation immediately, without interruption of work, without gaps in time, location, or field; without affecting the normal activities of society and the people."

With a spirit of urgency and determination, since the beginning of February, projects and decisions on organizational restructuring have been agreed upon and issued; at the same time, the Provincial Party Committee and Provincial People's Committee have held conferences to announce decisions on organizational restructuring and personnel work.

Accordingly, the decision ended the activities of the Party Committee of the Provincial Agencies and 3 Party Executive Committees; ended the Party delegations. At the same time, the decision was made to establish the Party Committee of the Provincial Party Agencies and the Party Committee of the Provincial People's Committee; merged the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department into the Provincial Party Committee's Propaganda and Mass Mobilization Department.

Implementing Plan No. 02-PA/TU dated December 20, 2024 of Lang Son Provincial Party Committee on restructuring the apparatus in the provincial political system, after restructuring, reduce 1 advisory and support agency of the Provincial Party Committee; increase 1 Party Committee directly under the Provincial Party Committee; reduce 9 Party organizations directly under the Provincial Party Committee; reduce 11 committees which are advisory and support agencies of the district and city Party Committees. For agencies and units of the provincial and district government, after restructuring, reduce 5 departments which are specialized agencies under the Provincial People's Committee; reduce 1 agency which is another administrative organization; reduce 38 public service units... For associations assigned by the Party and State, after restructuring, the provincial level reduces 7 associations; the district level reduces 4 associations/district; the commune level reduces 3 associations/commune.

At the same time, the Provincial People's Committee also announced the Resolution of the Provincial People's Council on the establishment and reorganization of specialized agencies under the Provincial People's Committee. Accordingly, 6 specialized agencies under the Provincial People's Committee were established, including the following departments: Finance; Construction; Agriculture and Environment; Science and Technology; Home Affairs; Ethnicity and Religion.

The work of reorganizing the apparatus at the district level has also been carried out urgently. Up to now, 11 districts and cities have announced the merger of the Propaganda Department and the Mass Mobilization Department; the People's Committees of districts and cities have also announced the resolution of the People's Council of districts and cities on the establishment of 6 new specialized departments at the district level.

Immediately after announcing the decisions on organizational restructuring, up to now, agencies and units have completed drafts on regulations on functions, tasks, powers, organizational structure; working regulations; regulations, internal rules, internal operating procedures of the agency; plans, work programs for 2025...

Mr. Vy Minh Long, Standing Deputy Secretary of Cao Loc District Party Committee, said: Immediately after the District Party Committee and the District People's Committee announced the decisions on the organizational arrangement, the agencies and units promptly issued regulations on functions, tasks, operating regulations, etc.; at the same time, each agency and unit proactively assigned tasks so that comrades could quickly approach the work, ensuring material conditions for the new apparatus to operate stably from March 1, 2025.

Currently, the units are both implementing the organizational arrangement and ensuring the simultaneous implementation of two important tasks: accelerating and making breakthroughs in implementing socio-economic tasks in the 2020-2025 term to create a foundation for the next term and leading and directing the best preparations for party congresses at all levels, towards the 18th Provincial Party Congress and the 14th National Party Congress.

With the solidarity, unity, and joint efforts of the entire political system, we believe that the restructuring and streamlining of the apparatus will achieve positive results, contributing significantly to realizing the aspiration of building a strong homeland and country, firmly entering the new era.
