- Closely following the Central Committee's directive on continuing to innovate and reorganize the political system's organizational structure according to Resolution No. 18-NQ/TW, the provincial Party committee and government have been prompt and decisive in implementing the plan, ensuring uniformity and synchronicity, while aiming to reduce the number of organizational units and personnel, and improve the efficiency and effectiveness of operations.

After nearly 40 years of reform, the Party has issued numerous resolutions, directives, and conclusions to lead and guide the implementation of reforms and the restructuring of the political system's organizational apparatus towards a streamlined, effective, and efficient operation, and to build a cadre structure with sufficient qualities and capabilities commensurate with the tasks. In practice, streamlining the apparatus has proven to be a correct and timely policy, meeting the urgent demands of reality. However, this is a difficult task, requiring unity of understanding and action throughout the Party, among each cadre, civil servant, public employee, Party member, and all strata of the people.

Ensure consistency and uniformity.

Following the review of Resolution No. 18-NQ/TW and the implementation of the Central Committee's directives, on January 24, 2025, the Provincial Party Committee issued a plan on continuing to innovate and streamline the organizational structure of the political system to ensure efficient and effective operation. Based on this, localities, agencies, and units are actively and urgently implementing organizational restructuring and streamlining, reducing staffing levels in conjunction with restructuring and building a team of cadres, civil servants, and public employees with sufficient qualities, prestige, and capabilities to meet the demands of their tasks.

Comrade Giap Thi Bac, Member of the Standing Committee of the Provincial Party Committee and Head of the Provincial Party Committee's Organization Department, stated: The Standing Committee of the Provincial Party Committee has focused its leadership and guidance on implementation with high determination, actively and proactively, with a focus on key areas and a suitable roadmap; directing Party committees, Party organizations, agencies, units, and the contingent of cadres and Party members, especially leaders, to carry out propaganda and dissemination to raise awareness about innovation, restructuring, streamlining, and improving the effectiveness and efficiency of the political system's organizational apparatus; implementing personnel reduction associated with restructuring and improving the quality of cadres, civil servants, and public employees, creating high unity and consensus in the implementation process.

Streamlining the administrative apparatus is a difficult task, requiring a pioneering spirit and the sacrifice of personal interests for the common good. To raise awareness among cadres, Party members, and all segments of the population, Party committees at all levels have directed the intensification of propaganda efforts, prominently reflecting the policy of streamlining the administrative apparatus in the new situation, providing objective and transparent information on the restructuring plans and projects, as well as the regulations and policies, to cadres, civil servants, and employees.

Thanks to intensified propaganda efforts, officials, Party members, and the public have gained a better understanding of the purpose and significance of the restructuring plan and have agreed with the proposed plan. Recently, many officials, Party members, and leaders at all levels in the province have proactively proposed transferring positions or requesting early retirement to facilitate the streamlining of the apparatus. Specifically, over 130 officials and civil servants across the province have registered for early retirement.

Although he still has 7 years of service left before reaching retirement age, Mr. Hoang Minh Tuyen, a member of the Standing Committee of the Bac Son District Party Committee and Head of the District Party Committee's Mass Mobilization Department, has submitted a request for early retirement and has received a decision effective March 1, 2025. Mr. Tuyen shared: "After studying the regulations on restructuring and streamlining the political system's organizational apparatus, and comparing them with my own circumstances, I voluntarily requested early retirement. When the District Party Committee's Propaganda Department and Mass Mobilization Department merged into the District Party Committee's Propaganda and Mass Mobilization Department, I requested early retirement to facilitate personnel arrangements and to provide opportunities for qualified young cadres to strive and contribute in new positions."

Every collective, official, civil servant, and employee clearly understands the purpose and significance of the policy and expresses their agreement with the proposed organizational restructuring plans. Everyone believes that the new structure, after restructuring, will operate effectively, providing a good environment for professional exchange, developing abilities and strengths, and continuing to contribute.

Mr. Vy Minh Thong, Specialist in the Propaganda Department of the Chi Lang District Party Committee, shared: "Regarding the policy of reorganizing the organizational structure, I fully agree. Along with continuing to carry out the previously assigned tasks, I think the staff of the two departments—propaganda and mass mobilization—can exchange ideas, support each other's work, and come up with initiatives and methods to work more effectively."

Along with building consensus in implementing the policy of reorganizing the political system's apparatus, Party committees at all levels directed specialized agencies to gather information on public opinion, recording the opinions of officials, civil servants, and citizens on the policy. At the same time, they continued to disseminate positive information and combat and refute false and distorted information regarding the Party and State's policy.

Positive results

In the process of implementing reforms and reorganizing the political system's apparatus, the province has strictly adhered to the guiding principle of General Secretary To Lam : "The new apparatus must be better than the old one and be able to operate immediately, without interrupting work, without gaps in time, geographical areas, or fields; and without affecting the normal functioning of society and the people."

With urgency and decisiveness, from the beginning of February, the plans and decisions on organizational restructuring were agreed upon and issued; at the same time, the Provincial Party Committee and the Provincial People's Committee organized a conference to announce the decisions on organizational restructuring and personnel matters.

Accordingly, the decision was made to terminate the activities of the Party Committee of the Provincial Agencies Bloc and 3 Party Committees; and to end the Party Groups. At the same time, it was decided to establish the Party Committee of the Provincial Party Agencies and the Party Committee of the Provincial People's Committee; and to merge the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department into the Provincial Party Committee's Propaganda and Mass Mobilization Department.

Implementing Plan No. 02-PA/TU dated December 20, 2024, of the Lang Son Provincial Party Committee on the reorganization of the political system in the province, after the reorganization, 1 advisory and support agency of the Provincial Party Committee was reduced; 1 Party Committee directly under the Provincial Party Committee was increased; 9 Party organizations directly under the Provincial Party Committee were reduced; and 11 committees that served as advisory and support agencies of district and city Party committees were reduced. For agencies and units in the provincial and district-level government sectors, after the reorganization, 5 departments that were specialized agencies under the Provincial People's Committee were reduced; 1 other administrative organization was reduced; and 38 public service units were reduced... For organizations and associations assigned tasks by the Party and State, after the reorganization, the provincial level saw a reduction of 7 associations; the district level a reduction of 4 associations/district; and the commune level a reduction of 3 associations/commune.


Simultaneously, the Provincial People's Committee also announced the Resolution of the Provincial People's Council on the establishment and reorganization of specialized agencies under the Provincial People's Committee. Accordingly, six specialized agencies under the Provincial People's Committee were established, including the Departments of: Finance; Construction; Agriculture and Environment; Science and Technology; Interior; and Ethnic Minorities and Religion.

The reorganization of the administrative apparatus at the district level is also being carried out urgently. To date, 11 districts and cities have announced the merger of the propaganda and mass mobilization departments; the People's Committees of the districts and cities have also announced resolutions of the District/City People's Councils on the establishment of 6 new specialized departments at the district level.

Immediately after the announcement of decisions on organizational restructuring, agencies and units have now completed draft regulations on functions, tasks, powers, and organizational structure; working regulations; internal regulations, rules, and operating procedures; and programs and work plans for 2025…

Mr. Vy Minh Long, Permanent Deputy Secretary of the Cao Loc District Party Committee, said: Immediately after the District Party Committee and the District People's Committee announced the decisions on the reorganization of the administrative apparatus, agencies and units promptly issued regulations on functions, tasks, and operating procedures…; at the same time, each agency and unit proactively assigned tasks so that comrades could quickly familiarize themselves with the work, ensuring the necessary material conditions for the new apparatus to operate stably from March 1, 2025.

Currently, the units are simultaneously implementing organizational restructuring and ensuring the fulfillment of two important tasks: accelerating and making breakthroughs in socio-economic tasks during the 2020-2025 term to create a foundation for the next term, and leading and directing the best preparations for the Party congresses at all levels, leading up to the 18th Provincial Party Congress and the 14th National Party Congress.

With the unity, solidarity, and concerted efforts of the entire political system, we are confident that the restructuring and streamlining of the apparatus will yield positive results, making a significant contribution to realizing the aspiration of building a strong and prosperous homeland, and confidently moving into a new era.
